Organizational framework

The FAO Representation in Ecuador assists the Government in developing policies, programs and projects to reduce hunger and malnutrition, provides technical support to the sustainable and inclusive development of the agricultural, fisheries and forestry sectors, and to the generation of adaptation and mitigation strategies to climate change. Activities carried out by the FAO office include design, implementation and monitoring of sectoral and intersectoral projects that contribute to the scalability and expansion of their results towards the sustainability of agri-food systems.

Field of specialization

The coordinator will coordinate, direct and supervise the execution of activities related to the Readiness project “ Development of an effective governance framework for the implementation of the NDC in the health sectors, food and water security in Ecuador ”.

Tasks and responsibilities

Under the direct supervision of the FAO Representative in Ecuador, in coordination with the Project Leader Technical Officer and also under the supervision of the Government counterparts, especially the Ministry of the Environment, Water and Ecological Transition, the Coordinator will be responsible for fulfilling the following tasks:

  •  Coordinate the timely and quality implementation of the general components of the project by providing technical support and ensuring adequate links between the components and between consultants and stakeholders.
  •  Lead, coordinate and guarantee compliance with the Project’s objectives, ensuring efficient planning, implementation, monitoring and timely evaluation processes, in coordination with counterparts at the national level.
  •  Develop a project work and procurement plan and associated spending plan for overall implementation and monitoring of project activities in close coordination with the Undersecretariat for Climate Change of the Ministry of the Environment, Water and Ecological Transition of Ecuador.
  •  Prepare project progress reports ( every 6 months in accordance with GCF reporting requirements ) and summaries as needed, including gender mainstreaming.
  •  Prepare the bidding documents, including the terms of reference for the selection process for the project consultants who will work on the different components of the project.
  •  Coordinate and supervise the implementation of the activities by the project consultants, ensuring that the deadlines and implementation plans are met, as well as their quality. As well as gender safeguards and Indigenous Peoples.
  •  Coordinate the organization and conduct of evaluations, consultations and workshops, including the organization of logistics with a gender focus.
  •  Coordinate logistics arrangements with national stakeholders for the various project consultancies.
  •  Coordinate with relevant national stakeholders, in particular the NDA, to ensure maximum delivery and participation in project activities.
  •  Coordinate the development and dissemination of awareness materials at different levels, ensuring that they are developed with a gender focus.
  •  Ensure that interventions are well coordinated with other FAO and non-FAO projects in the country and take advantage of the comparative advantage, FAO’s successful practices and lessons learned.
  •  Technically support and advise on the different activities proposed in the project in coordination with the LTO and FAO regional advisers.
  •  Coordinate the organization and participate in meetings with all relevant actors and stakeholders.
  •  Coordinate and facilitate the implementation of a project communication strategy with stakeholders.
  •  Provide a technical contribution to all deliverables and products as required for successful project implementation.
  •  Provide operational support for the acquisitions and contracts foreseen in the project according to the approved budget.
  •  Guarantee the availability of information on the technical progress of the project.
  •  Monitor compliance with FAO’s internal processes and procedures for contracting and procurement, delivery of reports and reports from the technicians and specialists in their charge.
  •  Prepare and coordinate the delivery of blogs, monthly plans and travel plans and reports.
  •  Carry out other tasks and activities as required by the LTO and the Undersecretary for Climate Change to ensure the successful implementation of the project.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Third level university degree in agricultural sciences, earth sciences or health sciences, life sciences.
  •  Master in climate change, water resources management, sustainable land management or risk management or climate change.
  •  Verifiable minimum experience of 5 years in coordinating or monitoring the implementation of environmental and / or climate change projects in at least one of the sectors that the ( Health Project will address, Water Heritage or Food Security ).
  •  At least 2 years’ experience in organizing, facilitating and generating reports for workshops and inter-institutional dialogues.
  •  C-level Spanish language skills and B-level English language skills.
  •  National of Ecuador.

Technical / functional skills

  •  Desirable experience in incorporating gender, intergenerationality and intercultural criteria in plans, strategies, programs and projects ( 1 year ).
  •  Knowledge of the architecture of the Green Climate Fund, and Nationally Determined Contributions ( NDC ).
  •  Proven ability to work as a team and establish working relationships with central government institutions and non-governmental organizations.
  •  Knowledge of the link between the health, food and water security sectors and their connection to climate change.
  •  Aptitude to work under operating procedures of international organizations.
  •  Flexibility and adaptation to local contexts and changes in the environment.

  •  Full-time availability with an office presence.
