Task Description: MIGA was established in 1988 to enhance the flow of capital and knowledge to developing countries and executes its mandate by providing political risk insurance guarantees and credit enhancement products against non-commercial risks for cross-border equity investors and lenders in its 182 member countries. In addition to traditional political risk insurance, MIGA offers credit enhancement products that protect lenders against losses from the failure of a sovereign, sub-sovereign or State-Owned Enterprise to make a payment when due under an unconditional financial payment obligation or guarantee related to an eligible investment.

MIGA is organized into several departments: Operations, Economics and Sustainability (MIGES), Legal Affairs and Claims, Finance and Risk-all which work together to extend insurance to developmentally sound cross-border investments made in member countries. MIGES consists of the following areas of responsibility: Economics; Environment, Social and Climate; Gender, Integrity; and Evaluations.

Sustainability is a strategic priority for MIGA. MIGA’s integrity function focuses on working with our clients and businesses to address and mitigate integrity and reputational risk in projects it supports across sectors. Core functions of the unit include the identification, assessment and mitigation of integrity and reputational risks of projects where MIGA support is being considered, as well as the monitoring of compliance of projects with MIGA’s integrity strategy.

MIGES is seeking to recruit a Short-Term Consultant (Integrity Analyst) with expertise in integrity and risk reputational assessment. The primary responsibilities are listed below. STC will be based at MIGA’s headquarters in Washington, DC. The STC is expected to perform the following tasks: Integrity Due Diligence and Monitoring (Portfolio Management)

  •  Contribute as a team member to all aspects of MIGA’s integrity and reputational risk management, including integrity due diligence for projects and business leads for which MIGA’s guarantee support is being considered. This includes conducting desktop research for assigned projects, and preparing initial reports of findings on individuals, companies and project structures.
  •  Working together with the rest of MIGA’s Integrity team and coordinating closely with MIGA’s Operations Department, assess the integrity and reputational risks of assigned projects to ensure compliance with MIGA’s Integrity Strategy.
  •  Prepare clearly written assessments and recommendations, to tight deadline and in the face of multiple priorities.
  •  Based on these assessments, work with MIGA’s Project teams to ensure projects comply with MIGA’s Integrity Strategy. Work with MIGA lawyers to develop appropriate language in MIGA’s contracts to reflect these commitments.
  •  For projects already in MIGA’s portfolio, use desktop resources to monitor clients, other project entities and the projects for any changes to integrity profiles per regular monitoring cycle and/or requests from the portfolio team.
  •  Prepare regular updates to monitoring reports to assist MIGA senior management with portfolio risk management, as well as other assessments, reports and presentations as required.
  •  In addition to project related work, contribute as a team member to all other aspects of MIGA’s integrity and reputational risk management work, including major deliverables such as the development of related policies, procedures, and training materials and tools as necessary, update and correct information in various MIGA systems.

Selection Criteria

  •  Technical and Analytical Skills: Has direct experience using desktop resources to conduct integrity due diligence for private sector projects. Has applied this knowledge to develop analysis for projects, studies, and other deliverables.
  •  Data Collection, Analysis and Management: Demonstrates direct experience of data collection and management.
  •  Integrative Skills: Demonstrates some experience in identifying and assessing integrity and reputational risk issues in a variety of clients, project structures, sectors and regions, and communicating findings/points of view verbally and through written analytical reports.

OTHER SELECTION CRITERIA

  •  Bachelor’s or Master’s degree in relevant field, combined with a minimum of 2 years of relevant experience, or advanced degree in professional discipline, e.g., economics, finance, auditing and accounting, business administration, information sciences or equivalent.
  •  Track record conducting desktop due diligence on a wide range of private sector companies and related parties, projects and sectors, particularly in developing economies, and of assessing integrity risks in relation to international norms.
  •  Analytical mind able to “think outside the box”, analyze, collect and aggregate information from a variety of sources to distill and present data effectively to internal and external clients.
  •  Strong communicator, ability to convey ideas clearly, confidently and diplomatically with internal and external clients.
  •  Advanced concise writing and editing skills in English are a strong advantage.
  •  Proven ability to work both independently and in diverse teams.
  •  Ability to work with utmost discretion on highly sensitive issues, and to maintain strict security over information.
  •  Strong team player in a multi-disciplinary and multi-cultural team context, able to network effectively across boundaries.

Duration of Assignment: The assignment is planned for 150 days beginning end-July or early August (with a probation period of 50 days), through June 30th, 2024. The consultancy may potentially be renewed in the following fiscal year (FY2025), based on the performance.
