UNDP Indonesia and the Ministry of Health have been working together in a long-term partnership

on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with implementation of activities under the 2020-2023 Health Governance Initiative (HEART) Program that focus on the support to strengthen Indonesia’s health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with total program budget at USD 40 million.

To facilitate opportunities for integrated policy and programme solutions, the project has been designed so that the outputs are mutually reinforcing, harnessing interlinkages across project components. The programme is articulated interdependent work streams:

  •  Strengthening an enabling policy and environment, regulatory and institutional environment for access to new health technology,
  •  Capacity Development and Innovative Solutions for implementation of national health programmes (Programmatic, grant management, procurement, and logistics management information systems), including the new Biomedical Genome Science Initiative (BGSI),
  •  Technical support for and quality assurance for financial management to Principal Recipient AIDS, TB, Malaria funded program by the Global Funds for ATM,
  •  Improving distribution of vaccines for routine immunization and COVID-19, facilitation of South-South exchange of knowledge and technology for the development and implementation of SMILE for the distribution of vaccines for routine immunization and for COVID-19,
  •  Accelerating digital transformation of the health system,
  •  Promoting cost-effective medicines, vaccines and diagnostics through Health Technology Assessments
  •  Promoting application system for medical waste management by developing digital waste management IOT application which able to track capacity of waste management from service to end sites.

To this end, Project Associate (Finance) will support UNDP Health Governance Cluster and will be technically supervised by the National Technical Specialist for HEART Cluster in the Health Governance Cluster and will collaborating with other teams in Health Governance Cluster and the Democratic Governance and Poverty Reduction (DGPRU).

The main role of the Associate is to support delivery of the cluster/projects by entering and managing project data in UNDP’s corporate systems and by providing daily technical/financial support to cluster/project implementation consistent with UNDP rules and regulations. The incumbent will also conduct project quality assurance, and deal with relevant operational issues including support to regular monitoring.

The Project Associate (Finance) may monitor and supervise financial, administrative, procurement activities. The Associate works in close collaboration with the project team, financial units, operations units, procurement unit, and programme staff in the CO to resolve complex finance- related issues and to ensure adequate exchange of information.

Duties and Responsibilities

The direct supervisor of this activities is National Technical Specialist for HEART. She/He will work closely with Budget Management Associate and with relevant projects. the Project Associate (Finance) shall be responsible for effective and transparent utilization of financial resources and integrity of financial services for all projects in HEART Cluster. The Project Associate shall analyze and interpret the financial rules and regulations and provide solutions to a wide spectrum of complex financial issues.

Establish accounting and financial reporting process for the HEART Cluster to ensure, complete, accurate and timely reporting to the donors compliance with the terms and conditions of the Grant Agreement, focusing on achievement of the following results:

  •  Full compliance with UNDP and donor rules, regulations, and policies of financial activities, financial recording/reporting system;
  •  implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  •  Continuously reviewing the financial situation and supporting the programme in the preparation of financial reporting to both MOH and donors;
  •  Support for procurement process of the FMTA-GF project as approved by MOH and donors;
  •  Support for any recruitment process and/or any HR related matters for the FMTA-GF project team based in the MOH;
  •  Proper monitoring and tracking of payment schedules from the donor and/or expenditures progress update;
  •  Routinely monitors financial exception reports for unusual activities, transactions and investigates anomalies or unusual transactions. Inform supervisor of the results of the investigation when satisfactory answers are not obtained;
  •  Ensures coordination and liaison for any audit purposes related to the FMTA-GF project, and to ensure that the final audit report complies with the approved Terms of Reference and the Global Fund’s audit guidelines and follows up in a timely manner to ensure that audit recommendations (finance) are properly addressed.

Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:

  •  Liaise with the project assistant to prepare any Note to File, Internal Office Memorandum, Payment Tracking Sheet, Analysis of (vendor) Quotations, and/or any other required supporting documents related to procurement process and/or any new request of contracts’ amendment;
  •  Support the project teams in HEART Cluster for development of any TOR (including other supporting documents) related to the implementation of projects’ activities;
  •  Work closely with both HEART cluster team of DGPRU in UNDP country office and project teams in HEART Cluster, to ensure timely provision of delivery reports;
  •  Ensure that all administrative deliverables of the project are submitted on time, consistent with the PR’s requirement, and in compliance with both UNDP and Global Fund requirements;
  •  Work closely with the in-country partners of the Global Fund, e.g. the PMU team of PR AIDS, TB and Malaria at MOH, Local Fund Agent/LFA, the CCM and its Secretariat to ensure timely and high-quality project’s report.

Support the effective reporting on progress of project implementation:

  •  Together with Project Assistant to support the administration process for preparing work plans as well as meetings, audit, operational and financial administrative project;
  •  Together with Project Assistant prepare any project / finance reports, minutes of meeting, TOR and agenda, workshop and/or training agreement (for follow-up actions), and share it to the project team (or other parties as required) on a timely manner;
  •  To provide financial support for project implementation based on results-oriented progress reports.

Support strategic partnerships, communication, and support to the implementation of resource mobilization:

  •  Support in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
  •  In coordination with UNDP’s Communication unit and other relevant counterpart communications department, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.

Supports knowledge building and knowledge sharing focusing on achievement of the following results:

  •  Regular capacity development and trainings to relevant staff of the country partners on finance, procurement and/or any other administrative rules/regulations;
  •  Provide proper information to the HEART Cluster on any financial/administrative rules in UNDP whenever required to support any meetings/training/workshops;
  •  Synthesis of lessons learned and best practices on Finance and any other operations issues;
  •  Participation in the trainings for the operations/ projects staff, and contribute to knowledge networks and communities of practice;
  •  Ensure active participation in learning and knowledge sharing in gender analysis and gender mainstreaming.

Required Skills and Experience

Education:

  •  Secondary education is required, or
  •  University Degree (Bachelor´s degree) in Finance, Accounting, Business, Management, or other related majors will be given due consideration but is not a requirement.

Experience:

  •  Minimum 7 years (with Secondary Education) or 4 years (with bachelor’s degree) of progressively responsible experience in finance, administrative or project experience is required.
  •  Advance knowledge of spreadsheet/excel and database packages, Microsoft words, power point, outlook, etc.;
  •  Familiar with Government and UN/UNDP procedures would be desirable;
  •  Familiar on working environment with the government officers and/or project management unit at the ministry is an asset;
  •  Experience dealing with on various donor’s reporting requirements is an asset;
  •  Experience in managing, monitoring, and analyzing finances of health projects would be highly desirable.
  •  Experience in preparation of project financial reports and overviews
  •  Experience in monitoring and evaluation tools
  •  Experience of project management processes

Language Requirements:

  •  Fluency in written and spoken English is required;
  •  Fluency in written and spoken Bahasa Indonesia is required.
