Context:

As one of the largest operational actors for Camp Coordination and Camp Management (CCCM), IOM continues to lead the sector on innovative and dynamic approaches in preparedness and response to displacement.

On the basis of learning from a range of humanitarian settings, and the experiences of other clusters, the need for rapidly deployable capacity to support inter-agency responses has been identified as a key need in the CCCM Cluster.

The primary role of the Senior Operations Coordinator (CCCM) is to provide expert technical advice and support, including but not limited to the development and establishment of tools, deployment management, and quality standardization, to IOM Country CCCM Operations. Large-scale emergencies (level 3) will be prioritised, followed by other acute emergencies and chronic crises.

Under the overall supervision of the Head of the Preparedness & Response Division and direct oversight of the Global CCCM cluster coordinator, the Senior Operations Coordinator (CCCM) will perform the following core responsibilities:

Core Functions / Responsibilities:

  1. Work with the Global CCCM Cluster Coordinator, Regional Thematic Specialists, and IOM Country Operations to lead the development and updating of IOM’s CCCM Operations Strategy, in line with the Global CCCM Cluster strategy and ensuring IOM priority thematic areas and regional contexts are adequately reflected.
  2. Manage and oversee consultations for the development and finalization of IOM’s CCCM global guidance, policies, and SOPs, ensuring field relevance and practical applicability.
  3. Lead and oversee CCCM rapid response capacity for sudden onset and other crises at country and regional levels, including providing surge capacity and set up for CCCM programming, developing strategies, engaging with stakeholders, recruitment and training, monitoring framework set up, proposal and project development, etc.
  4. Provide on-going remote and in-person expert technical advice, support, and follow-up to the country offices, ensuring linkages to, and alignment with, relevant units and divisions in HQ as relevant.
  5. Develop and manage the Zite Manager project within the CCCM unit, exercising administrative, operational and financial management responsibility and ensuring appropriate strategic direction in line with IOM mandate and priorities, in coordination with DOE AAP.
  6. Provide advice and guidance to the joint Global CCCM Cluster team for the preparation of the annual Global CCCM meeting and other key meetings and workshops.
  7. Strengthen IOM’s technical capacity within the sector and lead relevant global capacity-building efforts.
  8. Represent IOM in Global CCCM Cluster events, workshops, and meetings, including the Strategic Advisory Group (SAG) of the global cluster.
  9. Work with relevant units within Preparedness and Response Division (PRD) and other divisions to ensure alignment of direction and expertly contribute to ongoing IOM preparedness and humanitarian response activities.
  10. Develop and manage HQ CCCM projects funded by various donors, including proposal formulation and development, financial, administrative, and operational management, and the establishment and implementation of monitoring and reporting mechanisms in line with the IOM project management handbook.
  11. Ensure all reporting requirements are met, particularly with respect to IOM CCCM activities and achievements, and donor requirements.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, International Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Extensive experience working in humanitarian emergencies across different contexts;
  • Demonstrated experience in project management and development, and excellent knowledge of IOM administrative and financial management systems; and,
  • Experience in establishing and strengthening working relationships and partnerships with partner agencies, non-governmental organizations (NGOs), and UN within the Inter-Agency Standing Committee (IASC) framework.

Skills

  • Demonstrated expertise in camp management, protection mainstreaming, and humanitarian program cycles.
  • Knowledge and understanding of global and country-level humanitarian coordination mechanism and architecture.
  • Coordination and consultative approaches in developing policies and guidance; maintaining relations with counterparts, including international organizations, government, NGOs, donors, and other key stakeholders.
  • Adequate skills in Office software packages (word, excel, etc.)
  • Training and facilitations; mentoring

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
