Context:

Under the overall supervision of the Lake Chad Basin (LCB) Demobilization, Disassociation, Reintegration and Reconciliation (DDRR) Programme Coordinator and the direct supervision of the Regional ICRS Officer, and in coordination with the DDRR Programme Manager in Nigeria as well as with the Information and Communications Technology (ICT) department and the Information Management Unit (IMU), the successful candidate will be responsible for developing and setting up the technical requirements for registration and profiling databases following IOM Information, Counselling and Referral System (ICRS) in Transition Centres for Reinsertion programmes addressed to Low Profile Boko Haram associates in the LCB region, in direct support to the Military and Civilian management authorities of the centres, with potential expansion to different geographical areas and centres.

Core Functions / Responsibilities:

  1. Develop, set up, manage, and maintain Information, Counselling and Referral Service (ICRS) databases application system as per requirements set by the DDRR programmes in the LCB region.
  2. Supervise, follow up and test the implementation of the technical equipment in the different transition and rehabilitation centres in the region.
  3. Identify and implement potential improvement areas for the system to keep enhanced effectiveness and efficiency of the process flow.
  4. Set up an effective system of data and files classification, with comprehensive documentation (physical and software data).
  5. Monitor the start-up of the system, supporting users, and set up contingencies for troubleshooting problems.
  6. Develop a tailored Standard Operating Procedures (SOP) for additional reporting.
  7. Prepare a budget and maintenance or management plan for short and long-run programme.
  8. Prepare a work plan for development, quality control, rollout, full implementation, and management of the application.
  9. Conduct technical and information-sharing meetings regarding the progress of designing, development, and implementation of the applications.
  10. Ensure the implementation of IOM ITC standards, policies, and guidelines, with regards to the databases and information systems being followed and implemented.
  11. Ensure the required performance of the developed applications to prevent and minimize downtime or service interruptions.
  12. Technical liaison with technical counterparts as needed.
  13. Prepare detailed technical documentation and conduct trainings for the system administrators, managers, and interviewers.
  14. Assist in preparing user manuals and conducting training programmes for the relevant users.
  15. Travel to different field locations as needed.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Software Engineering, Information Technology, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in cooperating business application development for process flow management;
  • Experience in windows and web-based application development;
  • Experience in MS SQL, Access, C#, VB.net, MVC application development and data management is required;
  • Experience in MySQL, PHP and extensive knowledge of contents management system packages, open-source frameworks (JavaScript/AJAX, HTML5, etc), and programming API is an advantage.

Skills

  • Extensive knowledge in Microsoft Applications and Microsoft Dynamics Certificate is an advantage;
  • Ability to work effectively with local authorities, stakeholders, and beneficiaries.
  • Excellent communication skills;
  • Strong general analytical skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
