1. Purpose of consultancy
To support the WHO Representative office Egypt planning and evaluation to ensure continuous performance improvement towards the achievement of the objectives stated in the National one health strategy, in order to prevent and limit possible epidemic spread to Egypt, and reduce related morbidity and mortality, in addition to preserving and enhancing health of humans, plants and the environment as step towards the achievement of the global development goals.
2. Background
Within the framework of supporting the GOE in implementing the national one health strategy that was released in April 2023, the WHO Country Office of Egypt is providing technical and strategic support needed to support it in achieving its goals.
These objectives aim to reduce health risks facing humans, animals, plants and the environment by maximizing the capacities of the country’s health systems by utilizing the One Health approach efficiently and effectively through:
- Inter-sectorial institutionalization to enable effective and sustainable coordination between various sectors.
- Monitor common health threats and risks to humans, animals and the environment and identify the factors leading to their emergence and outbreaks.
- Enhancing health capacities in relevant sectors for prevention, detection and effective response to health threats facing humans, animals and the environment.
3. Work to be performed
Output 1: Document and report on different activities and publications related to the extension of the USAID project “Support National Response Operations to COVID-19 ” .
Deliverable 1.1: Draft and finalize quarter and final project reports in accordance with the set framework
Deliverable 1.2: Attend meetings with different project partners and act as a focal point for Public Health topics in this area of work.
Deliverable 1.3: Collect and report meeting minutes and their dissemination among team members.
Output 2: provide technical support related to the activities and publications held in cooperation with the GOE and related national & international partners to support the achievement of the Egyptian national one health strategy 2023- 2027.
Deliverable 2.1: draft documents related to implementation of the national health strategy.
Deliverable 2.2: participate in meetings with different project partners to cover Public Health topics within this area of work.
4. Qualifications, experience, skills and languages
Educational Qualifications:
- Essential: First University degree in public health
- Preferable: Master’s degree in public health
Experience:
- Up to 5 years of progressively responsible work experience in the field of public health and demonstrated experience in coordination with counterparts and logistic support.
Skills/Technical skills and knowledge:
- Excellent knowledge of Microsoft office
- Demonstrated capacity to work within different cultures
- Demonstrated ability to interact in complex situations involving technical, cultural and political elements
- Extensive work experience in collecting information, analyzing data and information, identifying constraints and providing a solution.
- Excellent communication skills with the officials in MOHP and field teams at all levels.
- Demonstrated ability in completing literature review on the governance structures of the health sector of countries
- Demonstrated ability in coordination with local and national regulations.
Languages and level required:
- Excellent knowledge of English and Arabic language .

6. Planned timelines (Part time consultancy – dates are subject to confirmation)
Start date: 9 November 2023
End date: 8 October 2024
7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8. Travel
- Travel cost and accommodation are excluded from this contract.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
