The Senior Manager of HQ Procurement leads the design and execution of CARE’s strategy for procurement and supply for all HQ procurement activities (>$50M).
In this role, the Senior Manager – HQ Procurement needs to have strong relationships with the key stakeholders for all major areas of HQ spend. This position provides leadership, oversight, and management of the HQ procurement team that reports to this position. This includes assessing CARE’s resources/capacity to meet the organization’s long-term needs and obtaining the best value for the funds spent. It also includes identifying and implementing process technology and data improvements to streamline the service provided to the key stakeholders.
The role may at times be expected to support regions and country offices for CARE USA and to provide technical guidance to other CARE Confederation Members on procurement and global risk insurance.
RESPONSIBILITIES:
Lead, manage & provide oversight for procurement & global risk insurance team
- Oversight, ongoing supervision, leadership and management of procurement and global risk insurance team. These professionals support CARE USA domestic and international operations and are critical to CARE’s vision and mission. Complexity and scope of insurance program grows each year, currently exceeds $1M.
- Evaluate resources and capacity needs to ensure organizational needs are met. Develop and implement procurement related training programs for the procurement and global risk insurance team
- Promote talent development of global team members.
- Ensure transparency and confidentiality is exercised in all purchases consistent and stringent adherence to ethical practices when dealing with all aspects of this function.
- Develop strong relationships with functional departments/groups and executive leaders
- Ensure a collaborative and effective approach within the extended team.
- Ensure effective communication between units, other CARE entities and external parties.
Develop & lead procurement strategy to ensure effective & efficient processes
- Manage the procurement process and the supply base, ensuring ‘value for money’ and a good service is delivered against the service levels agreed.
- Manage HQ procurement performance against key performance indicators and develop and track improvement actions.
- Develop procurement plans and sourcing strategies following a robust methodology in conjunction with stakeholders across the procurement process.
- Deliver the sourcing strategies and procurement processes in a timely and compliant manner.
- Meet regularly with respective departments regarding procurement processes and recommendations for improvement.
- Ensure the procurement objectives are met or exceeded by supporting operations requirements, managing procurement & supply chain process to maximize efficiency and effectiveness, develop strong relationships across the organization, and support organizational goals.
Participate in Global Supply Chain Transformation efforts
- Contribute to the design and lead the successful implementation at HQ of any global supply chain solutions developed, such as the Source-to-Pay solution
- Drive and execute transformation change in the supply chain area; monitor progress and performance through established KPIs and milestones
- Develop HQ work plans, gather and synthesize relevant data, lead analyses, and develop final recommendations
- Ensure stakeholder alignment and coordination via clearly articulated governance processes.
- Develop and implement short and long-term HQ procurement strategies designed to improve quality and service while meeting company goals and objectives.
- Provide strategic consulting and analytic perspective to the HQ stakeholders on market and product trends and developments as well as procurement strategies and risks
- HQ Lead and support in the development and facilitation of training on new processes and ensure understanding across stakeholder base
- Business partner to internal and external stakeholders and single point of contact for all procurement operations related questions, feedback, transformations or service escalations.

QUALIFICATIONS:
- Bachelor’s degree in business field: Finance, Logistics or Supply Chain Management or equivalent work experience.
- Experience of implementing and/or using a Source-to-Pay system
- Proven track record of procurement processes/compliance.
