General objective of the position:

The Regional Compliance Manager is responsible for ensuring that SAMS operates in full compliance with all policies and procedures, relevant laws including Labor Laws, donor regulations, and ethical standards within their assigned region. This role encompasses the comprehensive compliance support and oversight across the entire regional and country offices. This will include close monitoring and, where needed, developing the internal controls in place, training and developing capacities within the country compliance teams, reviewing and, when needed, recommend amending policies and processes to ensure internal controls are in place, designing the compliance program and carrying out spot checks and the associated reviews

Main tasks and responsibilities:

Compliance:

• Develop and execute a comprehensive compliance strategy for the SAMS’ activities within the region, ensuring alignment with our mission and values.
• Establish and communicate regional compliance policies, procedures, and guidelines to ensure consistency and clarity across the organization.
• Monitor changes in laws, regulations, and industry standards that may impact the NGO’s operations.
• Lead the risk management function in the organization and prepare the related reports.
• provide the needed guidance and support for compliance teams to conduct the checks in the country offices, receive the checks reports from compliance teams and provide feedback.
• Follow-up on the findings periodically, whether from internal or external audits, and brief the high management on the progress and challenges.
• Lead or participate in investigations of potential compliance violations or ethical breaches within the region.
• Prepare Monthly and quarterly compliance reports for Regional Director.
• Maintain accurate records of compliance activities, audits, investigations, and corrective measures taken.
• Travel to field offices to ensure that operations are running in a manner that is compliant and audit-ready.
• Support completion of donor and partner due diligence processes, in coordination with HQ Operations and Country Offices

Capacity-Building:

• Design and deliver trainings to Country office staff on compliance and risk management
• Provide day-to-day technical support and guidance to Country Office Compliance Functions
• Design and deliver compliance training programs to educate employees and partners on relevant laws, regulations, and ethical considerations
• Provide comprehensive guidance and support to the SAMS country staff to improve any gaps and vulnerabilities in the internal controls.

This role requires travel, primarily within the Middle East region.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required

• University degree in any related field.
• preferably Master degree in Finance or any related field
• 8 years of experience in Compliance Managerial Position
• Desirably 10 years of experience in Compliance Managerial Position
• Certified in compliance and internal auditing such as (CIA, CCS, CCP)

Languages

• Fluent written and spoken in English
• Arabic Language is advantageous
