Its objective is to ensure and promote the implementation of health care with quality and relevance in each of the mission’s interventions, as well as in planning to achieve the objectives and goals of the different projects, controlling the information collected at the level of counterparts and field teams, making periodic reports and monitoring of necessary processes, procedures and controls. The professional must support the logistical management of the mission, ensuring compliance with the policies and standards established by Action Against Hunger in Venezuela, donors and local legislation.

The main activities you will carry out are the following:

Objective 1: Technically strengthen the processes of acquisition and management of pharmacy in the Venezuela mission.

  • Responsible for the implementation of pharmacy management tools and processes in the Venezuela mission.
  • Responsible for managing the pharmacy stock with the tools enabled for this purpose, keeping an updated record of entries and exits, controlling expiration dates, avoiding losses and robberies, and making periodic inventories (monthly / quarterly).
  • Responsible for analyzing the general pharmacy stock on a monthly and quarterly basis and coordinating with the Logistics and Health-Nutrition Coordination, proposing the pertinent actions to prevent ruptures and loss of stock.
  • Responsible for implementing pharmacy waste management strategy and expired medications.
  • Periodic supervision of the operation of the pharmacy management processes of the bases in the field, as well as the inventory, consumption / expense of medicines and supplies, informing alerts and preparation of forecasts and / or donation, following ACH regulations.
  • Responsible for reviewing and updating internal guidelines in accordance with applicable rules, regulations and requirements of national authorities and relevant humanitarian donors on the procurement of medical products.
  • Ensure the quality in the execution of the pharmacy management of the implementation bases in the field, through periodic technical visits, analyzing the difficulties during the execution and reporting the deviations that occur, proposing corrective measures and improvement plans.
  • Evaluate the needs of medicines, devices and medical equipment according to the logic of intervention of each project, supported by the Health and Nutrition Coordination, following ACH standards.
  • Monitor that field pharmacy warehouses are organized according to the characteristics of the space, climate and safety, and maintain optimal conservation conditions.
  • Supervise the distributions of medicines, devices and medical equipment to the different units or health centers, following the criteria of quality, efficiency and equity.
  • Supervise the rational use of medications and material, ensuring compliance with established norms and protocols, and reporting any incidence or problem.
  • Support the documentation of lessons learned and successful strategies to monitor the quality of activities and care.
  • Provide the necessary and required technical information for the formulation of proposals / projects, as well as the necessary contributions to the risk-benefit analysis of the local acquisition of medical equipment and pharmaceutical products, to inform decision-making.
  • Ensure proper inventory management in base and main office warehouses.

Goal 2: Accompany the mission and partners toward achieving goals and meeting quality goals.

  • Support and train admin-log / pharmacy managers from the field bases, guaranteeing the implementation of drug stock management guidelines and good pharmacy management practices.
  • Support and train ACH health and nutrition teams in the internal management of the drug stock and good transportation, conservation and use practices.
  • Training and support of the health staff of health centers in the management of drug stocks and good pharmacy management practices.
  • Training and support to counterparts for the implementation of pharmacy management processes and tools and good practices, in accordance with ACH standards.
  • Develop and implement mechanisms for regular monitoring of counterparts and field staff, sharing key findings, providing feedback, and monitoring action plans.
  • Under the principles of confidentiality and the data protection policy, it exchanges with the ACH multidisciplinary team the results of evaluations, support plans, needs detected in the field.

Objective 3: Strengthen the administrative and logistical processes of the Venezuela mission in terms of quality management of pharmacy processes.

  • Carry out market studies for the identification and achievement of potential suppliers of medicines, materials and medical supplies in Venezuela.
  • Update local suppliers previously identified with QUAMED, who can meet quality standards and supply items included in the Mission’s list of standard medical products.
  • Cyclically update and implement the QUAMED evaluation to suppliers previously identified through market studies and / or other non-governmental and / or international cooperation agencies.
  • Monitoring of the pharmaceutical market (evolution of the context).
  • Build and make framework agreements with suppliers identified in the market studies and duly approved in the QUAMED evaluation.
  • Apply logistics-administrative procedures and / or processes with quality in accordance with ACH guidelines / standards.
  • Carry out the supply management from the receipt of the order request, until the purchase and the subsequent interaction process to pay for the goods purchased with the finance area.
  • Evaluate identified providers.
  • Collection of information and evidence from the supplier’s registration with the National Drug Regulatory Authority.
  • Collect and review supplier audit reports ( if ) exist and are available.
  • Conducting new audits and inspection visits to assess good distribution practices ( BPD ) and preparing audit reports on selected registered supplies
  • Support the evaluation of the quality assurance of medical product manufacturers:
  • Request proforma budgets and all relevant information from local suppliers and manufacturers.
  • Perform direct quality control of medical supplies and devices, including on-site inspection ( visual, mechanical, and aperture tests ) of sample products.
  • Complete all relevant information in an evaluation table, for analysis in the mission / headquarters.
  • Provide the additional information requested to headquarters.

Goal 4: Knowledge management – early reports and alerts

  • It carries out the preparation of monthly reports on the activities carried out by it: Status report on supply, inventory report in warehouses, reports of products about to expire, monthly logistics report, donation report, environmental report, early alerts of upcoming purchases to be made per project.
  • Actively participate in monitoring and follow-up meetings to the implementation of activities related to the area, when required.
  • Report timely the delays found in monitoring the activities / strategies established and that may represent a risk in the execution of the mission projects.
  • Proactively support the search for solutions to the difficulties encountered in the follow-ups carried out.
  • Systematically use Action Against Hunger computing tools such as No Hunger Forum, GESPRA, Teams, Kobo, Share Point.

  • University degree Bachelor of Pharmacy, with current professional card
  • Main quality assurance procedures for essential drugs and medical supplies, including WHO standards and standards.
  • MS-Office handling is required.
  • Excellent writing skills, including reporting on humanitarian projects with measurable results
  • Work experience in humanitarian contexts and ONGI (minimum 2-3 years)
  • Experience with national or international health NGOs, specifically in the acquisition and management of a stock of medical products.
  • Experience in supply chain procedures for sanitary facilities and community health projects.
  • Acquisition, supply and management of the stock of medical products (medicines, medical supplies, medical equipment, nutritional supplies)
  • Knowledge of the harmless action approach
  • Outstanding knowledge in MS Office and Pharmacy information systems (eg MediTech, Mediware, etc.).
  • Advanced level of excel
