CONTEXT :

Madagascar is particularly vulnerable to the risks of disasters that regularly hit different regions of the country and can suddenly affect the food and nutrition situation. This is accentuated by climate change, especially in the Great South. Extreme weather events, such as heat waves, droughts and floods, have serious repercussions, undermining the achievements of development. Drought, in particular, generates multidimensional consequences such as food insecurity, loss of livelihoods, malnutrition, out-of-schooling, forced displacement, etc, and difficulties in access to drinking water, as well as issues of protection of populations.

Women, children, persons with disabilities, and other vulnerable groups are particularly affected, with increased risks of gender-based violence. Advance action is one of the most promising and innovative approaches to managing climate-related risks and preventing them from turning into disasters, by taking anticipatory measures based on weather forecasts or’ impact forecasts to minimize impacts on lives and livelihoods, and avoid negative’ adaptation strategies of affected communities.

A growing network of practitioners is implementing this approach, leading to a transformation in the humanitarian system from responsiveness to proactivity. However, major challenges remain in terms of coordination, understanding of intersectionality, and effective implementation, highlighting the need for an integrated national strategy to achieve more qualitative models of early action, taking into account the diverse needs and perspectives of the most exposed groups, in order to achieve impact on a large scale.

Through Start Ready funding, HI wishes to intervene in response to Inclusive Anticipated Actions, in order to strengthen the resilience of vulnerable populations to the risk of drought in the Great South of Madagascar, in the vulnerable communes of’Atsimo Andrefana.

YOUR MISSION :

Under the responsibility of the’Operations Manager, the Project Manager contributes within its home country to the implementation of the mandate and strategy of’Humanity & Inclusion. He/she is responsible for the implementation of his project. He/she shares with all the other HI managers the charge of’a sound management and’a good functioning of the global organization.

In this context, its missions are as follows :

Mission 1 : Management

  • Incarnates HI values on a daily basis, and is a role model.
  • Understands the strategy, the’explicit, translates it into operational objectives for his team, leads the necessary changes. Gives meaning to every act of management. In this context, it encourages exchanges of practice between and within directions. Encourages’innovation and risk taking.
  • Organizes the operational management of its team, structures work around identified processes, drives performance, and facilitates problem solving.
  • Contributes to the development of its employees, creating the conditions for their commitment, professionalism and commitment to HI. Ensures compliance with the code of conduct of institutional policies, the’ state of mind and expected individual and collective behaviors.

Mission 2: Strategy and steering

  • Contributes to the development of the operational strategy of the programme
  • Contributes to the operational strategy (StratOp) program or country
  • Drafts new project proposals for continuation or’extension of the project
  • Contributes to the drafting of new proposals for new opportunities, if any

Mission 3: Operational implementation

  • Ensures the implementation of the project, in accordance with the logical framework and the allocated budget
  • S’assures that the implementation of the project is in line with existing frameworks
  • Ensures monitoring,’assessment, accountability and’learning of the project
  • Ensures project data management
  • Ensures the functional animation of teams on its project
  • Contributes to communication on the project externally

Mission 4: Emergency preparedness and response

  • Pilots emergency preparedness actions in its department and, in case of’urgency, reorganizes the priorities of its team according to the humanitarian imperative, the, in order to’ensure a fast and efficient response from HI »

YOUR PROFILE :

  • You have a higher education in the fields of project management, sociology, risk and disaster management, environment, natural hazards, geography, etc, hydrology or similar ;
  • You have professional experience of’ at least 5 years in management /project coordination and/or consortium, in the context of humanitarian project /development ;
  • You have professional experience of’at least 2 years of project management in money transfer, including mastery of targeting techniques, distribution, etc, the SGRP and post-intervention impact analysis ;
  • You have good knowledge of the issues related to the inclusion of people with disabilities and people most at risk of disasters ;
  • With proven skills of’, leadership and pedagogy, you have a strong appetite for teamwork ;
  • Able to work under pressure, you are able to move regularly on mission in difficult conditions ;
  • You are fluent in French, both written and’oral, and demonstrate excellent capacity for’analysis, synthesis and writing.
