Context of the programme :

International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through health care training and education aid and development programmes. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political and non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergencies,International Medical Corps is rehabilitating devastated health care systems and helping them regain their independence.

In recent years, Cameroon has been affected by crises in several neighbouring countries, which have led to insecurity and left Cameroonian communities in a state of vulnerability, especially women and children living in border areas. IMC UK is one of the organisations that has been working with WFP since July 2016 on nutrition assistance projects for refugees and host populations in Cameroon, specifically in the northern regions, and in the, from the East and Adamawa. Hundreds of thousands of refugees of various nationalities, but mainly Central Africans and Nigerians, have sought refuge in Cameroon for several decades. UNHCR figures from the January 2024 fact sheet on central african refugees in the eastern and eastern regions’Adamawa and the North reveal that there are 330,869 Central African refugees, with children under 5 representing 11.62%. Of these refugees residing in these three regions, 70,567 live in camps. The large presence of refugees in these communities has aggravated the food insecurity situation prevailing in host communities where income-generating opportunities, such as subsistence farming, exist, livestock and small businesses are limited. Therefore, IMC would like to recruit a MEAL assistant who will be responsible for data management and quality support in the implementation of project activities. The MEAL assistant(e) will be placed(e) under the direct responsibility of the MEAL Manager and will also have to work closely with the programme field team.

Summary of the position :

Under the supervision of the person responsible for monitoring, evaluation, accountability and learning (MEAL), the role of the assistant is to support the person responsible for monitoring, evaluation, and, responsibility and learning in the implementation of the MEAL work plan and to contribute to the achievement and improvement of the quality of the programme/project. The MEAL Assistant(e) will provide support by collecting and managing data on programme/project outcomes, as well as knowledge and lessons learned. The assistant will support the programme in the field by working closely with the field team to ensure the quality of the programme/project.The incumbent will also ensure that community-level feedback and response (CBFRM) mechanisms are in place.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

1. Project design and planning

  • Support the development of a results framework and logical framework, including indicators for simple projects.
  • Support the MEAL department in the development of databases for all programs using available technologies.
  • Apply the basic concepts and objective of humanitarian needs assessment, with a focus on accountability to affected populations (AAPs) within the project.
  • Conduct community consultations and engage with communities to ensure accountability by applying different maintenance techniques.
  • Promote internal learning by sharing information from and to the program in good time.

2. MEL system

  • Implement MEAL activities in the field in accordance with the MEAL work plan and support monitoring and evaluation activities, such as physical asset verification, post-distribution monitoring, data quality audits, surveys / evaluations, etc.
  • Organize and direct data collection activities by monitoring the data collection and reporting flow set up for a project.
  • Ensure that MEAL activities are participatory, including monitoring, evaluation and appraisal.
  • Use tools to track project progress and bottlenecks and develop simple data collection tools based on monitoring indicators.
  • Conduct regular field visits and periodic data analyses and triangulate data from other MEAL exercises.

3. Data quality management and sampling

  • Carry out routine audits of data quality in the field in accordance with data quality audit guidelines.
  • Mitigate data pitfalls and issues and ensure that data quality strategies and activities are in place.
  • Report data quality issues to the market impact assessment officer and provide support for monitoring data quality in the field.
  • Apply the concept of different sampling methods, develop a sampling framework and conduct sampling following the manager’s guidelines for population-based or beneficiary-based surveys.

4. Presentation, learning and knowledge management

  • Perform a database visualization using tables and graphs to represent data and information for presentation or other communication.
  • Clearly communicate the results of monitoring activities and reviews in relation to the objectives set by the project.
  • Compile project-level data and indicators for reporting in a clear and concise manner, providing all required information.
  • Provide basic training to teams (methods of data collection, use of S&E tools and concepts, CBFRM).
  • Evaluate the evolution of knowledge of training participants

5. Community feedback and response mechanism

  • Ensure that all data collected through the intermediary adheres to key concepts and commitments regarding the AAP, including CHS and donor requirements.
  • Ensure that all data collected through the CBFRM has been communicated to the controller in a timely manner, in accordance with standard operating procedures.
  • Support the implementation and monitoring of the CBFRM, accountability initiatives and practices in the area of supervision.

6. Carry out other tasks entrusted to him.

Qualifications, Training, Experience and Skills

  • Hold a BACHELOR’s degree in public health, statistics, social sciences or related fields.
  • To justify at least two years of practical experience in a humanitarian organisation or working with refugees or displaced persons in humanitarian contexts ;
  • Understand key concepts and commitments regarding AAP ;
  • Understand the fundamentals of evaluation and have experience with population based surveys ;
  • Have analytical, conceptual and strategic thinking skills regarding protection, health and nutrition programmes ; and ;
  • Be able to carry out regular field visits ;
  • Proven ability to work with large amounts of data and convert it into understandable results ;
  • Proven ability to work cooperatively within a team ;
  • Proficiency in Microsoft Office applications and data processing and analysis software ;
  • Ability to communicate clearly with diverse audiences ;
  • Good understanding of the local context of East, Adamawa and North ;
  • Excellent interpersonal skills and ability to speak and write French and English.
