WHO ARE WE ?

Doctors of the World Belgium (MdM-BE) is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health coverage where every person has access to care, without barriers (financial, cultural, geographical, etc.).
Our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society; children in vulnerable situations; women ; etc ; migrant or displaced persons and victims of crises or conflicts.
To carry out our mission, we rely on three pillars :

  • Heal : give real access to care to the population.
  • Change : more than helping, we want to change things in the long run.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter)national) with facts, figures and realities.

THE ESSENTIAL

Under the supervision of the Health Directorate, you are responsible for the strategic content and the’ operational support on the SMSPS.
Ensure the framing and implementation of the technical aspects of the Mental Health and Psychosocial Support (SMSPS) theme in order to specify and’ implement the operational strategy of MdM in compliance with the vision, missions and values of’Organisation.

Location in MdM offices of’one of the countries under the responsibility of the role.

TASKS & RESPONSIBILITIES

As a Specialist of your topic SMSPS, you are responsible for the design of the SMSPS MdM strategy and modalities of’interventions as well as their implementation in the portfolio of countries under your responsibility (priority countries : North Africa, Palestine / one-time support : Benin, Cameroon, Mexico, Haiti). You are in charge of technical support, quality monitoring of projects and partners, training and business technical supervision and practice analysis of MdM SMSPS teams, etc, in coordination with their supervisor in the respective countries. Technical support includes both clinical’ expertise in response to people’s mental health needs and’ expertise in’analysis and population needs response strategies, with public health and community health benchmarks.
Examples of tasks :

Strategic framework

  • Contribute to defining a coherent policy of the’organization on the SMSPS in particular by the elaboration of framing notes, reports
  • Guarantee the’integration of SMSPS’expertise into a coherent cross-cutting institutional strategy through a close interdisciplinary contribution
  • Ensure the development and facilitate the dissemination and implementation of the strategy and positioning on the SMSPS of MdM
  • Support operational teams in country/mission strategy definitions, including, in collaboration with operations and other technical references to ensure consistency and quality in relation to the overall institutional strategy

Technical support

  • Ensure the needs assessment and consistency of the technical framework of the SMSPS intervention through the technical supervision implemented with MdM staff and partners according to internal standards, and, national and international and in accordance with the health policies of the countries of’intervention
  • Provide strategic and technical support to operational and technical teams during the different phases of the project cycle, in order to guarantee the implementation of quality SMSPS activities
  • Accompany the Desks to headquarters and Coordinator∙ices general on the ground in their decision-making relating to the topic of’ expertise and ensure their implementation taking into account specific constraints in contexts
  • Participate, in cooperation with the MEAL, in the definition of the necessary indicators for monitoring, reporting and’evaluation of projects in the field of expertise

Capacity building

  • Ensure knowledge and dissemination of SMSPS policies, procedures and tools
  • Participate in the development of harmonized guidelines, protocols and’tools allowing a better understanding by the members of the’organization and a better integration in the projects of the’expertise theme
  • In collaboration with the technical referents, lead the capitalization-training cycle on its specialty, participate in the definition of training content, act as a stakeholder∙e to internal training in the SMSPS

Radiation and network

  • Develop a network of’acteur∙ices health, research, humanitarian, associative or other of its theme of’expertise
  • Represent MdM in its thematic of’expertise on the OUTSIDE’
  • Support and monitor advocacy on SMSPS

As a Staff of the Health Directorate (DS) attached to the head office, you analyze, communicate, and make improvements to existing procedures, models, methods, and tools to enable optimal health activities and increase MoM expertise .
Examples of tasks :

  • Participate in the recruitment of technical functions related to the SMPSP
  • Ensure briefings/debriefings of health workers
  • Work in conjunction with technical references to ensure consistency with priority themes and cross-cutting approaches
  • Collaborate in the provisioning and updating of the dashboards, guides and manuals of the DS
  • Participate in the evaluation and development of the SD Annual Action Plans
  • Provide technical support to MdM field/headquarters staff
  • Actively participate in internal meetings (weekly meetings, mission week, country teams..).
  • Draft minutes of meetings related to its activities and ensure their regularity
  • Conduct field/project visits (internal control, coaching, harmonization of practices..).

As a Member of the coordination teams : actively participate in country coordination meetings to ensure the sharing of relevant’ information as decision support
Examples of tasks :

  • Actively participate in budget analysis and gap identification, propose adjustments
  • Evaluate methods/processes already in progress and their application
  • Conduct field visits (internal control, coaching, harmonization of practices..).
  • Actively participate in operations department activities (e.g., coordinators’ week)

The list of tasks listed above is non-exhaustive and will be adapted according to needs.
These responsibilities will be implemented in a specific and transversal way on the basis of the annual individual’action plan, established in collaboration between the manager and the holder of the position in question.

YOUR PROFILE

TRAINING & EXPERIENCE

  • Master in clinical psychology
  • Humanitarian field experience with NGOs abroad for a minimum of 5 years, including the treatment of mental health issues and psychosocial support from a public and global health perspective
  • Clinical experience with migrants/displaced persons, victims of conflict, VBG survivors
  • Experience in meeting the mental health needs of populations
  • Experience in coordinating technical staff

REQUIRED COMPETENCIES

  • Familiarity with project management tools, ideally on the SMSPS theme
  • Mastery of the Office package
  • Mastery of french and english, knowledge of’arabe an asset
  • Editorial abilities
  • Knowledge of Risk Reduction an asset
