How can you make a difference…

Under the supervision of Planning, Monitoring and Evaluation Specialist, Head of the SME Unit, the incumbent, of Moroccan nationality, will be responsible for helping to improve the quality of the office’s planning, monitoring, budget, grant management and reporting processes. She / he is also responsible for contributing to the efforts of the SME Unit to: i ) achieve the objectives of the office management KPI, ii ) meet quality reporting requirements and iii ) improve monitoring and management of the budget and grants.

The incumbent will also be responsible for contributing to the efforts of the fundraising office by providing technical support for the formulation and editing of project / program proposals.

The incumbent will provide professional technical, operational and administrative assistance throughout the planning, monitoring and evaluation process including preparation, execution, management and implementation of various technical and administrative tasks in support of the SME Unit

Responsibilities and main tasks

Within the framework of the delegated authority and within the framework of the given organizational configuration, the holder may be entrusted with the main responsibilities, shared or contributory for all or part of the following areas of main tasks and key final results :

  •  Provide technical support to ensure that the country office has quality information / data to assess progress towards the expected results established in the work plans and program documents.
  •  Contribute to the compilation of information / monitoring and evaluation data and make them available in the SME section.
  •  Contribute to take advantage of monitoring and analysis of key program and management indicators. Assist in the preparation of reports on systemic problems, good practices or any other analysis or data related to the implementation and / or evaluation of the program.
  •  Provide technical support to the SME Unit in strengthening the capacities of country office staff and national partners – in areas related to monitoring and reporting – allowing them to engage and increasingly direct the monitoring and reporting processes.
  •  Provide technical assistance to maintain the integrated monitoring and evaluation plan ( IMEP ) and the EISI platform up to date and by sharing monthly updates with the head of the SME Unit for his report to program meetings.
  •  Ensure that grant contracts / agreements are well administered and implemented in accordance with relevant donor regulations and UNICEF procedures. And provide technical support to the sections in monitoring the use of funds in accordance with current procedures, donor conditions and in relation to the targets of key performance indicators.
  •  Provide technical support for program budget planning and monitoring and grant management.
  •  Serve as the office’s focal partnership point and provide technical support to the office via the UNISON tool to monitor commitments with potential and current donors, operate more efficiently and provide management information that enables the office to make timely and sound decisions.
  •  Manage and maintain the office fundraising monitoring tool by updating fundraising opportunities and sharing regular updates and relevant information with program sections.
  •  Support global donor relations, including the preparation of background information materials for donor meetings, donor visits and other special interest groups.
  •  Provide technical support for the formulation of proposals to good quality donors, including the consolidation of general information on the situation in the country and in the sectors concerned, UNICEF’s actions to date in this area, proposed activities, objectives, target groups, expected results, indicators, the implementation schedule and the budget.
  •  Direct under the guidance of the Head of the SME Unit the reporting processes of the ( office, including the annual narrative reports of UNICEF, donor reports in both languages : English and French and UNICEF’s contribution to the UNSDCF-JWP ) reports.
  •  Collaborate with program, communication and operations teams to ensure the quality of donor and organizational reports, including appropriate financial statements and human-interest stories and photographs to illustrate activities supported by UNICEF by specific donors.
  •  Provide relevant reporting models and tools for improving the quality of results-based reporting and collect evidence to assess progress towards target targets indicators and expected results of work plans and program documents.
  •  Provide administrative and operational support for the preparation and implementation of monitoring and evaluation activities of the SME Unit ( including events, workshops / training, meetings, visits … )

As a defender for each child, you must have ….

Education: A Diploma in Secondary Studies. A University degree in one of the following fields: Social Sciences, Development Plan, Research & Statistics, Communications or other relevant field is an asset.

Experience: Professional experience at national or international level as follows: 7 years of relevant professional experience in a Development and Implementation Program (s) including Monitoring & Evaluation of activities.

An experience in Monitoring in a UN agency or other International organization for Development is an asset.

Language Requirements: A perfect command of French and Arabic is required as well as a very good knowledge of English ( spoken and written ).
