REPSSI (the Regional Psychosocial Support Initiative) is a renowned pan African organisation that has been supporting governments and non-governmental organisations to provide holistic psychosocial care and support to children and their families in East and Southern Africa for 18 years now. REPSSI works in 13 countries and aims to enhance the psychosocial and mental wellbeing of girls, boys, youth their families and communities to be able to respond to challenges such as HIV and AIDS, conflict, poverty, climate change, environmental disasters and social strife.

REPSSI seeks to appoint an early career Monitoring and Evaluation professional willing to grow on the job. As the Regional Monitoring and Evaluation Officer, you will be responsible for the coordination and implementation of project monitoring, evaluation and learning activities within the organization. You will contribute to the development of monitoring, evaluation and reporting systems that include appropriate indicators, baseline data, targets and a plan to track performance and produce timely, accurate and complete reports. You will play a significant role in providing guidance vis-à-vis the utilisation of monitoring data to maximize program impact. The position reports directly to the Regional Monitoring, Evaluation, Research, and Learning (MERL) Manager.

Duties and Responsibilities

1 MERL System Strengthening:

  • Contribute to the review of REPSSI’s MERL System; this includes updating the organisation’s MERL Framework, tools and processes, aligned to changes in programme delivery.
  • Support the development of REPSSI’s Annual Work Plans and Budgets (AWPB), programme policies and SOPs, in line with programme and donor expectations.
  • Support the development and review of project-specific performance indicators (KPI) aligned to REPSSI’s strategic areas of focus.
  • Identify MERL areas, processes and tools that require review or adjustments, and make necessary recommendations for improvement to the Regional MERL Manager.

2 MERL Implementation:

  • Administer the implementation of REPSSI’s MERL Framework, tools and processes. This includes providing relevant training, guidance and support to Country Offices and other programme units, on REPSSI’s MERL and data management systems, including PTRAIL.
  • Monitor the implementation of MERL activities across Country Offices and other programme units; this includes ensuring timely and effective implementation of programme MERL activities in accordance with workplan targets and stipulated timelines.
  • Implement data and service quality activities, including Routine Data Quality Assessments (RDQAs) and site support visits, across Country Offices and other programme units.
  • Prepare detailed analyses in real-time that depict trends, patterns, and out-layers in performance against targets; this includes utilising varied performance analysis methods and tools to create live interactive dashboards for the purposes of tracking, analysing, illustrating, and highlighting the programme’s performance and key metrics, that will provide timely feedback to REPSSI management team for assimilation and programme management.
  • Related to the above, prepare data visualization and data story telling presentations using innovative digital technologies to ensure REPSSI’s projects are well represented at different platforms.
  • Consolidate REPSSI Programme Performance Reports (Semi-Annual and Annual), including donor-specific reports and other ad hoc reports, as per donor requests.
  • Guide Country Offices and other programme units, in developing country/unit specific performance reports.
  • Support the Regional MERL Manager in planning for, and delivering, regular lessons learned activities.
  • Support the documentation of high impact stories of change for REPSSI’s programmes; this includes providing technical guidance to Country Offices and other programme units in producing impactful stories of change.

Minimum Qualifications and Experience:

  • University Degree or Diploma, preferably in Social Sciences or related field.
  • Formal training or qualification in Monitoring and Evaluation would be an added advantage.
  • At least two years work experience in a similar position.
  • Familiarity with statistical analysis, both quantitative and qualitative.
  • Excellent report writing and oral presentation skills.
  • Experience in knowledge management and dissemination of learning would be an added advantage.
  • Knowledge of and experience in M&E systems and software.
  • Proficient in MS Office package (Excel, Word, PowerPoint), Outlook, and Web Conferencing Applications.
  • Knowledge of M&E issues and indicator development for mental health and psychosocial support (MHPSS) programmes, policy and advocacy, and social norms change activities, would be an added advantage.

This is a 3-year contract position subject to availability of donor funding and good performance. Remuneration will be commensurate with skills and experience. REPSSI is committed to the principles of employment equity.
