Organizational Context

Senior Shelter Officer will work in collaboration with the National Society, IFRC personnel, other Movement partners, national and international humanitarian organizations, local authorities and affected communities within the mandate of the Red Cross Red Crescent with a focus on specific technical deliverables. Senior Shelter Officer will be the focal person at the IFRC country office and will be coordinating with the district engineers in the shelter programming. Senior Shelter Officer will take part in the different national as well as the sub-national level meetings with different stakeholders along with coordination with the shelter engineers, getting updates and reports from them and will be responsible for frequent monitoring of the shelter interventions in the districts. Senior Shelter Officer is also required to update the field scenario and convey the gaps to the IFRC Country office.

Job Purpose

  •  Contribute to the development of shelter programmed scheduling and coordination of activities.
  •  Coordinate detailed reviews of plans to schedule deliverables and estimate costs, ensuring works schedules are adhered to and performance guarantees are in place.
  •  Ensure coordination with relevant authorities.
  •  Coordinate the integration of cross-cutting issues in the work of the Shelter, including age, gender, environment, diversity.
  •  Provide technical support to ARCS for the implementation and management of all community works and components of the shelter program.
  •  Supports ARCS in the preparation Invitation to Bid (ITB), RFQs for contractors for shelter projects. Analyze the technical quality, cost, implementation method, feasibility and context appropriateness of proposals and bids made by prospective partners, consultants, and contractors.
  •  Support ARCS in the preparation of BoQs and overall procurement and logistics works.
  •  Assist in tender processes and contract administration for construction services (evaluation, design, engineering, site supervision and/or management, construction works) in accordance with IFRC / National Society standard procedures and existing regulations in country. Includes overseeing that correct permits and licenses are obtained when required.
  •  Lead the integration of technical assistance, quality assurance and capacity building on the use of materials and construction techniques to build back safer as part of the shelter & settlements interventions (from emergency to recovery). Ensure the technical specifications, guidelines and information, education, and communication (IEC) awareness materials are developed to enhance the capacity of the affected population.
  •  Creates a set of standards, tools and procedures for effective monitoring and control of construction projects including, but not limited, to the following:
  •  i) Certificates of reception of construction materials, and equipment to check their quality and condition and ensure that they meet specifications;
  •  ii) Daily Site Construction Reports to be used by site supervisors;
  •  iii) Forecast of Works and Cash-flow.
  •  Ensures ARCS shelter and development programs are in alignment with humanitarian industry standards, IFRC and Movement guidelines and policies.
  •  Support ARCS in the hiring of technical staff/ volunteer engagement for community works and Shelter programs.
  •  Contribute to building technical capacity of ARCS staff and volunteers.
  •  Identifies and proactively works in partnership with ARCS, authorities, and humanitarian agencies to address rebuilding needs in targeted areas.
  •  Responsible to provide other additional supports if required or if assigned.

Job Duties and Responsibilities

  •  Identifies and proactively works in partnership with ARCS, authorities, and humanitarian agencies to address rebuilding needs in targeted areas. Responsible to provide other additional supports if required or if assigned.

Duties applicable to all staff:

1. Actively work towards the achievement of the Federation Secretariat’s goals 2. Abide by and work in accordance with the Red Cross and Red Crescent principles 3. Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

Required:

  •  Bachelor’s Degree in shelter-related sciences (E.g., Civil or Architecture Engineering)

Preferred:

  •  Master’s Degree in shelter-related sciences (E.g., Civil or Architecture Engineering, Construction Management)

Experience

Required:

  •  – Minimum 5 years of relevant experiences.
  •  – Experience in working with External Stakeholders.

Preferred

  •  – Experience in international organization – UN Agencies, INGOs, IOs, Donors, Red Cross Red Crescent. (preferred)
  •  – Experience in working in humanitarian interventions including large complex operations and/or development programmes.

Knowledge, Skills and Languages

Required:

Strong knowledge of MS office and Engineering/Architecture software.

Effective IT skills including word processing and spreadsheet.

Good capacity building and management skills, including human resource and financial management, communications, and intercultural cooperation skills.

Strong capacity-building, technical, supervisory, and problem-solving skills, and proven ability to work in shelter project management.

Strong leadership, supervision, management, project planning, monitoring and evaluation, analytical interpersonal, and communication skills

Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors

Good interpersonal skills with ability to travel field based on need.

Proficient in spoken and written English

Preferred:

Knowledge of local language i.e., Dari and Pashto
