Syrian Center for Media and Freedom of Expression (SCM) is an independent non-governmental non-profit organization. We seek to build a society that guarantees freedom of expression and belief, human rights, and justice. Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, supporting media work, and raising its standard, the Media and Freedoms Program at the SCM plans to implement a study that addresses:
“The use of technology in investigative journalism”
SCM is looking for a “researcher” based on the attached technical requirements and the following principles:
- Prepare the research methodology and share it with the project team before 25th June 2024.
- Preparing an opinion poll form directed to Syrian journalists and analyzing the data received, including samples of previous investigative reports.
- Completing a draft of the research on the use of technology in the media (with a focus on models from the Syrian media) and submitting it for audit on 10th September 2024.
- Review and submit the final draft at the end of November 2024.
- Review the translated version of the research.
- Participation in the research launch webinar.
Required documents:
- Proof of work in similar projects that includes:
- Excellent academic qualifications, at least bachelor’s degree or higher in Media.
- Demonstrable experience in developing similar research for the media sector (at least five years), preferably in investigative reporting and technology.
- Proven technical experience, especially in the use of open source.
- Experience and understand the Syrian context and the issues stakeholders face in Syria.
- Demonstrable extensive experience in research, research methods,
- Excellent analytical skills – designing research questions, familiarity with (and appropriate use of) research methods, and report writing.
- At least 2 References from previous projects.
- Financial offer including:

وضمن إطار عمل المركز السوري للإعلام وحرية التعبير (SCM) في بناء مجتمع قائم على احترام وحماية حق التعبير الحر عن الرأي، ودعم العمل الإعلامي ورفع سويته، يخطط برنامج الإعلام والحريات في المركز السوري للإعلام وحرية التعبير إلى تنفيذ دراسة تتناول:
استخدام التكنولوجيا في الصحافة الاستقصائية
تبحث SCM عن باحث/ـة بناء على المتطلبات الفنية التالية:
- إعداد منهجية البحث ومشاركتها مع فريق المشروع بموعد أقصاه 25 يونيو 2024.
- إعداد استمارة استطلاع رأي موجهة لصحفيين سوريين وتحليل البيانات المستلمة مع تشميل نماذج تقارير استقصائية سابقة
- إنجاز مسودة البحث حول استخدام التكنولوجيا في الإعلام (مع التركيز على نماذج من الإعلام السوري) وتسليمها للتدقيق في العاشر من شهر أيلول 2024.
- المراجعة وتقديم المسودة النهائية بنهاية تشرين الثاني 2024.
- مراجعة النسخة المترجمة من البحث.
- المشاركة في ندوة إطلاق البحث.
المستندات المطلوبة:
- إثبات الخبرة في مشاريع مماثلة متضمناً:
- مؤهلات أكاديمية ممتازة، بما في ذلك على الأقل درجة الإجازة الجامعية أو أعلى في الإعلام.
- خبرة يمكن إثباتها في تطوير أبحاث مماثلة للقطاع الإعلامي (خمس سنوات على الأقل) ويفضل ان تكون في التقارير الاستقصائية والتكنولوجيا.
- خبرة تقنية مثبتة وبخاصة في استخدام المصادر المفتوحة.
- تجربة وفهم السياق السوري والقضايا التي يواجهها أصحاب المصلحة في سوريا.
- خبرة واسعة يمكن إثباتها في البحث وطرق البحث.
- مهارات تحليلية ممتازة – تصميم أسئلة البحث، الإلمام بأساليب البحث (والاستخدام المناسب لها)، كتابة التقارير.
- ما لا يقل عن مرجعين من الأعمال السابقة.
- عرض مالي يشمل:
- التعويض المالي المطلوب.
- صلاحية العرض (مدة العمل- تاريخ صلاحية العرض)

معايير التقييم:
- مدى صلة خبرة المتقدم بموضوع البحث وقيامه بأبحاث مماثلة (70%).
- العرض المالي (30%).
