Action Against Hunger-United States is a member of the Action Against Hunger International network that provides humanitarian assistance to more than 40 countries worldwide in the nutrition, nutrition and, health,’water/sanitation and food security. Action Against Hunger-United States, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania,’Uganda,’Ethiopia, Haiti and Somalia as well. Action Against Hunger-United States manages more than 75 million dollars of programs and employs approximately 1,700 people in its various national offices, its headquarters in New York and its operational centre in Nairobi.   1. Position summary
  • Develop and adapt communication tools for behavior change ;
  • Carry out the training of the teams on the communication concept for the change of behaviors ;
  • Regularly supervises communication activities for behaviour change ;
  • Provide relevant information to his immediate Supervisor and advocate for actions in Nutrition according to the ACF standard and the Ministry of Public Health and Population ;
  • Participate in reflections on the writing and design of new projects by integrating the concept of communication for behavior change ;
  • Participate in and organize internal and external meetings ;
  • Participate in studies, surveys and nutritional assessments ;
  • Participate in the revision of the BFU ;
  • Advocate that the concept of communication for behaviour change be integrated into the design of other mission projects ;
  • Represent and Advocate the values of’ACF and then contribute to the respect of procedures ;
  • Work with influential leaders, Community Health Agents, Basic Community Organizations (CBOs) on aspects related to’education, and, L’information and communication on community-based health topics ;
  • To develop’IEC techniques with a view to communicating awareness messages to community groups

The main objectives of this position are :

  • Draft and consolidate the’activities reports weekly and monthly ;
  • S’assure of the’evaluation of its self-evaluation of performance and of its supervised ;
  • Developing’IEC tools (Information, Education and Communication) ;
  • Organize and participate in community meetings ;
  • S’sensure that project objectives meet community expectations ;
  • Participate in the development of training modules and ensure the’adaptation according to the target groups.

  1. Essential functions of the position
  2. Design, capitalize and evaluate nutrition and communication interventions in’ intervention areas as well as advocacy actions
  • Collect and ensure the quality of monitoring, monitoring and evaluation data in matters of Nutrition and health in the project intervention areas.
  • Produce a quality analysis of the nutritional situation in the project intervention areas.
  • Contribute in the quality of proposals for nutritional and health projects and linked to Communication for Behavior Change.
  • Pilot the identification of new projects / programs with the field teams
  • Contribute a technical strategy and advocacy actions in nutrition and health according to the project and mission strategy.
  • Collect and analyze nutritional data from other partners ( NGOs, UN agencies, government structures ) in the project intervention areas
  • Work in teams with Technical Referents/referents, project managers from’ other technical areas of the mission to develop an integrated and multisectoral approach
  • Draft new proposals for’ intervention on nutritional and health aspects in collaboration with the Coordinators/Leaders, the Project Managers, the/the Head of Department of Nutrition and Health
  • Propose advocacy activities in Nutrition-Health programs in our’ intervention areas
  • Follow the project budget in a monthly way shared by the finance department and the/the finance manager
  • Help identify challenges and propose research projects and innovative approaches in the field of nutrition
  • Capitalize good practices on the project, experiences, evaluations following the capitalization policy of’ACF and ensure the implementation of recommendations and communication for behavior change.
  1. Follow up and support the project technically in the fields of nutrition and health
  • Make the decision and plan the launches of’Nutritional surveys after informing the/lead Purpose 2 and the/the Head of Department of Nutrition and Health
  • Contribute to an integrated (multisectoral) approach to the different activities of the project
  • Follow the indicators, their analysis and propose to Lead Purpose 2, to the heads of the departments MEAL and Nutrition decisions that can be made on this basis.
  • Produce in time, quality’activity reports
  • Oversee or participate in rapid assessments and nutritional surveys
  • Control and track budget consumptions of the project in order to place orders.
  • Write and submit the narrative and quantitative’APR by following the indicators monthly
  • Evaluate the relevance of the project with the teams in order to be able to decide on any reorientation or’adaptation
  • Promote the’ integrated approach of the project to ensure a good understanding of the causes of malnutrition in our areas
  • Synthesize the data collected from the Project Managers in our departments of’intervention and communicate a synthesis of the determining indicators that have an impact on the project
  • Write reports of’activity to the lessor on the nutritional and health aspects of the programmes.
  1. Technically support the’ Health Nutrition team and have a functional link with the Project Managers in our’ intervention areas
  • Evaluate the performance and skills of Project Managers
  • Develop plans to strengthen the skills of the collaborators/trice of the project
  • Provide support to the daily questions of the members of the’ project team
  • Organize and pilot the technical meetings of the’team and ensure the discussions of’ appreciation of the members
  • Evaluate the skills and technical performance of project managers
  • Provide technical support to teams « expertise » in nutrition and health

  1. To develop and animate programmes and advocacy in partnership with international and national actors
  • Develop and maintain a harmonious and productive network/relationship with representatives of state institutions and partners (other NGOs, partners) in our areas of intervention’
  • Develop’accord protocols defining partnership relationships with local organizations or’ other partners in our’interventions areas
  • Negotiate with local partners on the modalities of’organization of work, on protocols,’action plans, training at all levels (local, local, regional) taking into account all the actors present in the area
  • Negotiate’accord protocols with partners involved in the project
  • If necessary, propose the modification of the’accord protocols to follow the developments necessary for the smooth running of the project
  • Coordinate with partners and participate in meetings with other actors (MSPP, WFP, Unicef, CRS, other NGOs, etc.) for the definition of partnership agreements at departmental level
  • Analyze the needs and organize training for the teams of the partner structures of the project
  • Provide technical support for the development of the national and local strategy on the fight against malnutrition
  • Develop joint’action plans (ACF and partners) for specific projects and on advocacy actions
  • Work with partners by providing them with useful information on a regular basis and exchanging with them at regular meetings.
  • Building a strategy for the sustainability of the project aimed at the’ autonomy of the partner
  • Influence on the definition of national protocols by negotiating with the interlocutors of the partner structures in order to disseminate the technical standards of’ACF for the management of malnutrition
  • Contribute to the definition of the specific strategy of the mission in collaboration with the Lead Purpose 2, the/the Director/trice of the programs and the/the Head of the Nutrition and Health department
  1. To represent ACF and to carry out its positions in the field of health and nutrition
  • Represent ACF as required in national and international nutrition and health forums under Lead Purpose 2 delegation, and, the Director of Programs and the Head of Nutrition and Health department
  • S’sensure of the good understanding of the positions and protocols of’ACF with the local and regional authorities
  • Participate and maintain relations with donors, local partners, state authorities (supervisory visit, presentation of’ACF and its interventions, etc, solicitations for potential financing) at the level of our’ intervention areas
  • Represent ACF by participating in meetings with the health authorities and the various agencies (example : cluster) and S’integrate into national networks on nutrition and health and communication for behavior change
  • To highlight the positions and protocols of’ACF with local partners (NGOs, MSPP, etc.)
  • Representing the health and nutrition field in the national coordination of’ACF
  • Develop and disseminate to partners the technical reports, reports of’activities of nutrition-health projects
  • Produce and/or disseminate information internally and externally on innovations in the fields of health and nutrition
  • Develop communication tools on the nutritional and health aspects of the project as part of the project
  1. Technical coordination of the implementation of activities related to the Communication for the change of behavior
  • Ensure the technical quality of the’integration of nutritional awareness, the’ gender approach, family dialogue and Communication for Behavior Change in the project’s nutrition health actions.
  • Adapt and harmonize the communication messages according to the channels, the areas of’intervention and the targets.
  • Coordinate external communication on the capitalization of project actions (journalist, photographer, reportage..).
  • Ensure communication and accountability of programs and projects to departmental institutions and local authorities in the area.
  • Adjust reporting tools if necessary to adapt them to’orientation in community-based outreach activities.
  • Collaborate with technical managers in other departments to harmonize communication tools for behavior change by reflecting the objectives of’ACF and the project
  • Prepare a communication plan validated by Lead Purpose 2, share it with project managers and follow up
  • Prepare with the project managers the harmonized communication messages for radios, sound trucks, theatres…
  • Coordinate the communication on the activities of the project and their capitalization with Lead Purpose 2
  • Support Lead Purpose 2 on national capitalization meetings
  • Writing in collaboration with Lead Purpose 2, officers/es MEAL and project managers reports of’activities to donors on project interventions
  • Discuss with those responsible for the other projects of’ACF in order to ensure quality and coherence as well as’a good integration between the activities Health-Nutrition and communication for the change of behavior of the different projects put implemented within’ACF

  • In the exercise of his functions, the’employee/e will be called to work in the office as well as in the field sometimes in difficult conditions. It then requires the’occupant of the post to be healthy and to demonstrate’ field experiences (resistance, humanitarian sensitivity, flexibility, respect for different cultures, etc.)
  1. Working conditions, travel and environment

The duties of the position require a regular presence at work, at least five (05) days per week. The’employee/e will need to be flexible to work outside of regular office hours and/or on weekends, as required. In the performance of his duties in the field, the’employee/e may be exposed/e to precarious situations, security risks and/or very simple living conditions and outdoor weather conditions.

  1. Qualifications and professional experience required
  • Diploma of’higher study in management, community health, public health, medicine, nutrition
  • Experience of’at least 5 years in the management of humanitarian and/or development projects related to nutrition and external representation.
  • Experience of at least 3 years in the care of acute malnutrition, public health, community-based malnutrition prevention activities, maternal and child care practices.
  • 2 year experience as a team manager.
  • Significant experience in identifying needs, project writing and external reporting in the area of nutrition.
  • Significant experience in Communication for Behavior Change and external communication ( mass media, reporting. ).
  • Experience in partnerships and negotiation with national and local health institutions.
  • Very good editorial skills. English – French: written and oral.
  • Very good capacity for’analysis and’adaptation to different contexts (from the humanitarian crisis to structural vulnerability).
  • Excellent capacity of’organization, of’anticipation and taking of’initiatives.
  • Excellent capacity for’analysis and problem solving.
  • Knowledge of contract rules with major donors and local partners
  • Leadership and capacity building capacity.
  • Experience in nutrition /HIV or other multisectoral projects (ideally food security, Wash).
  • Interest developed for the field.
