ACTED PSEAH Policy:

The Emergency Project Manager has the responsibility to adhere and commit to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment) always. As all managers and coordinators, the Emergency Project Manager has the responsibility for ensuring that measures to prevent SEAH are implemented and regularly monitored. The Emergency Project Manager should ensure that staff under his/her supervision/management understand and comply with ACTED PSEAH policy and have completed the mandatory trainings on the Code of Conduct and the PSEAH Policy. The Emergency Project Managershould promote an environment to help prevent sexual harassment, exploitation, and abuse both at the office and in the field and report any misconducts or SEAH issues appropriately according to ACTED’s procedures.

Location: Suran Field Office – Aleppo Govornorate with frequent visits to Azzaz office

Job Purpose

Under the direct supervision of the Emergency Project Coordinator in Turkiye – the Project Manager for Food and Non- Food Projects in Aleppo Area will support in leading and supervising all field activities including program planning, implementation, reporting, and coordination with other organizations and stakeholders on the field level, and support to other projects and initiatives undertaken by ACTED to support the various needs of the most vulnerable HHs in Aleppo Area.

Direct Supervision: 2 Senior Project Officer

Indirect Supervision: 5 Project Officers and 15 Project Assistants.

Working Relations

Internal:

  • Project Managers.
  • Food Safety & Nutrition Officer.
  • Program Team in Syria and Turkiye.
  • Logistic Department.
  • MEAL, Accountability, Finance, HR, Admin Security, and Access Teams.
  • Coordination.

External:

Village Councils, Camp Management, Beneficiaries, Community Members, Food Vendors, NGOs/INGOs.

Objectives:

The Project Manager will support in leading the implementation of the food and non-food projects in northwest Syria (Aleppo area) and under the supervision of the Emergency Project Coordinator in Turkiye, he/she will oversee and support the field emergency team in Aleppo area in all stages (Designing, communication, assessments, registration, distribution, redemption, planning, monitoring and closure ). Ensure work done is carried out against agreed quality standards, and ensure the project stays within the assigned schedule.

Duties and Responsibilities:

Supervise the planning and implementation of all food- non-food activities:

  • Ensure the safe and efficient distribution/redemption of food and NFI assistance according to project standards.
  • Participate in the planning and scheduling of all food and non-food field activities, with supervision from the Emergency Project Coordinator in Turkiye and input from Program Team. With the support of Senior Project Officers, advise the Emergency Project Coordinator regarding any necessary changes to the daily, weekly, and monthly distribution/redemption plans.
  • Supervise the registration processes for vulnerable households across the locations mentioned and ensure all the information requested is in place.
  • In times of a rapid-onset emergency, supervise and contribute to rapid need assessments, analysis, decision-making, and response activities, including support to other sectors and teams.
  • Support initiatives to gather data, information, or feedback related to the program from various stakeholders in the field. Contribute to tools and process design, implementation, reporting, analysis, and decision-making.
  • Supervise Senior Project Officers and Project Officers to ensure that all necessary preparations for distributions/redemptions are completed, local councils/camp management notification, coordination with the logistics and finance teams, and printing of distribution/redemptions sheets.
  • Support the Project Coordinator and Senior Project Officer in Turkiye to promptly address feedback from the MEAL Department, rectify identified gaps, and share corrective measures. Maintain integrity, transparency, and a quality-focused approach at all times.
  • Ensure that all field travel plans are shared with the Security team at least 24 hours in advance and that all travel has final approval from the Security focal point on the day of travel.
  • Ensure that all teams traveling follow necessary safety protocols, including communication, road safety, and emergency supplies.
  • Ensure that Senior Project Officer, Project Officers, Project Assistants, and daily workers have a good understanding of how to set up a safe and efficient distribution, including site selection, communication with beneficiaries, and management of problems that may arise.
  • Ensure that all Emergency field staff and partners understand and protection of the rights and dignity of all community members and beneficiaries, especially the most vulnerable. Support ACTED in the continued development and implementation of systems to promote protection and safety.

Coordinate Reporting on Field Activities:

  • Support the overall efficient management of project information.
  • Provide internal reports with complete, verified information to Emergency Project Coordinator and Senior Project Officer in Tukey on time.
  • Ensure that all distribution/redemption records and daily distribution/redemption reports are properly filled out, signed, and filed.
  • Share any concerns or recommendations related to the safety and efficiency of distributions/redemptions/registrations/Assessments or the overall effectiveness of the Emergency Project Coordinator and Senior Project Officer in Turkiye.

Supervision, Leadership, and Teamwork:

  • Promote a positive and effective working environment for all Field team members in the Suran and Azzaz offices.
  • Ensure all Program Field Team in the Suran and Azzaz offices have a working understanding of the project, its goals, and objectives.
  • Ensure all Program Field Team understand and have access to their job descriptions.
  • Ensure all Program Field Team in the Suran and Azzaz offices complete their appraisal, including professional development plans.
  • Ensure all Program Field Team are informed of any updates to project plans or approaches on a timely basis.
  • Ensure all Program Field Team are able to share their questions and recommendations related to the project openly with their supervisors, and that those questions and concerns are communicated to the Emergency Project Coordinator and Senior Project Officer in Turkiye.
  • Ensure all Program Field Team are treating other team members, community members, and beneficiaries with respect and dignity.

Procurement:

  • Work closely with the procurement field team to deliver the tasks in a timely manner.
  • Support in developing the evaluation for the purchased items, and contracted services in the field.

Finance:

  • Follow up with the program field team to prepare the payment procedures and share them with Project Coordinator and Senior Project Officer in Turkiye in a timely manner.
  • Follow up with finance/logistics colleagues in the process of reviewing payments raised by the field team.

Key Performance Indicators

  • 95% of Planned monthly and weekly activities are implemented in time.
  • 90 % of planned target of the project is achieved.
  • Number of successful distributions/redemptions activities performed in the field.
  • Number of reports shared and submitted on time.
  • Number of registrations, assessments procedures are conducted and supervised.
  • Number of assessments, designs and reports has been reviewed, prepared and submitted in a timely manner.
  • 90% of requested information, inputs and documents ready on time.
  • 100% of all team members understand all applicable regulations.
  • 100% of the program documentation produced at the base level are reviewed, scanned and shared with Senior Project officer in Turkiye in timely manner.
  • 90% of payments prepared on timely manner.
  • 90% of safety and security measures for field team were followed.

QUALIFICATIONS

  • University degree in a related field.
  • Experience in implementing food projects for more than 6 years including 3 years of supervision experience
  • experience in implementing non-food projects for more than 3 years.
  • Proven excellent leadership and team management skills, with the ability to inspire and motivate team members.
  • Fluency in written and oral Arabic.
  • Advanced English language skills.
  • Excellent written and verbal communication skills, multi-tasking, organizational and prioritization skills.
  • Strong skills in written communication, including effective report writing.
  • Excellent interpersonal skills for relationships with team members and local communities.
  • Knowledge of office equipment, email, and computer applications, especially Microsoft Word, Excel, and Outlook.
  • Ability to work well in a team in difficult circumstances.
  • Strong ability to effectively take and give direction.
  • Preferred proven previous experience in insecure environments.
