Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Officer (TRD) with close coordination of the Senior Programme Coordinator (Response, Recovery, Resilience, the Project Officer (Reintegration) will be responsible for the coordination and implementation of veterans’ reintegration programming within the Country Office’s (CO) Transition and Recovery Programme, including communications activities.

Core Functions / Responsibilities:

  1. Supervise and coordinate the successful implementation of current and future veterans’ reintegration programming in Ukraine, providing technical inputs and support to relevant thematic focal points and field team members.
  2. Monitor the implementation of project activities by the project team and relevant implementing partners including reporting, communications, and monitoring and evaluation activities, checking compliance with donor requirements.
  3. Closely coordinate with the Logistics/Procurement, Finance, and Human Resources (HR) Units to facilitate efficient and transparent use of funds and swift and high-quality delivery of activities.
  4. Coordinate the timely preparation and submission of project reports according to theInternational Organization for Migration (IOM) and donor formats.
  5. Act as a technical focal point for relevant donors, responding to requests for information and providing regular project updates as appropriate.
  6. Closely coordinate with the Ministry for Veterans Affairs, attending coordination meetings, and providing project information as necessary.
  7. In close coordination with relevant colleagues, contribute to the development of concept notes and project proposals related to holistic and whole-of-society veterans’ reintegration, including the integration of activities focused on community cohesion, livelihoods, mental health and psychosocial support, capacity development, housing solutions, and other relevant sectors.
  8. Undertake site visits and duty travel as required to meet with beneficiaries, partners, and/or donors; to monitor project progress; and/or to provide technical support to staff working on relevant projects.
  9. In consultation with the Programme Officer (TRD), propose learning opportunities for staff to facilitate quality, innovative, and evidence-based programming.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Peace and Conflict Studies, Economics, Management, or a related field from an accredited academic institution with two years of relevant professional experience
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the areas of transition, recovery, and/or disarmament, demobilization and reintegration (DDR) approaches;
  • Experience in a crisis context and emergency operation is an advantage;
  • Experience throughout the project cycle, including proposal development, project implementation, monitoring, evaluation, and reporting;
  • Experience in liaising and building effective partnerships with donors, government authorities, other national/international institutions, and local and international NGOs.

Skills

  • Practical knowledge of applying conflict sensitivity principles and approaches;
  • Demonstrated computer skills, including Microsoft Office365 (e.g. Word, Excel, Outlook, PowerPoint, etc.);
  • Knowledge of IOM administrative rules and regulations is an advantage;
  • Organizational skills and self-discipline to work in a fast-paced and challenging environment;
  • Ability to supervise, train, and direct staff and manage operations in complex conflict contexts;
  • Excellent written and spoken communications for a variety of audiences;
  • Delivers quality work accurately and concisely according to set deadlines;
  • Multi-tasking and prioritizing activities in hardship contexts; and• Ability to work effectively within a team to obtain shared objectives.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Ukrainian and/or Russian is an advantage.
