Presentation of the project
2.1 A consortium for combined expertise
The DEFIS project is implemented by a consortium of three organizations, Handicap
International as lead, the Agir Against Exclusion Foundation – Tunisia ( FACE ) as co-applicant
and the Center for Research on Social Studies ( CRES ) as a partner.
Handicap International ( HI ): present in Tunisia since 1992, HI is a solidarity association
independent and impartial international, which intervenes in situations of poverty and exclusion,
conflicts and disasters. Working alongside disabled and vulnerable people, it
acts and testifies to meet their basic needs and to improve their living conditions.
Fondation Agir Contre l’Exclusion (FACE) : FACE was created in 2012 with the mission to promote
L’social and societal commitment of companies in order to prevent and fight against all forms
d’exclusion, discrimination and poverty by mobilizing its network of’companies, the public actors
and the civil society.
Centre de Recherche sur les Etudes Sociales (CRES) : the CRES is a public institution not
administrative under the supervision of the Ministry of Social Affairs, responsible for the development of studies and
evaluation of public policies in the social field. The CRES is specifically committed to
work towards an inclusive social protection system.
2.2 Project objectives and principles of’intervention
The DEFIS project is part of’a’a social inclusion approach defined as « a
a process that allows people at risk of poverty and social exclusion to participate in life
economic, social and cultural, and enjoy a decent standard of living. These people must be
involved in decision-making that affect their lives and benefit from’a better access to their
fundamental rights » (European Union).
It revolves around two objectives :
Effect 1. Improving the’ accompaniment of people and families in vulnerable situations, by
better coordination of’aide programs and a personalized’aide plan.
It S’agira in this context :
i) D’ support Tunisian CSOs for the establishment and capitalization
d’inclusive and intersectoral local experiments to take care of families
and people in a situation of vulnerability for their social inclusion and access to rights
this will contribute to the evolution of methods and practices ;
ii) To carry out the re-engineering of the social work of the 3 lines of care of the
establishments and services of the MAS to realize personalized accompaniments
intersectoral of these beneficiaries, based in particular on practices
experimental deployed in coordination with CSOs.
Effect 2. To bring to a strategic level the results of new approaches to social work and
field experiments at the sectoral policy dialogue.
The sectoral policy dialogue of’ social inclusion carried out at the regional and national scale with a
inclusive and multi-stakeholder approach has the ambition of’ to associate the’State and its services, organizations in
charge of social protection, economic and social actors, professionals of the’intervention
social and civil society (in particular the associations and families that take care of the
people with special needs). The sectoral dialogue will make it possible to follow the’ progress of the
social policy and’influence are progressive operationalization based on the experiences of
ground and open reflections and debates.
3 Key principles underpin the’action of the DEFIS project and will be reflected through the approaches
selected operations for the implementation of the two above-mentioned effects :
The’ intersectoral approach consists in mobilizing around people in vulnerable situations a
set of’actors, traditionally public and associative to which to add the private sector,
intervening in different areas. It should make it possible to better meet differentiated needs
vulnerable people and’ be more effective in the support provided.
The inclusive approach which consists in (i) placing at the heart of the project the person in a situation of
vulnerability, by strengthening its self-confidence, its autonomy and its ability to act alone or with
others, and (ii) accompany communities, services and policies in a transformation
to welcome diversity.
L’intersectionality which makes it possible to take into account in a given context the different factors
of vulnerability that overlap and reinforce inequalities. These factors may relate to
gender, at’age, at disability, at social status, at skin color, at geographical origin etc.
This study is part of effect 2 of the project. As such, three principles of intervention
additional will be considered :
– Learning by doing: the acquisition of new knowledge alone is insufficient
to initiate changes in practices. Beyond the training developed it is necessary
to make room for the co-construction of knowledge, through practice and coaching and to
combine reflexive exchange times allowing an analytical retreat. Beyond learning
intrinsic to the project, it will also build on the experiences of other actors,
including internationally.
representation, accountability, autonomy and independence of civil society : who must be’organized
and’s to ensure that CSOs, active in intersectoral interventions that will be supported and in
the framework of the sectoral policy dialogue effectively carries the voice of the groups whose
they defend rights, by being accountable to their peers and to the law, and by having the guarantee
their freedom of speech and’action, an essential factor in the promotion of rights and a condition for
effective participatory citizenship.
– Inclusion of economic actors and other relevant key actors in interventions
supported intersectoral, to move, in accordance with the objectives of the AMEN Social programme, to
L’assistance to social inclusion, through’employment or’independent, productive and contributory activity.
3. Objective and expected results of the’ benchmarking study
The present study is PART of the’effect 2 of the DEFIS project. This study should allow, the
through the documentation of’ significant experiences of sectoral dialogue in the field of
L’social inclusion or social protection, d’ feed the definition of the proposed strategy
within the DEFIS project.
From the lessons learned from the’analysis of’significant national and international experiences
and in view of the Tunisian context and the particularities of its social policy, the results of the’studie
should allow :
– To define the conditions and determining factors for the implementation of’a dialogue at the
regional and national level corresponding at least to levels 5 (involvement) and 6 (partnership)
from the’scale d’Arnstein ;
– To determine the governance framework of the dialogue by relying on and valuing, if
possible, from existing bodies. This includes the’ institutional anchoring of dialogue, the instances
management and their role, dialogue spaces etc ;
– Pre-identify the key actors to be mobilized and the skills required for participation
active in the process of future dialogue. The respective place of citizens, professionals and
including trade unions, CSOs, the private sector and public actors (services and decision makers)
it needs to be clarified ;
– To formulate recommendations on the modalities of preparation, of’animation and of follow-up of the
dialogue contributing to its effectiveness and impact ;
– To formulate recommendations with a view to ensuring the inclusiveness of the dialogue with a
double attention to vulnerable audiences and the representativeness of territories.

How to apply

Submission of offers
9.1 Composition of tenders
L’offre will be composed of 3 submission files :
A technical file including :
a) A methodological proposal to carry out this mission with minimal understanding
the stakes of the terms of reference and their putting in perspective with regard to the Tunisian context;
presentation of the methodological framework including study design, selection criteria
experiments to be documented and first indicative list (this can be completed by
implementation course), methods of collection and presentation of’information.
b) This document will be completed by the presentation of the expert or experts involved, with the aim of
each :
a curriculum vitae (training, work experience, lists of key publications)
– At least two references from previous consultancies for missions in the sector
social. The sharing of’sample of previous works is appreciated.
c) A work schedule detailing the stages of the advisory mission.
A financial file consisting of’a financial offer in HT in Euros or in TND according to the specificities
specified in point 7.2.
An administrative file composed as follows :
A photocopy of the’ ID or passport for each of the experts involved
Proof of the legality of its activity on the basis of the legal framework of its country of’ registration
9.2 Submission of tenders
Documents relating to the’ call for tenders and any correspondence exchanged between the tenderer and
HI must be written in French.
