CONTEXT AND OBJECTIVES OF THE POSITION

After the devastating earthquake of September 2023, BSF aims to launch its programs in Morocco, in collaboration with local partners, to support educational activities and access to information.

The/the Project Officer will ensure the quality of the programs by developing/now collaborative relationships with project partners and being the focal point of project implementation. He/she will be under the direct supervision of the project manager (based at headquarters) and will work closely with the/the content manager, training and mediation (based on the field) as well as’ with the headquarters program team.

The main objectives of the position are :

  • Ensure the proper implementation of the project, at the programmatic, administrative or monitoring-evaluation level.
  • Ensure fruitful partnership relations, including the mobilization and coordination of partners.
  • Provide support for the organization and mediation of training.

MAIN MISSIONS

The/the Project Officer is responsible for the following main tasks :

1/Partnership relations and contextual monitoring

  • He/she supports the project leader regarding the development of partnerships and the development of collaborative agreements.
  • He/she supports the project leader in mobilizing partners, participates in coordination meetings and shares meeting minutes when relevant.
  • He/she supports the project leader in identifying the capacity building needs of field teams, and in implementing capacity building.
  • He/she participates in sectoral coordination meetings, when relevant.
  • He/she follows the context and informs the team in case of important events.

2/ Design of activities

  • He/she participates in needs assessments in close collaboration with the/the person responsible for content, training and mediation.
  • He/she provides support to the content, training and mediation officer for the design of the documentary strategy and the selection of content.
  • He/she provides support to the content, training and mediation officer to design curricula of activities to support partners.

3/ Implementation of activities

  • He/she oversees the implementation of the partners’ action plan.
  • He/she oversees and compiles narrative reports produced by partners.
  • He/she oversees the data collection process and compiles partner data.
  • He/she produces communication materials (photos, life stories), while collecting the consent of the participants and their parents.

4/Administrative management

  • He/she assists the project leader in coordinating with government officials to ensure compliance with local regulations and protocols.
  • He/she acts as a focal point for the administrative tasks and external suppliers.
  • He/she manages the processes of buying and paying for office equipment, supplies and small services, ensuring the best quality/ratio/pricing and adherence to BSF and donor purchasing policies.
  • He/she helps to organize the travel of BSF staffs if necessary.
  • He/she manages bank transfers from headquarters and treasury.

5/ Monitoring Evaluation

  • He/she implements and trains partners in monitoring and evaluation tools (qualitative and quantitative data) designed in collaboration with the project manager.
  • He/she designs the terms of reference for follow-up visits to the field and organizes them accordingly.
  • He/she leads a community of practice around BSF projects among the field teams of the partners.
  • He/she participates in the’ organization and implementation of’capitalization workshops with the field teams of partners.

6/Training

  • He/she leads the logistical organization of training.
  • He/she provides support to the content, training and mediation officer for the design of training sessions.
  • He/she supports the/the person in charge of content, training and mediation, during the animation of the trainings.
  • He/she supports the/the person in charge of content, training and mediation, during the drafting of training reports.

Experience & training

  • University degree in the field of management of the project cycle or the social sciences.
  • Prior project management experience (including design, implementation and monitoring of’activities as well as reporting design).
  • Experience with cultural or educational projects preferable.
  • Experience in managing partnerships (ability to have different partners cooperate on an operational level).
  • Planning and preparation of activities (logistics and teaching)
  • Computer skills : at the’ with the’ use of digital tools such as tablets, computers, cameras, tape recorders.
  • Good understanding of mediation and training
  • Sensitivity to humanitarian principles

Qualities required

  • An interest in digital education and new educational tools, platforms and technologies is strongly desired.
  • Rigor, organization and reliability. Able to work independently with a sense of responsibility.
  • Able to adapt, manage priorities and act in a pragmatic way in a busy work environment.
  • Strong interpersonal and communication skills. Able to coordinate and collaborate with external stakeholders.
  • Willingness to learn, develop and participate as a team member.
  • Leadership
  • Strong sense of integrity and honesty.
  • Mastery of english or french.
  • Arabic mother tongue.
  • Driving license

RECRUITMENT CONDITIONS

  • Type of contract : National contract (under Moroccan law)
  • Duration of the contract : 12 Months
  • Start date of : As soon as possible
  • Monthly gross remuneration : According to BSF salary grid and experience
  • Location : Marrakech or Agadir (to be defined later) with many trips to be expected in the region and in the country.
