Protection Manager (Gestionnaire Protection Pays) At Danish Refugee Council


The Danish Refugee Council (DRC) assists refugees and displaced persons worldwide: we provide them with emergency assistance, including, let us fight for their rights and contribute to ensuring that’s have access to a better future. We are present in conflict zones, along displacement routes and in countries where refugees are settling. We work in cooperation with local communities to identify solutions that are both responsible and sustainable. In DRC, DRC has been engaged in humanitarian aid since 2009. Indeed, prior to the Eastern Province, DRC has gradually extended its’action radius to North Kivu. The country office is based in Goma.

General objective of the position :

The protection sector manager/e will be responsible for overall quality oversight of all protection activities and will ensure the integration of protection into all other activities. The/the CountryProtection Manager will oversee the quality of interventions made in protection and protection of childhood’s in all DRC intervention areas. This role covers the entire country and ensures compliance with DRC Protection procedures and guidelines in the country.

She/he will supervise the protection specialists and the/the specialist in the management of the’information protection, ensuring responsible the distribution of the tasks of the’ team and the objectives of each specialist.

She/he will also be responsible for the coordination and representation of DRC on protection at the national level. The/the CountryProtection Manager actively participates in protection clusters and relevant working groups in Goma, and in Kinshasa when relevant.

Responsibilities :

Coordination & representation

  • Collaborate with internal and external technical experts on issues related to the sector concerned ;
  • Represent the DRC at relevant coordination meetings ;
  • Ensure the integration of sectoral activities with other sectors of the DRC ;
  • Coordinate with industry counterparts in other locations in the implementation of joint funded projects ;
  • Ensure representation and strengthen the presence of DRC in the protection sector at all levels ;
  • Actively participate in internal and external coordination meetings ;
  • Ensure and actively participate in regular sectoral meetings ;
  • General programming and operations ;
  • Produce high quality protection reports, policies, strategic documents and advocacy ;
  • Through the management of protection specialists, ensuring the implementation of the integration of protection and other standards related to protection, in coordination with the coordinator/regional protection trice ;
  • Implement new approaches for protection information management systems ( PIM ) with the PIM specialist ;
  • Be responsible for the management and development of the protection team in the country.

Program development

  • Participate in the process of strategic assessment of new funding opportunities and play a leading role in proposal development processes, particularly in the protection sector, in particular by writing and producing concept notes and quality proposals ;
  • Provide technical assistance to protection teams and regularly review work plans and standard operating procedures (SOPs) to update and adjust them as necessary with the Specialist Protection ;
  • Set up a protection monitoring system in the country in collaboration with other protection actors and members of the protection group ;
  • Finalize the monthly protection monitoring reports and compile them in a monthly DRC protection monitoring report for external dissemination ;
  • Provide external protection reports, adapted to specific audiences on the basis of internal protection monitoring reports from the various field offices ;
  • Implement training, coaching and plans to build the capacity of staff and local authorities in key areas of protection for the DRC such as integration of protection, child protection, gender-based violence ;
  • Ensure the quality of protection programs – in particular with regard to data management and psychosocial support for displaced persons within the framework of a holistic management programming for case ;
  • Coordinate with other sectors to move towards integration of protection programmes where possible or integration of protection in other sectors where integration is not available ;
  • Contribute and coordinate design, and, the implementation and evaluation of protection-related programming to ensure follow-up or expansion funding for the protection portfolio according to identified needs and in a standardized manner for all the programs.

Technical experience and skills :

  • Minimum 5 years of proven international experience in NGO projects ;
  • Protection sector experience ;
  • Technical expertise in the field of protection, in particular the protection of the CHILD’ and the VBGs ;
  • University degree in social sciences, psychology, international law, or any other relevant field ;
  • Experience in personnel management will be an asset ;
  • Professional mastery of French (written and at’oral) and strong capacity for formal/professional writing ;
  • Current mastery of’anglais will be an asset (written and at’oral) ;
  • Excellent writing and editing skills for external audiences (including governments and donors) ; and ;
  • Experience in the production of high quality technical equipment (training materials, program tools, proposals, strategic documents, etc.) ;
  • Professional experience in unstable security contexts.

What we offer you

Duration of the contract : 1 Year renewable subject to performance and financing.

Salary : in accordance with the conditions of employment of the Danish Council for Refugees Band F/Manager
