Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Under the overall supervision of the Regional Director or their designee, guidance of the Regional Office or Country Office’s Senior Resources Management Officer (SRMO), and direct supervision of the Programme Manager (PM) / Chief of Party (COP), the Resources Management Officer will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the programme and provide ongoing support to the sub-offices.

The programme will span multiple French-speaking nations and support the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS). Implemented by IOM in close coordination with the programme’s various bilateral donors, with communities in priority areas, and with all levels of the host Government(s), the programme will be supported by a multi-donor funded small grants initiative to advance SPCPS priorities. The overall objective of the IOM programme is to create and implement medium- to long-term, locally-led activities to build resilience, strengthen the roots of stability, and prevent conflict.

Core Functions / Responsibilities:

  1. Assist the PM/COP in the management of administrative, human resources, financial, and budgetary aspects of the programme, in close coordination with the Regional/Mission SRMO.
  2. Monitor the financial status of the programme’s project activities and regularly report on it to the Programme Manager, the donor, and other stakeholders. Evaluate regular financial reports and take action to resolve anomalies. In coordination with the Regional or Mission SRMO, advise the PM/COP, Chief of Mission (COM) and Regional Director (RD) on unusual trends.
  3. Prepare/revise budgets and PRISM project structures for the project. Analyse variances between budgeted and actual expenditures and review and consolidate budgets and narrative reports for the programme prior to submission to donors and other stakeholders. Work with the PM/COP in the preparation and modification of budgets, when applicable.
  4. Assist in monitoring and overseeing the financial management for all programme activities including the oversight of financial expenditures and accountability. Oversee the preparation of monthly accounting statements and supporting document for dispatch to the Regional Office.

Supervise the preparation of funding requests and ensure that all supporting documentation for Mission payment requests is in order.

  1. Ensure the preparation of donor interim and quarterly financial reports and pipelines in accordance with IOM regulations and established procedures, in close coordination with the Regional or Mission SRMO.
  2. Oversee and supervise the smooth functioning of the programme’s support staff, including, compliance with IOM general instructions in the areas of administration, finance, logistics/procurement, Human Resources (HR) and security, verification and certification of service providers’, vendors’, contractors’ and grantees’ invoices and progress certificates, and financial reports. Ensure that the programme’s purchases and sub-grants are recorded in PRISM in a timely manner.
  3. Review agreements and contracts with various service providers, suppliers, contractors, grantees, and partners, in coordination with the Regional or Mission SRMO, Global Supply Chain Unit, and Legal Department.
  4. Assist the PM/COP in managing the human resource’s function and implement and make recommendations on recruitment, retention, SES implementation, promotion, and separation of local programme staff in accordance with HR regulations, rules, policies, and procedures and help to resolve difficult or sensitive cases.
  5. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness. Train programme staff on IOM’s administrative and HR policies and procedures.
  6. Coordinate with the Grants Manager and with the Regional or Mission SRMO on the reconciliation exercise of all grants expenditure between the Database and PRISM on a monthly basis. Track possible discrepancies and undertake the required corrections in PRISM to facilitate the reconciliation of the expenditures.
  7. Closely collaborate with Regional or Mission SRMO colleague(s) to ensure seamless coverage of the resources management function, both for the general office functions as well as for the programme.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:


  • Master’s degree in Finance, Accounting, Business Administration, Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience;
  • Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.


  • Progressive experience in financial management, accounting and budgeting;
  • Experience with internal control assessment, internal audit and or external audit;
  • Experience with international institutions knowledge of IPSAS and SAP highly desirable.


  • Knowledge of IOM’s regulations, policies and procedures;
  • Knowledge of IOM accounting systems, software, and procedures a distinct advantage.


IOM’s official languages are English, French and Spanish.
