RESPONSIBLE FOR PROMISE STORDS At Pan American Health Organization


Background

The essential mission of the Pan American Health Organization ( OPS ) is to strengthen national and local health systems and improve the health of the peoples of the Americas in collaboration with the Ministry of Health, government, international agencies, non-governmental organizations, universities, community groups and others. The Pan American Health Organization promotes primary health strategies, targeting community members, providing health services to all and increasing the efficiency of the use of available resources.

The PAHO / WHO Representation in the Republic of Haiti implements the Essential Medicines Program ( PROMESS ). PROMESS is the central level of the pharmaceutical and medical supply circuit for cost recovery in the Republic of Haiti. PROMESS also supplies pharmaceutical and medical products to PAHO / WHO projects and partners.

In this context, The Representation of PAHO /WHO in Haiti intends to recruit a Warehouse Manager to coordinate and operational supervise all daily activities in PROMESS warehouses.

General responsibilities

The PROMESS Warehouse Manager will be responsible in close collaboration with the Pharmacist and storekeepers to ensure the absence of expires products present in PROMESS warehouses and will implement all the tools necessary and management procedures to facilitate its task such as the FEFO methodology ( First Expired / First out ).

Under his direct responsibility of the Director of PROMESS, the/ the consultant ( e ) will ensure the establishment and compliance by storekeepers and handlers of POS ( Standard Operational Procedures ) linked to the management of physical stocks of the products present in PROMESS warehouses and this in close collaboration with the Pharmacist responsible for stock management.

It will be the focal point for everything related to the management of Logistics operations and the reception and shipping activities in PROMESS warehouses.

Tasks to be performed

1st activity: POS procedures ( Standard Operational Procedures ) for the management of physical stocks and organization of PROMESS warehouses.

  • Set up POS ( Standard Operational Procedures ) for the management of physical stocks and ensure their daily applications by storekeepers.
  • Set up a stock sheet system in order to quickly have inventory reports with the quantities, references and expirations dates of the products.
  • Organize warehouses in close collaboration with Magasiniers and Pharmacists in an orderly manner and according to the categories and according to the product references in order to facilitate the flow and rotation of incoming stocks and outgoing,
  • Rigorously set up the FEFO management mechanism to ensure that there is no PPI ( Unusable Pharmaceutical Products ) or expires in PROMESS warehouses as well as in cold rooms.
  • Provide informed and innovative solutions to the problem of destruction of expired products.

2nd activity: Supervision and Coordination of operational and Logistics activities in PROMESS warehouses in terms of reception, storage, preparation of orders and shipments in collaboration with storekeepers

  • Record the volumes of stocks stored and stocks received. Communicate this information to the Stock Manager pharmacist for quarterly reports sent to partners
  • Supervise and coordinate order preparations and expeditions in close collaboration with Pharmacists and Magasiniers
  • Ensure the control of good storage practices and the codification of storage areas
  • Check orders with customers in the absence of storekeepers and organize delivery logistics as part of active distribution services
  • Monitor the repair of reported malfunctions relating to handling, transport and storage equipment and equipment ( forklift, wash pressure, cart, pallet trucks, plastic wrapper etc … ) with the administration.
  • Organize, coordinate and set up logistical means of transport for the distribution of inputs in health centers or others in close collaboration with Pharmacists and Magasiniers.

3rd activity: Set up inventory operations according to the directives of the Pharmacist responsible for stock in close collaboration with storekeepers

  • Establish a precise inventory schedule in collaboration with the Pharmacist responsible for stock
  • Organize and anticipate the activities of the inventories so as not to disturb the daily operations of PROMESS warehouses
  • Provide a specific physical inventory report to the Pharmacist and participate in reconciliation on SAGE software
  • Produce a detailed explanatory report in the event of missing or lost and give corrective solutions in close collaboration with the Pharmacist responsible for stock management.

4th activity: Set up a management system for unusable pharmaceutical products ( PPI ) in order to ensure the absence of expires products in PROMESS warehouses.

  • Establish regular monitoring in close collaboration with the Pharmacists of the expiration dates of the products in the PROMESS warehouses.

SUPERVISION LEVEL

The Warehouse Manager receives supervision from the Director of Promess and works in close collaboration with the Pharmacists. The Warehouse Manager

supervises warehouse store storekeepers, the handlers being under the supervision of storekeepers.

Essential Training :

  • High school diploma
  • Diploma in logistics management / management of licensed warehouses

Desirable :

  • Cold chain management training
  • Knowledge of the UN / NGO system

Professional experience Essential :

  • Have a minimum of ten ( 10 ) years of professional experience in warehouse logistics management and supply chain.
  • Experiences in the supervision of Logistics and warehouses
  • Capacity for report writing and data management analysis

Desirable :

  • Have experience in inventory management of pharmaceutical and medical products.
  • Have knowledge in managing the cold chain.
  • Have experience with a United Nations / NGO agency in a similar position

Essential: Excellent oral and written mastery of French and Haitian Creole. Desirable: Master of English and / or Spanish.

Working conditions

Zone: based in Tabarre ( Industrial Park – PROMESS office ), with travel possibilities at national level.

Duration: Three ( 3 ) renewable months depending on performance

Monthly fees: 171,181.00 ( minimum ) – 252,917.00 ( Maximum ) Gourdes
