Regional Project Manager Based In Tunis At Helvetas


HELVETAS Swiss Intercooperation is a Swiss development cooperation organization committed to a just world in which men and women participate and live in security and with respect for their dignity while preserving the environment. From July 2024 and for a period of 9 months , we are looking for a consultant for the position of:

Regional Project Manager based in Tunis

Demonstrating outstanding leadership and management and coordination skills, you will be responsible for the implementation of a large innovative and dynamic project in North and West Africa ( Tunisia, Morocco, Mali, Guinea and Niger). ), in consortium, for the protection, education and socio-economic integration of children and young people in migration (EJM project).

You will ensure the strategic management of the project, coordination and monitoring of the implementation of activities, and will be responsible for relations with all partners involved in the project in order to ensure good collaboration and compliance with financial commitments. You will also ensure that all partners ensure good collaboration with the multiple stakeholders of the project. On the operational level, you are responsible for the good administrative, operational financial and HR management of the project. You promote an inclusive and conflict-sensitive systemic approach. Your adaptive project management promotes a culture of learning, particularly with a view to continuing the project for a next phase.

Context of the project

The project started in 2021 for a first phase of 4 years in 5 pilot countries in order to develop and test approaches to strengthening systems of protection, education and socio-economic integration of young people in migration. The project is implemented through a consortium made up of Helvetas (lead), Terre des hommes and GIZ. This consortium works closely in partnership with the MMC, Médecins du monde Belgique, Enda/MAEJT, SSI AO and SSI-International, and is structured around already existing local dynamics. Capitalization work is underway and a final evaluation will be carried out by the end of the phase in order to provide guidance for the following phases.

The project is structured around 4 effects which contribute to achieving a general objective:

General objective of the project:

Countries in West and North Africa have and apply a normative framework and national organizational capacities to ensure protection and access to education for children and young people on the move with a view to improving their opportunities and opportunities for a dignified life.

Effect 1: Actors: Children and young people on the move are better protected and have access to quality education; they have the skills and abilities that enable them to improve their chances and opportunities for a life with dignity.

Outcome 2: Organizations: National, transnational and regional systems and organizations are strengthened to provide better protection, education and socio-economic integration for children and young people on the move.

Outcome 3: Policies: National and regional laws and strategies are inclusive and are based on children’s rights; they take into account the needs of children and young people on the move through personalized care protocols.

Effect 4: Swiss profile: Switzerland profiles itself in terms of the rights of children and young people on the move and promotes these rights to States, coordination and governance bodies and partner organizations.

Your profile

  • You hold an MSc in Economics, Social Sciences, Rights, International Relations or another field consistent with the program or you have followed additional training in development cooperation on the theme of migration;
  • You have at least 10 years of experience in international cooperation, including at least 5 in a senior management position. Experiences in sub-Saharan Africa or North Africa are necessary.
  • You have solid experience in the coordination and management of consortiums and regional partnerships
  • You have expertise in migration and/or at least in protection, education, professional training and socio-economic integration, governance or conflict management;
  • You have solid experience in project cycle management , particularly in Conflict Sensitive Project Management (GPSC).
  • You have significant experience in strengthening/supporting local actors (systemic approach**)**;
  • You can demonstrate solid experience in financial and administrative management , demonstrating rigor and integrity. You benefit from excellent organizational and leadership skills .
  • You have already worked in a tense security context and know how to manage a security risk prevention system.
  • You share the values ​​and principles of HELVETAS Swiss Intercooperation
  • You are fluent in written and spoken French, and have a good command of English.

We offer you exciting and diverse work within a dynamic and committed organization offering attractive working conditions. We offer you a 9-month contract from July 2024 or according to agreement. A longer-term commitment is possible but depends on the continuation of the project after the end of the current phase (scheduled for March 31, 2025).
