The post is located in Quito-Ecuador, at the facilities of the National Public Procurement Service ( SERCOP ).

Hierarchical dependency

The/the Specialist in public procurement processes reports her activities to the FAO Representation Program Officer in Ecuador and Project Coordinator Sustainable and inclusive agri-food systems for the promotion of healthy and affordable diets.

Field of specialization

The Specialist in public procurement processes will provide technical support to SERCOP to analyze the incorporation of peasant family farming in the Inclusive Dynamic Catalog, so that AFC actors can participate as state providers, mainly in nutrition-sensitive social protection programs.

Tasks and responsibilities

  •  Analyze the impact of AFC’s participation in public purchasing as a decision factor for the cataloging process.
  •  Elaborar un informe respecto a la aplicación de las metodologías para la estimación de precios de mercado de un bien o producto a catalogar (proceso productivo, estimación de precio y aprobación del informe).
  •  Elaborar las fichas técnicas de compras públicas de los bienes y servicios a catalogar conforme a los estudios realizados y validadas por los entes competentes, considerando normas de calidad, y certificaciones de ser el caso.
  •  Elaborar un informe final de la etapa preparatoria para los procesos de productos alimenticios y servicios de preparación de alimenticios.
  •  Supervisar el cumplimiento de los objetivos y productos del equipo técnico de FAO que presta sus servicios al SERCOP para la inclusión de la AFC en el proceso de compras públicas.
  •  Apoyar en la generación de información técnica para el plan operativo anual y plan de adquisiciones y contrataciones.
  •  Aportar conocimiento específico y especializado a las nuevas ideas de proyectos.
  •  Apoyar técnicamente en la implementación de metodologías y actividades encausadas a la ejecución del proyecto.
  •  Participar de manera activa en reuniones técnicas con personal de aliados para el desarrollo del proyecto.
  •  Generar la información de proceso y resultados del proyecto para visibilizar la gestión integral ante socios estratégicos, donante, gobierno y actores relevantes.
  •  Proveer información requerida para las actividades de gestión del conocimiento para los resultados del proyecto (sistematización, comunicación, sensibilización) dirigida a beneficiarios de proyectos y al interior de la FAO.
  •  Reportar periódicamente el avance de sus actividades específicas en los proyectos de acuerdo con el sistema de seguimiento definido.
  •  Preparar y presentar información periódica técnica base de las actividades.
  •  Ejecutar actividades que permitan el cierre técnico, operativo y administrativo del proyecto.
  •  Identificar y levantar datos para la visibilización de buenas prácticas y recomendaciones para futuras intervenciones.
  •  Llevar a cabo otras tareas de orden técnico/operativo/administrativo en el marco de las actividades realizadas por la FAO Ecuador como se requiera.

LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:

Requisitos mínimos

  •  Título de tercer nivel en economía, finanzas, áreas administrativas y/o afines.
  •  Experiencia mínima comprobada de 3 años en procesos de compras públicas.
  •  Practical knowledge of Spanish language C level.
  •  National of Ecuador or resident in the country with regular work permit.

Technical/functional skills

  •  Experience in research and development of market studies of productive sectors.
  •  Experience in the design, monitoring and implementation of programs or projects linked to public purchases/sustainable purchases.
  •  Experience in the design of statistical and econometric models of public data.
  •  Experience in database management and analysis.
  •  Experience in the development of methodologies for the calculation of market prices of products and services.
  •  Proven skills to work in multilateral environments that involve interaction with public institutions and national actors.

Selection criteria

  •  Full time availability with office presence
  •  Availability to travel to different sectors of the country.
  •  Supporting documents work experience and request for employment references.
