Based in Bangkok, SEI Asia has a diverse team of multinational experts who integrate scientific research with participatory approaches to co-develop and share knowledge, build partnerships, and influence policy for resilient development. SEI Asia is an affiliate of Chulalongkorn University (CU), Thailand. SEI and CU have an agreement to foster innovative scientific research combined with effective policy engagement on development and environmental challenges in Asia. The key areas of collaboration are intellectual engagement for joint research applications and fund mobilization, lectures and seminars for CU students, post-graduate supervision and examination, and CU–SEI employee links.

The role

SEI Asia is inviting applications for a Research Associate with proven expertise in developing and conducting Monitoring, Evaluation, Accountability and Learning (MEAL) in the context of environmental sustainability programmes. The focus areas include agriculture, food systems, value chain and natural resource management. Our ongoing projects target smallholders, women and other marginalized groups, aiming to bolster their resilience through sustainable and inclusive transformation of agri-food systems and value chains.

These projects require robust MEAL systems and practices to generate evidence-based feedback for programme evaluation and policy formulation. Responsibilities include establishing solid baselines for project components, monitoring progress against set outcomes, and assessing achievements across the programme timeline. This role necessitates participatory and critical process, ensuring high-quality results within timely deadlines.

We seek a highly motivated individual adept in developing MEL frameworks, generating quality evidence for measuring progress and impacts, and formulating lessons learned for project improvements. The Research Associate will report directly to the assigned Line Manager (Programme Manager) and work under the overall supervision of the Centre Director, collaborating with various research teams across SEI Asia and coordinating with other SEI centres and colleagues internationally. The Research Associate will also contribute to other SEI-wide activities and reports as appropriate.

Key duties and responsibilities

  • Lead the design and implementation of MEAL frameworks and programmes Theory of Change, integrating GESI (gender equality and social inclusion) in various projects.
  • Support mainstreaming of MEAL in project formulation stages and prepare progress and final reports.
  • Oversee data collection, develop indicators for baselines, and create reporting templates tailored to project requirements.
  • Review and update the MEAL framework as necessary.
  • Coordinate, guide and train partners and stakeholders in implementing MEAL and field monitoring (if any).
  • Document best practices and lessons learned for policy recommendations.
  • Assess project results regularly, generating learnings to improve project design and implementation.
  • Identify new opportunities, support fundraising activities and strengthen multi-stakeholder partnerships for enhancing SEI Asia’s policy portfolio.
  • Undertake administrative and reporting tasks related to projects, as well as personal administrative tasks such as time reporting and expenses claims.

Who you are

We are looking for a professional with a strong interest and proven track record in designing and implementing MEAL within agri-food systems, value chains or related areas in environmental sustainability.

Formal qualifications and knowledge

  • Master’s degree in agriculture, economics, social sciences, environmental sciences, political sciences or development studies.
  • Minimum two years of experience in designing, managing or implementing monitoring, evaluation and/or learning activities.
  • Effective engagement with diverse partners and stakeholders.
  • Ability to prioritize tasks effectively, managing multiple projects simultaneously and meeting tight deadlines.
  • Willingness to travel regionally and internationally as required.
  • Excellent written and verbal communication skills in English.

Desirable qualifications

  • Experience leading the design and implementation of MEAL activities.
  • Working knowledge of an Asian language.
  • Ability to speak local language is advantageous
  • Experience working in developing countries in Asia.
  • Demonstrated experience in multi-stakeholder teams and ability to work independently and as part of a larger team.
