BACKGROUND
In the framework of the Interagency Program “ Financing the SDGs in Ecuador and attacking child malnutrition ”, in 2021 UNICEF worked together with the Ecuador Secretariat growing without child malnutrition ( STECSDI ) and the Ministry of Public Health ( MSP ) in the design and piloting of a tool aimed at improving the coverage and quality of the benefits of the prioritized package to prevent chronic child malnutrition by executing cycles of continuous quality improvement ( called “ Methodological guide to increase efficiency in the delivery of the package of benefits prioritized as part of the implementation of the Strategy for the reduction of chronic child malnutrition ” ). The methodological instrument,It was initially tested in 2022 through the execution of a pilot in selected health establishments in the Taisha and Alausí cantons, a process that allowed feedback from it.
In 2022 and 2023 the MSP analyzed the pilot results, coordinated visits to the establishments of the parishes of Imbabura and Pichincha in which UNICEF at that time provided technical assistance to carry out the continuous improvement cycles ( with the “ Methodological Guide for increase the efficiency in the delivery of the package of benefits prioritized as part of the implementation of the Strategy for the reduction of chronic child malnutrition ” ) , reviewed other tools designed to improve quality in health services; and from there he defined, given the specificity of the Guide to address the prioritized package and its bottlenecks, incorporate in the quality assessment tool of the provision of the prioritized package ( HECAPP ) the methodology of the Guide. With this antecedent,the quality teams and the Ecuador Project free of child malnutrition of the MSP with the support of UNICEF adapted the HECAPP and extended the piloting of the new tool to 15 establishments defined to through a structural sample.
With these elements, it is in the interest of UNICEF and the MSP to systematize the HECAPP formulation process, of the main findings of the pilotages and of the improvement actions carried out from these
OBJECTIVE
Formulate a document for the systematization of the HECAPP formulation process, the main findings of the pilotages and the improvement actions carried out from them.
DESCRIPTION OF ACTIVITIES
- Compile existing documentary information
- Conduct interviews with key informants
- Formulate a proposal for a systematization document
- Retrofeed the document with contributions from the UNICEF and MSP teams.
- Formulate a presentation in ppt format that includes the main elements formulated document.

TERMS OF THE CONTRACT
Contracting under contract modality for professional services.
REPORTS AND SUPERVISION
The development of the consultancy will be supervised by the UNICEF Health and Nutrition Officer.
PLACE AND DURATION
The consultant will be based in the city of Quito. The consultant’s workplace will be in their own offices.
The duration will be 30 days from the signing of the contract.
CONSULTANT PROFILE
Academic training required:
- Fourth level title in Public Policies, Process Management, Public Health, Health Economics, Quality of services, Social intervention or related.
- Third level degree in medicine, sociology, economics, or the like.
Profile and experience required:
- Minimum general experience of 3 years in consultancies or projects related to public management, quality of services, public policy.
Required technical knowledge
- Excellent document writing skills.
- Knowledge of Word and Excel.
Complexity
Requires coordination with UNICEF counterparts and the MSP for the formulation of the required products, adding to this the ability to write documents
PAYMENT FORM
Fees against product will be paid within the established schedule. VAT will be added to the invoice.
The consulting product must be digitally backed and delivered to the professional in charge of project supervision.
