Purpose of Activity / Assignment :

This consultation sets itself the main objective of technically supporting the analysis of the needs in terms of access and retention of young girls in middle and high schools

2. Context Specific: In addition, and as mentioned above, there is not yet a specific political or national strategy framework ( e ) active ( ve ) to promote the education of girls in Djibouti.

It is in this context that UNICEF received significant funding from the French Development Agency ( AFD ) in February 2022 for the implementation of a 5-year project ( 2022-2026) aimed at supporting the Education of Young Girl and its Empowerment ( project « SEFA » ).

The specific objectives of the project are :

  •  Girls’ access to a quality primary and middle education offer is improved in rural and peri-urban areas ( Ali-Sabieh, Dikhil, Obock and Balbala )
  •  The retention of girls from rural and peri-urban areas in the education system is improved ( Ali-Sabieh, Obock, Dikhil, Tadjourah, Arta ).
  •  The skills of girls living in rural and peri-urban areas are strengthened, allowing better integration into the local and national labor market ( Ali-Sabieh, Dikhil, Obock )
  •  The skills of MENFOP, MFF and MJC staff existing at national and regional level are strengthened for the implementation and monitoring / evaluation of the national girls’ education policy

Thus, within the framework of component 2, the objective of which is to improve access and retention of girls in the medium and secondary sector in rural and peri-urban areas

This component aims to mainly support girls from rural and peri-urban areas in their school career in middle and secondary education, to improve retention, as well as to offer a solution in non-formal education for children, and particularly girls, in rural areas, who should have dropped out of school before the end of primary school or who have never been to school. Activities will be implemented in the five regions of Obock, Ali-Sabieh, Arta, Tadjourah and Dikhil as well as in the peri-urban area of Balbala ( city of Djibouti )

This study will provide strategic directions for directing the interventions of the project aimed at schooling and keeping girls in school.

Objectives of the consultation

This consultation sets itself the main objective of supporting the Ministry of National Education and Vocational Training ( MENFOP ) in its approach to improve access and retention in girls’ education ( including those with disabilities ) and to offer solutions to children, especially girls from 3 regions, to access middle and high schools.

These are specifically :

  •  Carry out a documentary analysis on the various factors, obstacles and difficulties hampering the schooling and retention of girls in middle and high schools, especially in rural and vulnerable areas
  •  Identify and analyze the factors, barriers and social standards ( environmental, behavioral, institutional, communication, economic … etc.) to the education and retention of girls in middle and high schools in general and in rural areas especially ;
  •  Carry out field missions to organize focus groups with communities and interviews with stakeholders at central and local level ( in particular with representatives of the various Ministries involved ) in order to better identify not only the factors; but also the needs of girls to improve their access and retention to middle and high schools, and especially those in rural areas ;
  •  Offer the main players in Education ( MENFOP, other ministries involved and partners ) dormitories, Accommodation by host families, school transport etc..) and appropriate strategies to promote girls’ access and retention in middle and high schools, especially in rural areas ;
  •  Facilitate a workshop to share the results of the analysis of girls’ needs, especially in rural areas, solutions and strategies proposed for validation and decision support.

Main tasks of the consultation

The main missions of the consultant are :

  •  Present in a simple and synthetic way the project, its challenges, its purpose, its context, the work methodology as well as the associated constraints and risks ;
  •  Propose a work plan as well as the documents necessary to carry out the work ;
  •  Offer analysis and data collection tools.
  •  Carry out data collections on the factors and needs of access and retention of girls in college and high school ;
  •  Conduct an extensive analysis of the needs of girls adapted to the realities on the ground, which could help improve access to and retention in education for girls, especially in rural areas ( including those living with disabilities ) ;
  •  Identify the real needs of girls in terms of access and retention in middle and high schools through interviews with the main players in the sector as well as focus groups with educational communities in the areas covered by the project ;
  •  Propose and categorize by area the type of needs to improve girls’ access to education and their retention in middle and high schools ( including those with disabilities )
  •  Produce a girls’ needs analysis report, appropriate solutions and strategies to promote girls’ access to and retention in middle and high schools and share it with stakeholders for comments and reviews
  •  Consolidate the comments of stakeholders educational actors.
  •  Support the organization of a validation workshop of the needs analysis report to improve access to education for girls in collaboration with MENFOP and the UNICEF Education team
  •  Share the final report and its associated ( or popularization ) communication plan.

Work methodology

Applicants must submit a technical proposal describing the method they will have to implement, including a detailed plan of their mission as well as the different phases and identification of the appropriate tools to carry out this mission.

Proposals related to participatory approaches should be made to ensure adequate consultation with stakeholders, as well as options for integrating their effective participation throughout the study.

The methodology proposed by the selected consultant must take into account :

  •  The simple and synthetic presentation of the project, its challenges, its purpose, its context, the work methodology as well as the associated constraints and risks ;
  •  Identification of key players ;
  •  The proposal of a work plan as well as the documents necessary to carry out the work
  •  The proposal of data collection tools and finally propose the structure of the strategy ;
  •  Interviews as well as focus group with resource people with stakeholders and other key partners, including officials from the Ministry of Education, the Ministry of Women and the Family, the Ministry of Social Affairs, the Ministry of Youth and Culture of the Ministry of Health, as well as technical and financial partners ( PTF ) in the sector, civil society organizations working in the education sectors, EPAs, management committees, girls and boys without forgetting opinion leaders, women’s associations and communities to analyze the factors, difficulties and needs to improve access to education for girls.

Results and deliverables expected by the consultation

During this consultation, the consultant ( e ) will have produced :

  •  Scheduling note for needs analysis to improve access and retention of girls.
  •  Needs Analysis Report Draft
  •  Final needs analysis report to improve access to education for girls and its associated ( or extension ) communication plan.

Duration of the mission

The overall duration of the mission will be 3 months, 37 working days. The animation of the workshops and the visits are included in the interval of this duration.

Supervision

The Consultant will be recruited by UNICEF who will establish the contract. He will be responsible for writing the deliverables, conducting the consultation, working meetings, as well as key recommendations. He will coordinate contributions, ensure harmonization and guarantee the quality of the document. As part of the implementation of the service, the selected expert will have a project team as an interlocutor who will be set up. It will include the UNICEF officials mobilized on this project as well as the MENFOP DGA

The UNICEF Adolescent Education and Development Section will oversee the implementation of the service in consultation with the AFD project manager. The Head of Education and Development of Adolescents section of UNICEF will be responsible for directing the work in collaboration with the DGA and ensuring joint work between the expert and the technical team of the project

The results of the work will be submitted to the approval of a technical committee under the authority of the Ministry of National Education and Vocational Training.

Place of consultation and working conditions

Pre-essential work in Djibouti, to be specified in the technical proposal. The consultant is normally expected to work physically at the UNICEF office, unless it is necessary to go on missions / meetings outside the office.

Remuneration

The financial offer will cover the following expenses :

  •  The fees,
  •  Daily allowances for stays and missions in Djibouti ( including living expenses, accommodation, communications, travel in the city and in the field, other reproduction costs ). The total amount will depend on the number of effective days in the field
  •  Round-trip tickets in economy class ( the given price must be reasonable compared to the journey ).

All other costs will be borne by the consultant. The consultant must provide proof of his medical coverage for the entire duration of the mission.

Payment terms

The consultant will be paid for the submission of invoices relating to the various deliverables, subject to validation by the consultation supervisor.

The consultant must submit the various products of the consultation, after validation by the technical committee, so that he is paid. Its payment must be made up to :

  •  30% when the consultation framing note is submitted ;
  •  40% when submitting the draft analysis report on the needs of children at risk of giving up or dropping out ;
  •  30% when submitting the final report.

Qualifications

The international consultant must have :

  •  A Master or Doctorate in social sciences ( sociology, gender, demography, psychology, political or economic sciences ), in public policy or in international development, in economics, education or educational planning or similar area of education ;

Each bid must include the daily rate of fees as well as other fees in accordance with section 10.

Selection and evaluation process :

Interested candidates will each submit two separate proposals by email: A technique and a financier: The structure of the technical proposal must include the following chapters :

  •  An introduction to demonstrate knowledge of the supply system in general, and the Djiboutian context in particular ;
  •  A note on the understanding of the mission, specifying on the basis of experience, the key achievable results and the working hypotheses ;
  •  A methodological proposal proposing strategy approaches, key players, main activities, and a chronogram ;
  •  Annexes including a brief presentation of the candidate, a P11 form or a complete CV with the names of three reference persons,

The financial offer must include the following lines :

  •  The header: full name of the consultant, mission titles, duration
  •  Fee fees ( specifying the daily rate )
  •  Daily allowances for the stay in Djibouti.
  •  Round-trip tickets in economy class

The proposals submitted will be evaluated with a score of 100 points with a maximum of 70 points allocated to the technical proposal and 30 points allocated to the financial proposal.

Only the financial offers of candidates whose technical offers have reached a minimum of 50 points will be selected for the financial evaluation

The contract will be awarded to the technical offer which will receive the best rating and which will be the least telling.

To qualify as a champion for each child, you must have: The candidate must provide examples of his writings, his research, his articles in French/English on the subjects covered by this item, as well as other visual supports ( video / pt among others ).
