War Child Canada (WCC) is a Canadian-based international humanitarian organization with more than twenty years of’ experience working globally with conflict-affected communities, much of it in sub-Saharan Africa. In these contexts, WCC takes a conflict-sensitive community approach, recognizing the complexities of conflict and its impact on children.
WCC has been working in the Democratic Republic of Congo since 2005, implementing quality programs and achieving results through deII relationships.

Context and justification

Back to Learning 2 (B2L II) is an education and protection programme aimed at integrating hundreds of out-of-school girls and boys into the non-formal education system (School Catchup Centers) so that’s then join the formal education system.
The project will be implemented for 3 years (2024-2026) in the cities of Bukavu and Uvira (South Kivu). It primarily targets out-of-school children between the ages of 9 and 16, and was designed based on success, results and lessons learned from the Making Waves (2019-2022) and Back To Learning (2023) projects.
The’objective of the B2L II project is to improve the’Learning outcomes of children, especially girls, by increasing’’s access to education of out-of-school children, by, by supporting the implementation of’an innovative pedagogy (Interactive Education by Radio) within the three School Catching Centers (CRS) partner of the project, and by training educators in the promotion of children’s rights and the care of children victims of violence. The project also strengthens the sustainability of the CRS by supporting the development and management of’A Revenue Generating Activity. This project aims to improve the understanding of protection issues in the school environment by, in particular, the promotion of children’s rights and psychosocial care for children who are victims of violence,and their integration into the best practices of the Assistant Educators, CRS Directors and all those involved in this project. It is in this context that War Child Canada recruits a ( e ) consultant ( e ) protection specialist, children’s rights and psychosocial support for child victims of violence to design an information and awareness manual for those involved in the school environment, and more specifically in the non-formal education system, on the rights of children in the DRC and their promotion, as well as on the psychosocial care that can be brought to children victims of violence. This manual will serve as a basis for training actors from the 3 partner CRSs, and will be distributed to training participants. long-standing with communities, local organizations,the Government and’ other stakeholders in the field of’education and protection. Description of the consultancy

The mission of the Consultant will be to write a manual of information and awareness for non-formal school actors (Assistant Educators, Directors, members of the Management Committee…) on the rights of children in the DRC and their promotion, as well as on the psychosocial care that can be provided to child victims of violence. It should contain in particular.

  • Legal framework : A detailed introduction to relevant national laws and international policies regarding children’s rights and protection from violence, including, by highlighting the main legislative texts and the international instruments ratified by the DRC.
  • Fundamental rights of children : Detailed explanation of the different rights of children, such as the right to education, health, protection from violence, identity and expression.
  • Understanding of violence against children : An in-depth explanation of the different forms of violence to which children may be exposed, including physical, sexual, emotional and economic violence, as well as gender-based violence, child labour and trafficking in children.
  • Teachers’ responsibilities : Highlight the role of teachers in protecting and promoting children’s rights, including by creating a safe and inclusive classroom environment.
  • Identification & response : Clear guidelines on early identification of child victims of violence, including signs and symptoms to watch for, as well as protocols for immediate support and referral to protection and support services.
  • Psychosocial care : Strategies and approaches to provide psychosocial support to child victims of violence, including individualized counselling, fun and creative activities, and, and group programs to foster resilience and healing.
  • Children’s participation : Advice on how to actively involve children in their own recovery process, recognizing their right to participation and encouraging them to express their needs, their concerns and opinions throughout the process.
  • Prevention of violence : Prevention strategies to raise public awareness, change harmful attitudes and behaviours towards children, strengthen parenting skills, and, promote the education of children and create safe and protective environments for all children. The manual should be written in clear and accessible language. It will have to be adapted to the context and give examples relevant to the situation in the DRC.
    The manual will be designed by War Child Canada.

Duration of the consultation

We expect that the work will be done between April 1st and 30th, 2024.
The (the) consultant(e) shall provide the following results within the time limits set.

  • For the 3rd of April : a table of contents of the manual ;
  • For the 19th of April : a first version of the manual that will be read and commented by the’WCC team ;
  • For the 30th of April : the final version of the manual.

Experience and skills:

  • Have at least 5 years of previous’ experiences in manual design and project management on protection issues, including, children’s rights and psychosocial care for children who are victims of violence in the DRC.
  • Have a proven and solid expertise on the issues of psychosocial care of child victims of violence
  • Have a degree in social work, education, psychology or any other relevant field of study
  • Have a recognized experience of work in the sector of the’education and/or the’humanitaire
  • Demonstrate an excellent level of French (written and spoken)
