Senior Project Manager NGO At Plan International


General Objective
Develop Plan Italia’s international and national programs under the guidance of the BDM (business development management) management, contributing to the definition and implementation of the organization’s strategy, strengthening the partnership network and ensuring correct implementation of project activities.

MAIN FUNCTIONS AND RESPONSIBILITIES
Project development and donor relations
• Identify, design and develop new project proposals for national and international donors, including the creation of strategic consortia with a range of internal and external stakeholders, in the humanitarian emergency and development sectors .
• Identify, build and maintain relationships with new and existing donors, including the EU, the Italian Cooperation Agency – AICS, Ministry of the Interior, United Nations agencies, private donors, etc.
• Guarantee representation, constant presence and active participation in coordination meetings with local, national and international stakeholders and donors, increasing the visibility of the PLAN intervention.
• Ensure that proposals formulated are in line with donor guidelines and compliant with requests (due diligence).
• Support Plan International country offices in actively seeking funding opportunities at the national level, in collaboration with regional offices.
Technical development
• Development, design and needs assessment to ensure that all new projects are based on a solid needs analysis and have a strong orientation towards gender and inclusion, as well as digital (digital services in rural areas, digital divide of women, etc.)
• Ensure the implementation of project activities in collaboration with local Plan offices and staff
• Planning and control of the progress and financial management of grants obtained from institutional donors, according to the requirements of each individual donor
• Ensure the correct use of project management and administration procedures in line with the provisions of PLAN policies and donor guidelines
• Support for the external evaluation of projects, where required
• Carrying out verification and monitoring missions in the countries of implementation of the projects
• Interact with the other departments of Plan International Spain and Italy
• Guarantee the presence of Plan Italia in the main coordination bodies of the sector in which Plan Italia participates (ECG, CINI, AOI…).

EXPERIENCE, SKILLS AND TECHNICAL KNOWLEDGE
Education
• University education, preferably in economics, international relations or similar.
• Postgraduate training in development cooperation is an advantage.
Experience required for the position
• At least 4 years in a similar position in the third sector. Experience in the cooperative sector is desirable.
• Experience in writing projects with multilateral and bilateral donors. Previous experience in formulating proposals for the Italian Agency for Cooperation – AICS, the EU (INTPA, NDICI) and other donors (WB, IDB, AfDB) will be an advantage.
• Excellent knowledge of project cycle management tools, including the guidelines of the main Italian and European institutional donors.
• Availability for short/medium term trips abroad.
