Terms of Reference for Safety and Security Consultant

Background

Nonviolent Peaceforce (NP) is an international nonprofit organization that promotes unarmed civilian protection in conflict zones around the world. NP is seeking a Safety and Security Consultant to support the development and implementation of risk management strategies and the review and updating of NP’s safety and security policies and procedures.

Objectives of the Consultancy

The consultant will have two primary responsibilities:

  • Develop risk registers for 8 country programs and a global risk register.
  • Review and update NP’s safety and security policies and procedures and develop a common framework with country/context-specific adaptations.

Scope of Work

The consultant will be responsible for the following tasks:

  1. Conduct a comprehensive risk assessment for each country program and the global organization.
  2. Develop risk registers for each country program and a global risk register, in collaboration with country teams.
  3. Build the capacity of country teams to manage their risk registers and strengthen their risk mitigation and management capabilities.
  4. Establish a quarterly review process that includes reporting on the progress of risk management activities in each country program.
  5. Review and update NP’s safety and security policies and procedures, ensuring alignment with best practices and the organization’s mandate.
  6. Develop a common framework for safety and security policies and procedures across NP, with allowances for country/context-specific adaptations.

Qualifications and Experience

The successful candidate will have the following qualifications and experience:

  • Extensive experience in safety and security risk management in complex conflict situations, with a focus on humanitarian organizations.
  • Strong understanding of risk assessment and risk management best practices, including the development and use of risk registers.
  • Demonstrated ability to build the capacity of teams and individuals in risk management and mitigation strategies.
  • Familiarity with safety and security policies and procedures in the NGO sector, particularly in the context of conflict zones.
  • Excellent communication and interpersonal skills, with the ability to work effectively with staff at all levels of the organization.
  • Fluency in English is required; proficiency in other languages relevant to NP’s country programs is an asset.

Logistics and Timeline

The consultancy will be for a duration of 6 months . The consultant will work remotely, with possible travel to NP’s country programs as needed.
