WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for nearly 40 years, has been providing assistance to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, the SI teams – more than 3,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The Dakar regional office aspires to strengthen its technical team in response to the manifestation of the need for technical support in Water, Hygiene and Sanitation (WASH) from missions in the region and the need for WASH positioning in regional platforms. . The regional office is based in Dakar and has an annual budget of approximately 200,000 euros and is made up of a Deputy Director of Operations for the Sahel and Lake Chad as well as a Regional SAME Expert, a Regional Expert in Transversal Protection and an Access and Security Manager.

DESCRIPTION OF THE OFFER

PURPOSE

Solidarités International is a humanitarian association that works with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specializing for 40 years in covering vital needs, it supports emergency and then reconstruction programs.

The Regional Expert, attached to the Sahel Desk, supports the teams from the following countries (Burkina Faso, Mali, Niger, Chad, Cameroon and Gulf of Guinea – we will refer to them as “countries in the region” ). He/she contributes to achieving an optimum level of quality for projects through different missions according to the specific needs of these countries:

  • Development of the regional WASH strategy in collaboration with headquarters;
  • Development of a portfolio of WASH projects and related technical expertise within country teams,
  • Deployment and operationalization of technical framework documents;
  • Training, capacity building and coaching of teams;
  • Representation of IS expertise externally.

In order to carry out its responsibilities, deployment to countries in the region will be planned 50% of the time.

The position will be placed under the hierarchical supervision of the Sahel Desk Program Referent, and under the functional supervision of the Head of the WASH division at headquarters. The regional WASH expert will not have a team to directly supervise but he/she will be the functional supervisor of the WASH Coordinators in the region’s missions.

GENERAL FUNCTIONS

Within the Dakar regional office, the regional EHA expert is in charge of:

  • Develop the portfolio of activities and projects in the WASH sector in the countries of the region;
  • Support the emergence and launch of operations in the WASH sector, particularly by supporting country teams;
  • Contribute to the improvement of IS programmatic practices, to the dissemination of internal/institutional orientations and guidelines at the regional level;
  • Provide direct operational support to deploy these guidance/frameworks in countries;
  • Support the creation or strengthening of partnerships with humanitarian and development NGOs/associations, and any relevant actor for the implementation of quality interventions in the region;
  • Contribute to strengthening institutional knowledge and creating expertise;
  • Support technical and humanitarian advocacy and contribute to the visibility and external positioning of IS in the region.

YOUR PROFILE

University diploma of at least BAC + 5 level in one of the fields associated with Water, Hygiene and Sanitation

At least 5 years of experience in WASH project management

Expertise and significant experience in the Sahel region

Excellent analytical and writing skills

Appetite for field trips, conducting diagnostics

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

Salaried position:
Depending on experience, from 3190 euros gross per month (2900 euros base salary + 10% paid vacation bonus paid monthly), as well as a monthly Per Diem.

SI also covers accommodation costs as well as travel costs between the expatriate’s country of origin and the mission location.

Social Security :

The expatriate benefits from quality social security coverage to cover all health costs and accident insurance including war risks.

Break: During the mission, a work-rest alternation is ensured by breaks planned every three months with an allowance of 850 USD.

On the basis of a 1-year mission, breaks from 7 working days to 3, 6 and 9 months of mission (with a contribution of 850 USD paid by Solidarités).
To these break times, we must add the granting of 1 additional day of rest per month worked > i.e. 12 days more for a 1-year contract.

LIVING CONDITIONS :

Living conditions in Dakar are good and pleasant. No specific security constraints in Dakar where conditions are good. When deployed, living conditions and security conditions vary depending on the country.
