Organisational Setting and ReportingThe Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. This position is located in Cluster 2 on Gender Justice, Population, and Inclusive Development in the United Nations Economic and Social Commission for Western Asia (ESCWA – unescwa.org). The Social Affairs Officer (Social Protection) will report to a Senior Social Affairs Officer/Project Coordinator.

Responsibilities

Within delegated authority, the Social Affairs Officer (Social Protection) will be responsible for the following duties: Social Protection Systems and Programmes Analysis

  •  Participates and lead in the data-driven statistical analysis of social protection systems and programmes in selected areas (predominantly social assistance design and delivery and related labor market interventions) at national and sub-national levels, at times also at the regional and local levels, for comparative analyses; undertakes empirical research and analysis of trends and developments and related policy issues relevant to the unit/departmental mandate, projects and initiatives; recommends proposals for inclusion in reports to intergovernmental bodies, member states, etc.
  •  Translates the country driven data analytics of social protection programmes into advisory reports for policy/decision makers aiming at informing evidence-based social policy decision making.
  •  Develops indicators and innovative methodologies and approaches and frameworks for review and evaluation of specific social protection programs and challenges.
  •  Liaises with officials of governments, representatives of national, regional, and global organizations, UN system organizations, etc. on selected social policy issues related to the implementation of specific programmes, action plans, or other initiatives, and provides advice on a range of related matters.
  •  Assists in the planning, organizing, and servicing of technical and ad-hoc expert group meetings; drafts reports and prepares summaries of meetings, etc.
  •  Represents the work of the team at international and other meetings; organizes and participates in working groups, meetings, conferences, and consultations with other agencies and partners on social and economic development-related matters.
  •  Prepares/contributes to the preparation of various written reports, documents, and communications, e.g. drafts reports or sections of analytical reports, studies, background papers, parliamentary documents, briefings, correspondence, etc. Intergovernmental support
  •  Provides support to intergovernmental processes dealing with social development issues by: preparing inputs for reports to intergovernmental bodies; following intergovernmental meetings and preparing summary reports; preparing inputs to statements by members of the bureau and Secretariat staff to such meetings; assisting in the organization of panels, round tables, etc. on social development issues for intergovernmental processes. Technical Cooperation
  •  Provides demand-oriented and tailored statistical analysis of social registry data based on technical cooperation requests from member states, at times at premises of member states.
  •  Utilizes data analysis and statistical methods to develop evidence-based tools to enhance the effectiveness and efficiency of social assistance and social insurance programmes for member countries.
  •  Organizes and conducts training seminars for national experts.
  •  Prepares documentation for technical cooperation programmes and projects.
  •  Contributes to the preparation of material for the approval of regional, country or sectoral technical cooperation projects.
  •  Monitors, backstops, and assesses the implementation of technical cooperation programmes and projects.
  •  Participates in fact-finding and advisory missions and other activities in support of work programme. General
  •  Provides guidance to, and may supervise, new/junior members of the work unit (SP team).
  •  Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
  •  Undertakes on-the-job and other training activities, both internally and externally.
  •  Provides in-house capacity development on innovative approaches of statistical analysis of social registries and large-scale national survey data sets.

EducationAdvanced university degree (Master’s degree or equivalent) in sociology, economics, other social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific QualificationA University degree in statistics and/or development studies is desirable. A Ph.D. in one of the above-mentioned fields is desirable.

Work ExperienceA minimum of five years of progressively responsible experience in socio economic development, policy analysis, sociological research or related area is required. In-depth technical knowledge and experience using R/R-Studio for statistical analysis of large data-sets is required. Three years of experience in social protection is desirable. Three years of experience in data analysis is desirable. Two years of experience in countries of the Arab region is desirable. Two years of experience in developing countries as well as Lease Developed Countries (LDC) is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For the position advertised, fluency in English is required; knowledge of Arabic is desirable; and knowledge of French is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
