Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM) / Deputy Chief of Mission (DCoM) in

Ankara, in coordination with the SRMO, Emergency and Migration Management Coordinator,

Programme Managers, Heads of Sub-Offices, and in close collaboration with the Supply Chain Division (SCD) at Headquarters (HQ), Manila Supply Chain Unit (MSCU), DOE and DRM in Geneva, and the Regional Office (RO) in Vienna, the incumbent will be responsible and accountable for supervising and managing the supply chain activities of the Mission in Turkey, guided by the Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.

Core Functions / Responsibilities:

  1. Coordinate with CoM / DCoM on supply chain operations in the Country Office (CO) and advise on necessary risk mitigation measures to ensure timely delivery of goods and services to the beneficiaries. Liaise with CO’s Staff Security Unit and government counterparts on ongoing supply chain operations.
  2. Conduct strategic planning for supply chain related activities of the CO in close collaboration with internal and external stakeholders in the country, as well as relevant units at HQ.
  3. Plan, monitor and manage resources to maximize the effectiveness of large supply chain operations.
  4. Conduct logistics capacity assessment and market research to keep the decision makers abreast about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns and availability of good and services.
  5. Supervise, manage and provide expert support and guidance for all supply chain management related tasks and activities, including planning, budgeting, scheduling and provision of goods and services required by the CO. Prepare regular progress reports, statistical information and briefing notes, as required.
  6. Lead and supervise the supply chain activities in the CO, including planning, procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics information management and reporting, and provide guidance to the relevant staff with respect to the related policies, rules and regulations.
  7. Constantly review the performance of supply chain operations in the CO to ensure that appropriate internal controls are in place.
  8. Identify supply chain bottlenecks and optimize the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner.
  9. Review procurement requests, identify service providers, and evaluate information regarding vendor’s performance in terms of quality, prices, and timely delivery of goods/services. Maintain a pool of qualified vendors.
  10. Solicit bids, quotations and tender documents, oversee bidding process and provide guidance for executing the procurement transactions, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; supervise the preparation and processing of the purchase orders, and ensure receiving authorization in line with the CO’s delegation of authority (DOA) matrix.
  11. Liaise with the programme management and provide first-line technical support in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations.
  12. In coordination with relevant parties, ensure timely submission of asset procurement andother reports within the CO, Regional Office and relevant HQs departments, as appropriate.
  13. Establish and manage a robust internal control mechanism for Supply Chain Management process to safeguard the Organization’s assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the Organization’s rules and regulations.
  14. Monitor and guide the maintenance and repair of office facilities, including preventive maintenance. Establish maintenance agreements with competent service providers, when it is feasible and determined to be cost effective.
  15. Supervise, manage, train and guide the staff of CO’s Supply Chain (or Supply Chain Management) Unit while monitoring, evaluating and promoting their professional and career development.
  16. Manage accurate and timely reporting including the provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
  17. Represent the CO in the UN inter-agency meetings, Logistics Cluster and forums related to supply chain management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.
  18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in leading diverse supply chain operations; and,
  • Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
  • Extensive and proven experience in the field of Procurement & Logistics, Supply Chain, and other related fields;
  • Proven diverse experience working on complex project and emergencies at an international level
  • Knowledge of contract management, asset management and related areas;
  • Demonstrated experience in liaising with donors, governmental authorities, other national /international institutions, and NGOs;
  • Working experience in the region is an asset.

Skills

  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’ssystem and processes as they apply to procurement and logistics; and,
  • Excellent level of computer literacy and good knowledge of SAP is an advantage.
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Proven and demonstrated knowledge of supply chain, administration and evaluation techniques and practices;
  • Excellent level of computer literacy and good knowledge of SAP is an advantage., including database applications;
  • Strong analytical and decision making skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either Arabic, French, and/or Spanish is an advantage.
