Regional Protection of Family Links Officer At International Committee of the Red Cross


The International Committee of the Red Cross (ICRC) is an impartial organization, a neutral and independent organization whose exclusively humanitarian mission is to protect and assist the lives and dignity of victims of war and internal violence. General liability

The « Regional Protection of Family Links (PFL) Officer » for Africa provides support and helps to boost the ICRC’s regional efforts as part of the Central Research Agency’s ambitions (ACR) by supporting the strategic and long-term orientations of the Regional Head PFL for the field in terms of technical advice on the planning and implementation of activities related to separated, missing persons and their families in the Africa region, in accordance with institutional and regional strategies and action plans : Institutional Strategy 2024-2027 ; and ; Movement strategy for the restoration of family ties (RLF) 2020-25) ; Africa regional strategic framework (2019-2025) ; African Network of family ties action plan).

The PFL Africa Officer supports efforts to ensure the continuum between action for separated persons, missing persons and their families (rapid action and registration, prevention, etc, research in the field). More specifically, he/she contributes to (1) support and accompany the African Network of family ties to promote and implement guidelines, tools and good practices, and, while proactively contributing to maintaining a mapping of the regional response ; (2) act as a focal point on the issue of data protection ; and (3) organize events/facilitate regional or subregional coordination mechanisms in virtual or face-to-face settings.

Tasks & responsibilities

  • Contributes to ensuring the positioning of the ICRC on the protection of family ties in the Africa region.
  • Writes, compiles, finalizes and, depending on the circumstances, sends correspondence, internal presentations, meeting minutes and other documents ( i.e. PPT, infographics, graphics, organizational charts, etc. ); helps to systematize good practices and examples on the issue of PLF in Africa.
  • Constitutes the focal point for data protection. He / she develops tools, organizes / animates training sessions and promotes the application of the RLF Code of Conduct on data protection.
  • Harvests contributions and prepares a PLF Africa information bulletin ( ANG / FRA ).
  • Receives and filters incoming calls/match and manages calendars, also updates the regional calendar, the « masterfile » Africa, tables and charts, and other tools.
  • Monitor the implementation of the budget and ensure that invoices are tracked throughout the internal process, and prepares meetings by installing rooms and equipment, including technical configuration for conference calls, presentations and videoconferences.
  • Participates in the organisation of seminars, training, workshops and internal meetings, and facilitates sessions where appropriate (for ICRC staff, Red Cross platforms, National Societies, etc, authorities, etc.)
  • Contributes to the production of regional tools adapted to the needs of the teams, including all audiovisual material, in French, English, and helps to manage, feed and promote the use of internal tools and RLF work platforms, ensuring good user experience and applying information management instructions.
  • Perform assessments / surveys to monitor the effectiveness and impact of regional tools and efforts.

Minimum requirements and skills

  • Master / license or equivalent in communication.
  • At least 8 years of relevant professional experience in the field of communication, with a minimum of 3 years of experience in digital communication and / or journalism focused on harmful stories.
  • University degree or equivalent in law, social sciences, communication, preferably with experience in the digital field.
  • Mastery of French and English (oral and written) is a prerequisite. Other languages such as Portuguese and Arabic are considered an asset.
  • Minimum of 2 to 3 years of professional experience in a similar position within the RC/RC Movement, an international organisation or a private company
  • 6 To 9 years of professional experience, including 2 to 4 years in humanitarian organizations.
  • Knowledge of the re-establishment of family ties and working methods of National Societies is an asset.
  • Experience with the ICRC, the International Federation or a National Society is an asset.
  • Ability to express oneself in public and to communicate on technical subjects to audiences in training contexts.
  • Experience in publishing and using social media platforms (Facebook, Twitter, Instagram, etc.).
  • Attentive to detail, meticulous and endowed with a high sense of confidentiality and integrity.
  • Able to write reports, procedures and documents of clear and concise quality.
  • Objectives oriented, able to work independently with a minimum of supervision, to take initiatives and decisions.
  • High flexibility and responsiveness.
