Protection Project Manager Burkina Faso At Norwegian Refugee Council


Context

Burkina Faso is going through a humanitarian crisis exacerbated by insecurity and the impacts of climate change.

With 2.1 million internally displaced persons (IDPs) recorded in March 2023 (CONASUR data) and continued new displacements after April 2023 reported by regional authorities, the security situation remains worrying and affects all of the 13 regions comprising the country. A total of 219 out of 351 municipalities (62%) are at severity level 3 and above according to the intersectoral needs assessment framework. In 2024, around 6.3 million people, or one in four people in the country, need humanitarian assistance, compared to 4.7 million people in 2023 (35% increase). In 2023, the security context in Burkina Faso continued to generate several forms of violence impacting civilian populations. According to data from inter-agency protection monitoring (Project 21), from January to December 2023, 3,047 protection incidents were documented. The typology of incidents highlights 1st) violations of the right to property and 2e) attacks on the right to life and physical integrity of people with respectively 39% and 32% of cases; 3e) violations of the right to freedom follow with 17%, and 4e) gender-based violence at 11%. Protection actors have also noted an exacerbation of inter-community tensions, and also stigmatization and discrimination against certain categories of populations on the basis of ethnicity. The regions most affected by protection incidents are the Sahel (20%), the East (20%), the Boucle du Mouhoun (17%), the Center-North (14%), the Center-East (11 %) and the North (8%).

Through its Protection against Violence program, NRC contributes to the response in the areas of community security and violence prevention, the Management of SAT (Temporary Reception Sites) and ZAD ‘Reception Areas for Displaced Persons ), services, personal protection, leadership and influence. For its interventions in the Sahel, Center-North and East regions, NRC is looking for a competent and motivated Protection Program Manager*.*

Role and responsibilities

  1. Hierarchical management of the Protection against Violence team
  2. Compliance and adherence to NRC policies, guidelines and procedures
  3. Responsible for ensuring program integration support, coordination and technical quality in the zone office
  4. Provide specific input for protection strategies against violence
  5. Compliance with donor standards, grant management and regular reporting to the donor in the area
  6. Identify financing opportunities and develop a strategy and mobilization of financing
  7. Responsible for financing management
  8. Ensure compliance with contractual commitments and identify and implement lessons learned from project implementation
  9. Coordinate new emergency interventions in the area
  10. Ensure the strengthening of the technical capacities of all staff

General professional skills

  • Minimum 2 years of experience in a Manager or Coordinator position in a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Expertise in Protection from violence, including rapid protection responses
  • Documented results related to position responsibilities
  • Knowledge of own leadership skills/profile
  • Fluency in English, both written and spoken

Specific knowledge and experience:

  • Specific expertise in civilian self-protection and broader civilian protection approaches, such as protection through presence, safe relocations or civil-military coordination.
  • Technical expertise and field experience in individual protection responses (Case Management, Individual Protection Assistance, Psychological First Aid, Referral)
  • Experience supporting community initiatives, including but not limited to negotiations and advocacy would be an asset.
  • Technical expertise and field experience in conflict sensitivity and protection analysis and monitoring
  • Strong interpersonal skills, including abilities to negotiate with non-governmental stakeholders
  • Knowledge and understanding of the local language of the country
  • Knowledge of the context of the Sahel, Center-North and East regions
  • Knowledge of local languages
  • Experience in managing a protection program, including implementation, program development, fundraising and budget development
  • Experience in conducting protection monitoring and analysis and liaising with advocacy efforts
  • Knowledge of secure and inclusive information management standards
  • Experience working with protection information data management
  • Good knowledge of data protection standards
  • Experience in managing teams.
  • Level of knowledge and practice with Word, Excel, Outlook, etc. required.
