Organizational framework

FAO seeks to contribute to the transformation towards more efficient, inclusive, resilient and sustainable agri-food systems, to achieve better production, better nutrition, a better environment and a better life without leaving anyone behind.

The FAO Regional Office for Latin America and the Caribbean ( RLC ) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO priority activities in the region. Ensures a multidisciplinary approach to programs, identifies priority action areas for the Organization in the region and, in collaboration with the centers / divisions / offices at headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities.

The RLC Office also advises on incorporating regional priorities into the Organization’s Work Program and Budget and implements approved programs and projects in the region, monitors the level of program implementation and draws attention to problems and deficiencies. RLC develops and maintains relationships with institutions throughout the region, supports regional political dialogue on food security, agriculture and rural development, facilitates emergence and/or consolidation of regional alliances and supports capacity development and resource mobilization, including south-south cooperation, for food security, agriculture and rural development in the region.

Hierarchical dependency

The consultant will work under the supervision of the leader of the Regional Program.

Field of specialization

The consultant will carry out technical assistance tasks for the negotiation, identification, formulation and / or implementation of actions, regional projects and programs that promote south-south cooperation and creation and/or strengthening alliances with different actors in close relationship with the multidisciplinary team of the Regional Office and FAO offices in the countries involved.

Tasks and responsibilities

  •  Identify, together with the FAO Regional Office in LAC and FAO in Brazil, opportunities for the establishment and financing of projects and activities to strengthen the Trilateral South-South Cooperation Program Brazil – FAO.
  •  Provide advice and technical support to FAO teams to engage in political, social and technical dialogue with national governments, as well as with key stakeholders, in order to obtain a political and financial commitment for the negotiation, formulation and / or implementation of actions, projects and programs for resource mobilization, triangular south-south cooperation and alliances.
  •  Follow up on commitments for inclusive rural transformation and consolidation of an Amazonian bioeconomy made at the high-level event to be held during the Pan-Amazon Presidential Summit, contributions from the organization.
  •  Contribute to the identification, promotion and development of strategic alliances with different actors, especially for regional contributions.
  •  Supports negotiation processes with FAO governments, partners, units and programs in the development, expansion and effective use of resource mobilization, triangular south-south cooperation and alliances.
  •  Participate and serve as technical secretary of the follow-up meetings related to the negotiation and / or follow-up processes, ensuring that the multidisciplinary team involved and / or the country offices have the inputs, as well as the correct fulfillment of the commitments established in the meetings.
  •  Support in the preparation and / or implementation of policy dialogue, training and awareness processes such as forums, events, trainings and workshops, guaranteeing the inclusion of the gender approach and the rights approach.
  •  Participate in the planning, monitoring and evaluation meetings of the regional team
  •  Carry out missions to the countries according to the work plan and identified needs.
  •  Carry out any other activity deemed necessary in support of the role of the Regional Office.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Degree title in agronomy, economics, sociology, international relations or any other related field.
  •  At least 5 + years of experience in government entities and international organizations in institutional management and representation and management of results-based management.
  •  ( Level C ) of the Spanish language and intermediate knowledge ( Level B ) of English.

Desirable skills

  •  Desirable master’s degree in agricultural, economic, development, education, rural development or any other related field
  •  Desirable, experience in southern southern cooperation, political and technical dialogue with governments, promotion of alliances, bioeconomics, mobilization of resources for international cooperation, work and knowledge of the Amazon region
  •  The domain ( Level C ) of the Portuguese language is desirable
  •  Desirable knowledge and experience of international work, particularly in Brazil and project management.
