CONTEXT :

On 15 april 2023, the, clashes broke out in Sudan between the Sudanese Armed Forces (SAF) and the rapid support forces (RSF) due to power struggles between the army commander and the leader paramilitary rapid support forces on the country’s transition plan.

Despite the official closure of the Chad-Sudan border announced on 15 April, Chad continued to host refugees fleeing the conflict in Sudan. The new arrivals come from Darfur, one of the most violent areas in Sudan.

The/the AHI specialist will intervene in the context of the emergency response implemented in the’East of Chad following the Sudanese crisis that led to the massive arrival of refugees from Sudan. The activities S’ will be part of a project’ 7 months. The proposed intervention responds to the emergency needs of the populations affected by the Sudanese conflict by aiming to improve and strengthen the capacities of humanitarian actors and organizations of persons with disabilities and to respond to the needs specific to affected populations.

The project will cover different areas of intervention, namely: physical and functional rehabilitation, health through the establishment of psycho-social support services and inclusive humanitarian action.

YOUR MISSION :

Under the management of the Technical Head of Program ( THOP ) and in close collaboration with the Specialist Action Humanitarian Inclusive ( based at headquarters ), on/the Technical Specialist Action Humanitarian Inclusive contributes to the implementation of HI’s mandate and the operational strategy of the Chad program in particular within the framework of the emergency response through these various missions :

Responsibility 1: Ensure technical support and quality monitoring of the activities of Humanity humanitarian projects & Inclusion

  • Contribute to the dissemination of standards and norms on inclusive humanitarian’action within the other sectors of’ HI intervention within the framework of the emergency’ response ;
  • To train and technically support operational teams in the implementation and monitoring of their activities in order to improve the inclusion of people with disabilities in the response ;
  • To support operational teams in the participatory identification of barriers and facilitators to’ access to protection services and’ humanitarian assistance by developing appropriate methodologies ;

Responsibility 2: Collect qualitative information on the barriers of’access to services and the risks of protection

  • Develop tools facilitating the identification of’ barriers to access to services and protection risks in particular for people with disabilities ;
  • Support the IHA component manager in data collection through’ observations and focus groups with populations and humanitarian actors ;
  • Support the participation of persons with disabilities and their organizations in the process (identification, implementation, monitoring, etc.) ;

Responsibility 3 : To ensure awareness-raising and training of humanitarian actors and organisations of persons with disabilities on inclusive humanitarian action ;

  • In support of the inclusion component, contribute to the development and planning of awareness-raising and training activities for humanitarian actors and DPOs on’inclusion and’AHI ;
  • To prepare and facilitate awareness-raising and training sessions for humanitarian actors in connection with the IASC guidelines on the integration of people with disabilities in the field of humanitarian action and inclusive humanitarian programming;
  • Help identify and train ‘’inclusion’’ focal points within humanitarian organizations to ensure follow-up in mainstreaming’ ;
  • Support the targeting of at-risk persons with disabilities (particularly women and girls with disabilities) and ensure that’elles benefit from access to services and the distribution of emergency and protective’ kits/items ;

Responsibility 4: Contribute to the capitalization of knowledge, know-how and know-how in the field of’Inclusive humanitarian action

  • Identify good practices (or promising practices) within the project on’AHI in emergency with a view to’a capitalisation ;
  • Contribute to the capitalisation of project know-how and to the internal and external dissemination of project best practices ;
  • Ensure the transmission and the’appropriation of technical tools and devices at the level of operational teams ;

He/She will also be in charge of representing HI in the various coordination meetings organized in order to ensure the taking into account of disability and’ inclusion in the’ emergency response.

He/She will make sure to be particularly connected with the actors of the response in terms of basic needs and distribution in order to ensure the targeting of disabled people in the response.

YOUR PROFILE :

  • You have a degree in law/sociology/psychology (BAC + 4)
  • You have at least 3 years of’ experience in the planning, implementation and monitoring of’awareness, training and technical support activities in the field of’inclusion
  • You master the global frameworks on inclusive humanitarian’action
  • You know the standards and norms of’humanitarian inclusion for people with disabilities

SPECIFICITIES/PARTICULARITIES OF THE POSITION :

In N’Djamena

N’Djamena is a secure capital (few’incidents, strong presence of security forces) where it is quite good to live (restaurants, bars, supermarkets, bakeries, hotel complexes, etc.). N’Djamena brings together a strong expatriate community. Many sports are practicable (tennis, boxing, yoga, golf..).

The major risk is that of terrorist attack’ like those occurred in 2015. Safety rules are therefore in place to minimize the’ exposure to risks but these measures remain limited to the places most at risk to allow to lead a quasi-normal life. Housing in N’Djamena is planned in guesthouse, shared house.

L’Est

The living conditions in the provinces of’Est are very simple and basic. A community of’expatriates working for NGOs is developing as a result of the’emergency response related to the influx of Sudanese refugees.

HI has opened a base (office + guest house) in Adre and is implementing activities on early rehabilitation, mental health and shared storage for the benefit of humanitarian actors.

Security’ is not a major issue in the area, although the risk of car jacking is still present and the border with Sudan is very close. A curfew is currently in place at 22h by the local authorities.
