Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Operations, in close coordination with the relevant IOM thematic units and Heads of Field Offices, the Project Manager (Durable Solutions) will be responsible for managing and overseeing IOM’s work on durable solutions for internally displaced persons (IDPs). This includes developing and managing durable solutions’ related projects and programs, representing IOM South Sudan in relevant coordination mechanisms, and providing technical support to the South Sudanese authorities and other stakeholders on durable solutions for IDPs.

Core Functions / Responsibilities:

  1. Design and manage the implementation of IOM durable solutions’ related projects and programs and ensure that all activities are carried out to the highest possible standard and in full compliance with commitments made to the donor as well as with the relevant IOM and UN policies, guidelines, and standards.
  2. Represent IOM South Sudan in relevant national coordination mechanisms around durable solutions for IDPs including, but not limited to, in the durable solutions working group under the Partnership for Resilience and Recovery (PfRR) platform.
  3. Provide technical assistance and strategic input around durable solutions to relevant government actors including around the development of roadmaps and other policy documents around resolving internal displacement in South Sudan at both national and state level.
  4. Initiate and maintain strong relationships with relevant internal and external stakeholders including, but not limited to, government actors, donors, project partners, the United Nations Mission in South Sudan and other UN agencies.
  5. Where relevant, manage and coordinate project implementation partners in accordance with donor and project provisions and ensure an integrated and coherent approach to durable solutions across such partners.
  6. Actively explore and identify opportunities for durable solutions in South Sudan including the support that IOM South Sudan and partners could provide to government authorities and local communities and develop concept notes and proposals accordingly.
  7. Conduct regular field visits to project and/or programme locations to monitor progress, capture transformative change achieved through the relevant project and/or programme and initiate the development of knowledge products.
  8. Coordinate operational research including stabilization, baseline studies and project impact evaluations, including evidence building on best practices for violence reduction, social cohesion, and trust building, in close collaboration with IOM conflict analysis and Displacement Tracking Matrix (DTM) team.
  9. Oversee the development and dissemination of timely analytical reports including donor progress reports, publications, and a variety of information products or proposals for internal or external use to communicate the progress and project results.
  10. Ensure full compliance with all administrative and financial aspects of programme implementation in accordance with the donor rules and IOM rules and procedures in this regard.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Law, Development Studies, Political or Social Sciences, Human Rights, Peacebuilding/Conflict studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven experience in the conceptualization and implementation of durable solutions projects and programs in complex post-conflict and/or transitional settings.
  • Proven experience in project management and coordination, with demonstrated experience in managing projects with several stakeholders in politically complex and operationally challenging environments.
  • Proven experience in, and knowledge of, the application of the triple nexus approach in the context of durable solutions programming
  • Solid experience in drafting and initiating the implementation of durable solutions’ strategies and/or roadmaps and a proven track-record of successfully collaborating with authorities and affected communities in this regard.
  • Strong experience in multi-stakeholder liaison, engagement and management including UN, NGO, civil society, Government institutions, local authorities and affected communities.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
