Project Coordinator – Tera – Niger – H / F At ALIMA


ALIMA in Niger

Since July 2009, ALIMA works in collaboration with the Nigerian medical NGO BEFEN ( Well Being of Women and Children in Niger ) to manage a program to deal with malnutrition and malaria in the district of Mirriah ( 800,000 inhabitants ) – in the Zinder region east of Niger.

It was in 2012 that ALIMA / BEFEN extended their activities in the District of Dakoro, in the northern part of the Maradi region, with the objective of contributing to the reduction of mortality and morbidity among children under 5 years of age. This project includes a pediatric care and management component for severe acute malnutrition, on an outpatient basis ( CRENAS ), and in hospitalization ( CRENI ) as well as a mobile clinic for maternal and primary health care in the areas of the sanitary desert in the north of the district. This support for the Dakoro DS has experienced an extension of the number of CRENAS supported over the years, and in 2013, ALIMA/BEFEN started the PB-mothers strategy in the 2 DS ( Dakoro and Mirriah ), where 10,000 women were trained.

In 2014, the project took care of 25,400 children suffering from acute severe malnutrition, including 500 cases suffering from complications and hospitalized in CRENI and 37,300 cases of malaria.

In 2017, ALIMA / BEFEN scaled up the PB-mothers strategy in the Maradi health region.

In 2020, there was the start of the CRENI-school in Dakoro, as part of capacity building for MOH health personnel in the management of severe acute malnutrition with complication.

By following a logic of progressive disengagement in the framework of financing nutritional activities in the stabilized areas of which the DS of Dakoro is a part, our activities were reduced in 2021, as a result of the decline in humanitarian funding, by our main donor ECHO, we disengaged from CRENAS, and our activity remained centered on the CRENI of HD Dakoro.

As part of development finance research, ALIMA – BEFEN was able to obtain the fund for the resumption of nutritional activities in this health district of Dakoro, as well as for 2023, ALIMA/BEFEN will support 20 CSI ( CRENAS ), out of the 30 existing, and CRENI / Pediatrics of HD in Dakoro.

In terms of security, the situation in the Maradi region remains volatile in the border strip with Nigeria, in the south, more precisely in the departments of Guidan Roumdji and Madarounfa. These 2 departments face cross-border crime, with night incursions, followed by theft of cattle, and other property, kidnappings ( with ransom demand ), or even assassinations. From January to September 2021, these 2 departments of the Maradi region recorded 196 ( incidents, 87% of which were criminal ). In the fourth quarter, there was a drop in incidents, following deployment

a major security device along the border strip with Nigeria by the SDS with patrols and joint operations with Nigerian forces.

In the other parts of the region, Dakoro, Aguie, the situation remains relatively calm. However, some cases of low-level crime are occasionally recorded.

Since August 2018, ALIMA and its local partner BEFEN have been carrying out a medico-nutritional care project to allow access to health care for host populations, remote and displaced affected by the conflict on the border with Mali and Burkina Faso, in the Tillabéry region

Level 3: As part of his duties, the incumbent will be required to visit the programs and be in contact with vulnerable children or / and adults. Consequently, the verification of the criminal record or the presentation of a certificate of good life and morals will be necessary. In situations where the impossibility of providing a criminal record or a certificate of good life and morals is established, a declaration on honor will be requested.

FUNCTIONAL AND HIERARCHIC LINKS

MAIN MISSION

Under the supervision of the Head of Mission, you are responsible for the implementation of the country operational strategy in its intervention area, in connection with the three-year strategic plan and the mandate of ALIMA.

More specifically, you are responsible for the implementation of the project and to contribute to the results set for the project according to the evolution of the humanitarian situation and the needs in the intervention area and on the basis of the medico-operational objectives prefixed in collaboration with coordination, while respecting humanitarian principles and ALIMA’s mandate.

EXPERIENCES AND SKILLS

Experiences

  • You have a successful experience within a medical NGO in project management and supervision of a multicultural team. You have a great negotiating capacity and are able to develop and maintain an efficient network. You know how to evolve in degraded and / or emergency security contexts ( epidemic management ).
  • A thorough knowledge of humanitarian donors is an asset. You are comfortable with ( word, excel and internet ) IT tools. You encourage teamwork, you are problem-solving and communicate easily.

LANGUAGES

  • Good command of French ( lu, written, spoken ) essential
  • Mastering a local language is an asset

CONDITIONS

Duration and type of contract : 6-month French law CDD renewable.

Taking up post : ASAP

Salary : According to ALIMA salary grid + promotion of the experience + Perdiem

ALIMA supports:

  • Travel costs between the country of origin of the expatriate and the place of mission
