Protection Officer – Tibu At Danish Refugee Council


DRC PRESENTATION.

DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the areas. most vulnerable areas of Colombia, such as the coastal areas of the Caribbean (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern part of Colombia in Norte de Santander.

POSITION GENERAL DESCRIPTION:

Under the supervision of the Protection Manager, the Protection Officer will support the field implementation of all Protection objectives under DRC projects. The Protection Officer will develop and maintain good relationships with persons of concern, relevant stakeholders and other humanitarian actors, to support the appropriate implementation and coordination of DRC Protection activities that will be carried out in the intervention area. Support the Protection Manager to ensure the quality of planning, implementation and monitoring of protection activities. Support the implementation of differential approaches, especially gender, age and ethnicity in the Protection activities of the Tibú office.

RESPONSIBILITIES:

Protection Project Implementation

  • Participate in the implementation of general protection activities in accordance with agreed objectives.
  • Continually monitor and document the needs of persons of interest.
  • Implement protection monitoring, through data collection and qualitative data, implementing quantitative data through individual protection monitoring, focus groups and key informant interviews on protection issues.
  • Support the development of the victim registry and those activities related to Law 1448, as required by the context.
  • Identify and document vulnerable people or communities that have been affected by the dynamics of the armed conflict in the region, collecting the necessary information and carrying out the assessment of risk situations and protection gaps that the population presents.
  • Handle confidential information correctly, managing protection files accurately, correctly and completely.
  • Develop plans to address identified protection needs by delivering individual protection assistance (IPA) and/or referrals to internal and/or external specialized services
  • Maintain the database of interviews with key actors, referrals and IPA, updated and correct.
  • Provide information for weekly, monthly, quarterly and annual reports as required by the Protection Team Leader. Likewise ad hoc reports when necessary.
  • Support the Protection Team leader in the preparation of reports or inputs resulting from protection monitoring for the participation of DRC in the local coordination spaces (ELC), at the tables

EXPERIENCE :

  • Minimum 2 years of relevant experience in humanitarian protection, social work, human rights, work with victims of the armed conflict or other similar field work, related to institutions of the National System of Comprehensive Care and Reparation for Victims – SNARIV, NGO or other organization nonprofit.
  • Field experience and work with internally displaced people.
  • Field experience and work with women survivors of GBV and LGBTI people.
  • Basic knowledge about assistance and reparation routes for victims of the armed conflict.
  • Demonstrated experience and skills in humanitarian protection and a differential approach in protection responses;
  • Experience in data collection and analysis;
  • Excellent skills to work with tablets and computers
  • Excellent skills in MS Word and Excel
  • Willingness and ability to learn
  • Experience with the following standard procedures and guidelines

Desirable

  • Calm and diplomatic character.
  • Good team work; ability to create a good environment.
  • Proficiency in English is an advantage.
  • Having worked in the region of intervention or knowing the territorial context.

EDUCATION LEVEL:

Diploma or relevant professional qualification (e.g. political science, law, social work, international development, psychology, human rights)
