Protection Specialist (Caracas) At Danish Refugee Council


Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population / host communities. DRC is currently seeking a highly qualified Protection Specialist based in Caracas, Venezuela.

About work:

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, information sessions for PoC, prevention of human trafficking, rehabilitation of health and food security infrastructure.

Role overview: Under the supervision of the National Protection Coordinator, the/the Protection Specialist contributes to the development and implementation of the DRC sector strategy in Venezuela and is responsible for supporting the provision of specialized protection services in each of the areas. In close collaboration, the field area and the national protection coordinator contribute to the implementation of the protection strategy and guarantee synergies between protection activities. Penic support focuses on protection monitoring, case management ( CM ), individual protection assistance ( IPA ), community-based protection ( CBP ), legal aid ( AL ). In addition, the Protection Specialist will support the National Protection Coordinator on behalf,advocacy and coordination with stakeholders and the ongoing exchange of PM-based protection risk analysis with UN agencies and international NGOs with the aim of ensuring a integrated and evidence-based protection response.

To this end, the Protection Specialist will support the harmonization and implementation of tools, guidelines and POE, will strengthen the referral mechanism and monitoring systems to ensure the quality of the protection program (in collaboration with M&E).

Main responsibilities

Technical (30%)

  • Ensures training structures for field offices to guarantee adequate quality in the implementation of the protection program (see capacity development).
  • Conduct regular field visits to monitor the quality of implementation, provide technical advice, and conduct needs assessments to plan the capacity development of protection personnel;
  • Support the broader information management needs of the protection program through data monitoring and visualization (POWERBI), ensuring consistency and integrity of data / information, and the continued availability of data analysis for informed decision making and project design;
  • Contribute to the establishment and periodic updates of the MEAL plan, including ensuring proper monitoring of product and outcome indicators and working closely with the Monitero and Evaluation team to implement accountability mechanisms.
  • Provide regular protection analysis on key issues for improving the protection portfolio.

Capacity development (20%)

  • In collaboration with the Country Protection Coordinator, it will develop POE and guidelines to support and reinforce the quality of activities.
  • In coordination with the PM, assess the training and development needs within the Protection team, provide technical inputs for the development of capacity development plans to be implemented with the support of the Country Protection Coordinator, including development and/or delivery of training materials to promote the professional growth of protection personnel;
  • Participate in strengthening the capacities of protection personnel, as necessary;
  • In collaboration with MEAL and with the support of the Country Protection Coordinator, develop follow-up tools to follow the process of learning events.
  • Identify gaps in the capacities of DRC personnel in the transversalization of protection and in data protection.

Development of strategies and programs (15%)

  • In close coordination with the Country Protection Coordinator, the Protection Specialist contributes to the development and implementation of the DRC sector strategy in Venezuela.
  • Support the transversalization of protection in other central sectors of the DRC.
  • In coordination with the PM at the field level, contribute to the program strategy and the establishment of logical frameworks and sectoral goals under the guidance of the National Protection Coordinator;
  • Participate when required in the development of proposals by providing specific context analysis and technical protection analysis.
  • In close coordination with the National Protection Coordinator, support the development of advocacy actions at the national, regional and global levels.

Representation and technical support to the Protection Cluster (35%)

  • Guarantee the active participation, contribution and representation of the DRC in the Cluster Protection Group, the assigned AoRs or other relevant organizations, including working groups and other meetings related to protection.
  • Collaborate with the collider of the protection cluster to advocate for the interests of civil society within the framework of coordination forums.
  • Share with the national protection cluster and other relevant spaces sharing the findings of DRC Protection Monitoring (PM), ensuring that the protection analysis guides the design of humanitarian responses.
  • Support the Protection Cluster in capacity building activities for its partners.

Experience and technical skills:

  • Proven experience of at least 3 years in protection at the technical level and / or management of protection programs, including protection monitoring, case management, community-based protection.
  • Experience in providing specialized protection assistance to people affected by displacement.
  • Previous experience in the development and / or implementation of the psychosocial support service is required.
  • Experience providing technical guidance, developing and providing specific protection training.
  • Significant knowledge of international legal frameworks related to the protection of internally displaced persons.
  • Experience in monitoring and evaluating protection programs.
  • Strong information management skills, including, but not limited to, creating databases, using server-based information gathering tools, etc.
  • Strong analytical and communication skills, representation, negotiation, promotion and diplomacy demonstrated.
  • Experience working and living in a multicultural environment and traveling to conflict-affected areas;
  • Extensive experience in reporting and project development, excellent writing skills in Spanish. A very good command of English is a great advantage.

Education:

University degree or master’s degree relevant to humanitarian work, preferably in law, social work, gender studies, social sciences or psychology.

Languages:

  • Fluency in Spanish (written and spoken),
  • Very desirable English language skills
