Position Summary

Momentum Wheels for Humanity seeks a Project Officer to provide programmatic and logistical support for the project Building Capacity for Disability-Inclusive Climate-Related Disaster Risk Reduction, Response, and Recovery in El Salvador, funded by the United States Agency for International Development (USAID). Under the direction of the LAC Regional Manager and in close coordination with the Project Coordinator, the Project Officer will be responsible for supporting activity implementation in close coordination with governmental ministries and disabled persons organizations (DPOs). Only candidates with work authorization in El Salvador will be considered; relocation benefits will not be provided.

About the Project

In El Salvador, the government is working to harmonize its laws with the United Nations Convention on the Rights of Persons with Disabilities (CRPD) provisions; however, there are notable gaps in national policies for disaster risk reduction, early warning communications systems, and emergency personnel capacity to support persons with disabilities in emergencies. As climate change continues to bring more extreme weather patterns and natural disasters to El Salvador, there is an urgent need to address these gaps. The goal of this project is to bolster the resilience of persons with disabilities to the effects of climate change by strengthening national and regional capacity for disability-inclusive disaster risk reduction, response, and recovery in El Salvador**.**

This two year project will achieve the following objectives: 1) Engage persons with disabilities, women, and other marginalized groups to review national policies and procedures for disaster risk reduction and response, including evacuation procedures and sheltering, 2) Amend and develop disaster risk reduction and response communications materials for disability inclusiveness, with an emphasis on accessible early warning systems for extreme weather events, 3) Build awareness and capacity of national emergency response personnel to support persons with disabilities in disaster risk reduction, response, and recovery, and 4) Promote the inclusion of assistive technology as part of community preparedness to facilitate disability-inclusive search and rescue and evacuation.

Expected Duties and Responsibilities

Reporting to the LAC Regional Manager, the Project Officer will be responsible for performing the following primary tasks:

Program Support Tasks

  • Assist in organizing trainings and other in-country activities, including identification of appropriate venues and preparation of required materials
  • Prepare agendas, participant lists, meeting minutes, and communication or other materials for events as required
  • Coordinate country office and project procurements and logistics, including office stock and inventory management
  • Source and procure needed project supplies in line with donor rules and regulations and MWH policies and procedures
  • Identify, assess, and manage positive and productive relationships with project vendors, consultants, and stakeholders
  • Provide logistical support for in-country trainings, workshops, meetings, and other events as needed
  • Identify and respond to programmatic and logistical needs, including facility needs and information communication and technology questions
  • Manage travel arrangements for in-country travel, including ground transportation, and accommodations as needed, in addition to travel arrangements for international travelers to El Salvador
  • Facilitate communication between relevant local and national agencies, institutions, disabled persons organizations (DPOs), and other stakeholders to further project logistics
  • Collect required monitoring and evaluation data; contribute to programmatic reporting and proposal development as needed
  • Support in the production of information and communications materials as required
  • Maintain project files and electronic data according to MWH policies and procedures
  • Provide other support as needed

Minimum Qualifications

  • Bachelor’s degree in relevant field, including international development, global health, business administration, or related field
  • At least two years of professional experience providing project-related logistical and administrative support in a team environment on international technical assistance projects
  • Demonstrated success in activity planning, implementation, monitoring, and reporting required
  • Detail-oriented with good coordination, organization, and prioritization skills
  • Demonstrate analytical and administrative skills, as well as resourcefulness and initiative
  • Excellent computer skills with practical experience using Microsoft, Outlook, DropBox and other computer applications
  • Fluency in Spanish and English
  • Excellent oral and written communication skills
  • Excellent written organization and drafting skills
  • Willingness to travel locally for project activities as needed

Preferred Qualifications

  • Prior work experience with an international technical assistance implementer in El Salvador
  • Understanding of national health and civil protection systems
  • Experience in disability inclusion and/or disaster response
