Specialist in Monitoring, Evaluation and Learning for the’activity of Support to Forests and Biodiversity At Tetra Tech


Funded by USAID through the Regional Programme for the Environment in Central Africa (CARPE), the Forest and Biodiversity Support Activity (the’Activity), implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), accepts expressions of interest from candidates for the position of Monitoring, Evaluation, Specialist, and Learning (SEA) to support the implementation of the’Forest and Biodiversity Support Activity (FABS) funded by’USAID in the Democratic Republic of Congo.

Job Description: Working under the leadership of the Collaboration, Learning and Adaptation Manager, the AES specialist will be responsible for implementing the follow-up plan, including, evaluation and learning of activities in close collaboration with other members of the’ FABS team and’ other project partners. The MEL Specialist will be based at the FABS project office in Kinshasa at full temp.

Responsibilities:

* Train FABS team members, grantees, and other relevant stakeholders on project systems, policies, procedures, templates and SEA forms.

* S’ ensure that data from all activities – whether carried out by Tetra Tech staff, grant recipients or subcontractors or data from secondary sources – be entered into a project database established through a rapid, effective and efficient process, and, and be accurate, correct and reliable; and ;

* Ensure that all project indicators and other data sets are stored correctly ;

* Conduct on-site monitoring of program activities by collecting qualitative and quantitative data according to a schedule agreed upon by the FABS management team and headquarters contact point ;

* Carry out monthly checks to ensure that data has been accurately collected from programme beneficiaries

* Ensure that all data collection tools include a clear standard operating procedure and comply with ethical standards (such as the inclusion of a free and prior consent script), and, where appropriate.

* Serve as a point of contact and ensure fast and accurate communication of activity data in the USAID/portal/DRC MONITOR for performance management as well as in any other relevant database ;

* Assist in the production of reports, data tables, charts, maps and other visual aids/tools that support program activities and results

* Assist in the development of annual work plans and other business-level policy documents, such as change theory charts ;

* Provide concise and summary reports against the indicators for the quarterly and annual progress reports

Qualifications :

*At a minimum, holder of a university degree in monitoring and evaluation, international development / social sciences, business administration, or environmental sciences

* Have at least 3 years of experience in the development and management of SEA programs for international development preferably with experience with USAID funding ;

* Computer skills ( in Microsoft Office applications such as Excel, Word, PowerPoint ) ;

* Experience in mobile data collection and required database management ;

* Experience in the use of Airtable, Miradi and GIS is desired ;

* Specific knowledge of MEL in the context of natural resource management or related programming is an asset ;

* Professional proficiency in French and English is required.
