The behavioral and social communications administrator reports to the Bukavu office manager with a double line of supervision to the head of the Social Behavior and Communication section ( SBC, Communication for behavioral and social change ). He / She is responsible for implementing the office’s SBC strategy and providing technical and operational support to his internal colleagues by administering, implementing, monitoring and / or by evaluating a variety of SBC initiatives and activities to promote community engagement and participation, as well as measurable behavioral and social changes / mobilization, requiring the application of technical and theoretical skills and an in-depth knowledge of organizational objectives, rules, regulations,policies and procedures for accomplishing tasks.

1. Support for the development of the strategy for social and behavioral change activities :

The Administrator ( urice ) Communication for development and social change reports to the Head of the Kisangani office with a technical supervision line to the Head of Communication for development and social change.

He / she is responsible for implementing the communication strategy for the development and social change of the office and providing technical and operational support to his internal colleagues by administering, implementing, monitoring and / or evaluating a variety of initiatives and activities to promote community engagement and participation, as well as measurable behavioral and social changes / mobilization.

This position requires the application of technical and theoretical skills and an in-depth knowledge of organizational objectives, rules, regulations, policies and procedures for accomplishing tasks.

2. Implementation of social and behavioral change :

In collaboration with UNICEF programs and government partners, implement Unicef’s communication strategy for development and behavior change in the DRC and the integrated strategy of the Kisangani office by including: 1. community engagement, 2. media and influenceers, 3. digital engagement and SMS, 4. sport and the arts for development and 5. engagement with the private sector

  •  Technical and operational support :
  •  Still in collaboration with UNICEF programs and government partners, contribute to the development and implementation of activities related to the UNICEF adolescent and youth strategy in the DRC.
  •  Ensure the implementation of community committees whose aim is to promote essential family practices.
  •  Support communities in the development and implementation of their community action plans.
  •  Foster the development of the Sport and Art component.
  •  Support and promote the engagement of young people in digital activities such as U-Report
  •  In collaboration with partners, contribute to the design, development, pre-test, production and evaluation of culturally relevant communication strategy and materials, and supervise the qualitative aspects of production, ( for example, quality control, translation, revision of the layout and graphic design ). This includes social campaigns related to world days and thematic campaigns such as vaccination, breastfeeding, return to school, etc.
  •  Monitor and evaluate the appropriate and timely dissemination of communication materials for development to target audiences, and participate in the assessment of their impact.
  •  Contribute to communication with and community engagement in an innovative way that corresponds to the context, habits and needs of communities.
  •  Support the creation of partnerships with religious groups, traditional leaders, teachers, artists, the media, the private sector and any other group organized in the community, as well as civil society organizations, orient them on the objectives of the country program and request their involvement in the implementation of the program of the provinces concerned.
  •  Monitor the implementation of communication activities for development and social change by reviewing the progress made and identifying the constraints through field visits, consultations with government counterparts, partners and UNICEF staff.
  •  Monitor communication activities by insisting on ensuring the quality and proper use of funds allocated to partners, in accordance with planning and partnership agreements.
  •  Work in close collaboration with the program sections to support them in the development and implementation of their community mobilization activities.
  •  Prepare quality analyzes and reports.
  •  Provide documentation of good practices and lessons learned and transfer relevant information related to social mobilization collected in the field to the UNICEF national office.
  •  Perform any other task such as guaranteeing the quality of the justifications provided by the partners in the financial field, provide technical assistance in training to all actors in the field of social mobilization and advocacy, participate in thematic coordination or meetings of thematic communication for development groups, and all other tasks leading to the achievement of the objectives of the program.
  •  Provide support to other field offices based on emergencies, priorities and needs.

4. Advocacy, networking and creation of partnerships :

  •  Defend interests and create partnerships: Support the operationalization of the SBC by advocating and mobilizing resources, coordinating stakeholders, sectors and teams, and creating alliances and partnerships.
  •  Identify, build and maintain partnerships through networks and proactive collaboration with strategic partners, for example universities, social networks, celebrities, journalists, media, all sectors / levels of society ( socially conscious ) and the critical audience to strengthen cooperation and/or pursue SBC advocacy opportunities to promote UNICEF’s mission and goals for children’s rights, social equity and inclusiveness.

5. Innovation, knowledge management and capacity building :

  •  Implement innovative practices and approaches as well as the latest technologies on multiple media, social and digital platforms and networks for SBC, which are appropriate/available for the context and the audience of the field office.
  •  Institutionalize / share best practices and knowledge acquired / produced with partners and stakeholders at the global level/to build the capacity of practitioners and disseminate these products to key audiences, including donors and partners.
  •  Organize / implement capacity building initiatives to improve the skills of clients / stakeholders / partners ( governmental and non-governmental ) in planning, implementation and evaluation of the SBC in support of programs / projects, including in humanitarian contexts.
  •  Visibility and brand image :
  •  Ensure the internal and external visibility of SBC activities implemented through high quality photos, videos, social media, webinars, internal and external publications.
  •  Ensure the correct use of the UNICEF brand to contribute to the positive image and reputation of UNICEF in the country.

To be considered a defender of each child, you must…

Education:

  •  A university degree in social and behavioral sciences, sociology, anthropology, psychology, education, communication, public relations or another related field of social sciences is required.

Experience:

  •  A minimum of 2 years of professional experience in the fields of social development program planning, communication and public advocacy and / or in related fields within the United Nations, an international and / or large-scale organization, some of which were preferably served in a developing country, is required.

Languages:

  •  Mastering French is required. Knowledge of English, Swahili and / or Lingala or any other local language is an asset.
