Context:

On 8 August 2022 in Doha, the TMC and 42 politico-military groups signed the “Accord de Doha pour la paix et pour la participation des mouvements politico-militaires au dialogue national inclusif et souverain tchadien » (the Doha agreement).

The Doha agreement includes among its key points the immediate adoption of a ceasefire between the transitional government and politico-military groups, and the implementation of a Disarmament, Demobilization and Reintegration (DDR) programme “in accordance with internationally recognized standards” to “make the ceasefire final and irreversible”.

Under the overall supervision of the IOM Chad Chief of Mission, and under the direct supervision of the DDR/ Preventing Violent Extremism (PVE) Advisor, the Project Officer (DRR) will be responsible for supporting the coordination and implementation of project activities pertaining to IOM’s responsibility, closely working and liaising with programme stakeholders.

Core Functions / Responsibilities:

  1. Monitor and provide guidance for the coordination and implementation of DDR project operations under IOM responsibility, maintaining and monitoring budgetary and administrative aspects of project activities in line with IOM policies and procedures, as well as relevant donor requirements.
  2. Facilitate coordination and appropriate information flows with project implementation partners, with particular regard for the lead agency, for coherence and consistency of approach in all phases of project implementation.
  3. In close coordination with the project lead agency and other key stakeholders, liaise with relevant government authorities in charge of the DDR programme to facilitate the flow of information, coordination and national ownership over project activities under IOM responsibility.
  4. Liaise with key local authorities and community representatives in the areas covered by the project, to facilitate the identification and implementation of the projects’ activities, and coordinate and monitor the work of the project’s field staff.
  5. Track and follow up on the timely elaboration and submission of narrative and financial reports for project activities under IOM responsibility, in close coordination with the lead agency and in accordance to donor requirements and deadlines and with IOM internal reporting procedures.
  6. Contribute to the development of DDR and DDR-related project proposals and activities, including the extension of the DDR project’s pilot CVR component. Make operational recommendations for improved coherence, risk management and delivery.
  7. In close collaboration with relevant mission sections, assist with recruitment and selection processes for new project staff and check that recruitment and staff management activities are aligned with IOM internal rules and procedures.
  8. Supervise and train relevant DDR programme staff, including in relation to the principles of humanitarian action and Do No Harm.
  9. In close coordination with the Chief of Mission, the Mission’s Field Security Officer, and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements, facilitate the dissemination of security information and the organization of relevant safety and security training.
  10. Undertake regular field travel and on-site monitoring; monitor the implementation of programme impact evaluations, as required.
  11. Participate in relevant seminars, meetings, and other events to support the promotion of DDR initiatives and conflict reduction, and share stakeholder views of context analysis, initiatives and the results of broad partnership initiatives.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Development Studies and Planning, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in programme support implementation specifically in the humanitarian, early recovery and recovery fields relating to forced migration (returnees, refugee, IDP issues), reintegration of ex-combatants, community based third generation DDR processes and fourth generation DDRR processes, showing increasing levels of responsibility;
  • Willingness to live and operate in remote and isolated field locations and work in a diverse multi-cultural environment;
  • Previous experience in supporting the development of coherent, nationally led processes as well as transitional and community-based reintegration processes in support of individuals and communities, including in contexts of on-going conflict and or violent extremism a distinct advantage;
  • Experience in field-work in a conflict or post-conflict environment;
  • Proven experiences in the Country are an advantage; and,
  • Experience of “Do no Harm” based projects is a distinct advantage.

Skills

  • Knowledge of key concepts related to DDR programming as well as interim stabilization, social cohesion, conflict management, victim’s assistance or transitional justice, with an emphasis on capacity building for governments, the safety of individuals and communities, and supporting community capacity to receive and reintegrate former armed-group members is advantageous; and,
  • Thorough knowledge of the United Nations Department of Safety and Security protocols and experience working in a Phase III or above security environment.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
