Organizational framework

FAO is implementing several projects in support of governments in Central Africa. Noting the increase in insecurity in cross-border transhumance zones as a direct consequence of the socio-economic changes induced by climate change which forces breeders to adopt new mobility strategies including the lengthening transhumance routes. FAO is implementing, under European Union funding, the Transhumance Cross-Border Regulation Support Project in Central Africa ( PARTAC ), a sub-component of component 2 of the Support Program for Regional Integration and Investment in Central Africa ( PAIRIAC ). The PARTTAC acts on strengthening the regulatory frameworks for cross-border transhumance between Chad,the Central African Republic and Cameroon in order to contribute to the reduction of insecurity and degradation of housing, wild fauna and flora in the sub-region, caused by the transhumance of livestock. It is in this dynamic that the project is looking for a Specialist in capacity building for mediation who will have the mandate to support the implementation of this project.

Hierarchical position

Under the general supervision of the FAO Representative in the Central African Republic, the technical supervision of the subregional official in charge of livestock development for the FAO in Central Africa, technical support from the Legal Officer of the Law and Development Service of the Legal Office in charge of West and Central Africa, and the Coordinator of the Support Project for the Regulation of Cross-border transhumance in Central Africa ( PARTAC ) with direct supervision, the Assistant FAOR Program Officer.

Conflict management, rural land governance, Migration and Pastoralism

Tasks and responsibilities

  •  Identify, support and harmonize the community approach to conflict prevention and resolution through the use of paralegals ;
  •  Support and strengthen local initiatives for the promotion of peace ;
  •  Contribute to the organization of intersectoral meetings of the cross-border axes selected for the interventions of the PARTTAC ;
  •  Contribute to the organization of meetings of joint committees ;
  •  Contribute to the development of a Advocacy with local actors for an inclusive participation in the regulation of transhumance ;
  •  Develop modules in favor of local actors on mediation techniques, rumor management and early warning ;
  •  Ensure a sharing of experience on the related tools existing between the different types of actors and, if necessary, propose and discuss the relevant modifications to be made to these tools ;
  •  Write technical reports ;
  •  Ensure the performance of all other tasks required by supervisors to achieve the objectives of the consultancy.

THE CANDIDATURES WILL BE CONSIDERED WITH REGARD TO THE FOLLOWING CRITERIA:

Minimum conditions to be fulfilled

  •  Be of Central African nationality or be resident in the country with a regular work permit ;
  •  Hold a university degree in agriculture / veterinary sciences / Agro-pastoralism, sociology, conflict sensitivity or equivalent ;
  •  Have at least 5 years of professional experience in alternative dispute resolution methods and in mediation and community conciliation techniques ;
  •  Have at least 3 years of work experience with conflict prevention and / or peacebuilding initiatives ;
  •  Have at least 3 years of experience in the field of food security, livelihoods and / or natural resource management ;
  •  Current knowledge ( level C ) of French and Sango, and average knowledge of English ( B ).

  •  Excellent ability to work in a multidisciplinary and multicultural team ;
  •  Have a spirit of initiative and the ability to work under pressure ;
  •  Have excellent interpersonal communication skills ;
  •  Coordination skills with a strong individual planning capacity;
  •  Have good communication skills both oral and written;
  •  Good editorial quality ;

Selection criteria

  •  Experience in more than one duty station or in more than one area of activity ;
  •  Experience in planning, implementing and coordinating Project and Program activities ;
  •  Capacities in the organization and animation of training ;
  •  Flexible, able to work in a team in a multicultural and pressurized environment ;
  •  Show good organizational quality, rigor and justify good moral qualities.
  •  Good interpersonal communication capacity and excellent editorial capacities ;
  •  Excellent mastery of the Windows operating system and MS Office ( Word, Excel, Power Point, etc. ) applications ;
  •  Previous work experience in a similar project would be greatly appreciated.
  •  Good knowledge of the rules and procedures of UN organizations
  •  Excellent communication, writing and presentation skills in French and English
  •  Professional experience in an International Organization would be an asset ;
