The IMF Administrative Tribunal (“IMFAT” or “Tribunal”) is comprised of five external Judges. The Tribunal provides an independent judicial forum for the resolution of employment disputes arising between the IMF and its staff members, following exhaustion of internal channels of administrative review. In accordance with its governing Statute and Rules of Procedure, the Tribunal is supported by a Registry at its Washington, D.C. headquarters, whose personnel serve under the authority of the President of the Tribunal.

Under the supervision of the President of the Tribunal, the Registrar (ATB) will perform a range of professional functions. These may include:

  •  Ensuring the accurate, efficient and expeditious conduct of all administrative activities required for the functioning of the Tribunal and its sessions.
  •  Assisting with preparation of cases for disposition by the Tribunal, including: analysis of legal issues and precedents; research on the law of the international civil service; legal drafting.
  •  Advising applicants and their counsel on the procedural requirements of the Tribunal’s Statute and Rules.
  •  Preparing and supervising publication of Tribunal judgments and summaries thereof.
  •  Managing the Registry including the oversight of an administrative assistant and other employees and preparation and implementation of the Tribunal’s budget, thereby facilitating the optimal use of the Tribunal’s resources and strengthening the Tribunal’s independence and financial self-sufficiency.
  •  Fulfilling additional duties as assigned by the President.

Major Duties and Responsibilities:

  •  Receives applications instituting proceedings and related documentation of the case.
  •  Serves as the channel of communication between applicants and their counsel, the IMF’s counsel and the Tribunal in matters relating to cases before the Tribunal.
  •  Responsible for transmitting all documents and making all notifications required in connection with cases before the Tribunal.
  •  Makes for each case a dossier which shall record all actions taken in connection with the case, the dates thereof, and the dates on which any document or notification forming part of the procedure are received in or dispatched from their office.
  •  Attends hearings, meetings, and deliberations of the Tribunal.
  •  Keeps the minutes of these hearing and meetings as instructed by the President.
  •  Upon the transmittal of an application to the Fund, unless the President decides otherwise, circulate within the Fund a notice summarizing the issues raised in the application, without disclosing the name of the Applicant, in order to inform the Fund community of proceedings pending before the Tribunal.
  •  Makes proper arrangements for the publication and dissemination of Tribunal judgments.
  •  Expeditiously performs the functions entrusted to the Registrar by the Rules of Procedure and carry out tasks as assigned by the President.
  •  Identifies talent for the Registry, taking into account institutional objectives such as diversity.
  •  Represents the Tribunal, as instructed by its President, on IMF high-level committees and working groups on issues strictly related to Tribunal activities.
  •  Provides advice and intellectual leadership on dispute resolution, and in the development and implementation of the Tribunal’s activities and initiatives, including knowledge management.
  •  Represents the Tribunal in international fora particularly in the context of the consideration of new initiatives in the field of international administrative law.
  •  Maintains working relationships with other international administrative tribunals and ensures that the Tribunal retains its prominence in the field of international administrative law.

Minimum Qualifications:

  •  Advanced university degree in law or related field, with an emphasis on international, comparative or administrative law.
  •  At least 13 years of relevant experience in the practice of law, with particular emphasis on international administrative law or on the procedural aspects of international litigation.
  •  Ability to work effectively with the members of the Tribunal and the staff of the Registry in a collegial and flexible manner.
  •  Ability to work under pressure and to balance priorities with competing deadlines.
  •  Outstanding organizational skills.
  •  Intellectual leadership and ability to integrate knowledge with broader strategic, policy and operational objectives.
  •  Demonstrated skill in legal research and strong analytical reasoning.
  •  Excellent oral and written communications skills.
  •  Outstanding legal writing skills in terms of precision, sensitivity and elegance.
  •  High degree of personal integrity and commitment to defend the independence of the Tribunal at every turn.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
