Project Administrator At COOPI – International Cooperation


COOPI is looking for a Project Administrator in Mali

Since 2013, COOPI has worked in the regions of Kayes, Ségou and Mopti in Mali, with emergency health and nutrition projects as well as the fight against child malnutrition, child protection and support activities for migrants in transit. COOPI provided support to local health centers through technical and material support to health centers to facilitate the care of children suffering from severe malnutrition. Since 2018, COOPI has also provided assistance to children affected by the conflict in the central regions through care services, psychosocial support and support for community reintegration. COOPI is also a partner of UNICEF and other United Nations agencies in monitoring violations against children in the context of the conflict. COOPI has a coordination office in Bamako, regional bases in Mopti and Ségou and regional sub-offices in Djenné and Bankass (Mopti region) with plans to expand to other areas. COOPI operates mainly with the financial support of ECHO, AICS, UNICEF, Global Fund.

Job objective

The project administrator guarantees the correct administrative and financial management of projects supported by COOPI by ensuring the supervision of economic, financial and human resources aspects in accordance with the legal provisions in force in the country. He actively participates in risk management (security, health, fraud/corruption, PSEA, etc.) for the local projects and partnerships he monitors.

Responsibilities

1) Admin/finance management:

Ensure the correct management of project accounting in accordance with Coopi and donor procedures;

Ensure the correct management of the project’s cash flow (cash and bank) and monthly reconciliation (physical and with the accounting software) in collaboration with the Project Manager;

Ensure the regular updating of project financial data in accordance with the financial data of the country administration;

Check with the Project Manager and present to the Country Administrator the consolidated monthly expenditure forecast for the monthly fund request;

Guarantee the regular updating of the project’s accounting and IT accounting instruments in order to enable monitoring and control of expenses;

Guarantee financing for the project through the financing forms, while respecting the expenditure forecast developed, and request those of the consortium partners;

Supervise the payment of monthly tax and social taxes;

Guarantee the passage of administrative, accounting and financial instructions between project managers and between accounting assistants;

Ensure budget modification and amendments, in collaboration with the Project Manager, the Country Administrator, the Program Manager;

Ensure the drafting of interim and final financial reports for the project in collaboration with the Project Manager, under the supervision of the Country Administrator;

Ensure the electronic archiving of administrative and accounting documents related to the project.

2) Logistics management:

Ensure regular verification of purchasing and supply operations in close collaboration with the Country Logistics Coordinator, in accordance with the procurement plan in compliance with the procedures of the lessor and COOPI;

Guarantee control of supporting documents and contracts with suppliers;

Check compliance and compliance with tax law.

3) HR management:

In collaboration with the HR administrator, ensure the administrative management of the national project staff in accordance with the Country Labor Code and the Coopi HR manual;

Supervise and train the national administrative staff assigned to the project in collaboration with the Project Manager;

Participate in and supervise the selection of national accounting and administrative staff;

Guarantee the evaluation of its national administrative staff;

Ensure with the HR manager and the Project Manager the compliance of procedures for: recruitment of local staff, development of ToR and contracts, job descriptions, pay slips and payment, monitoring of leave, absences, evaluations, disciplinary measures, individual requests;

Supervise the administrative management of national project staff in accordance with the country’s Labor Code and the Coopi HR manual.

Candidate profile

Essential

Higher education (bachelor’s degree) or equivalent with experience in the economic-financial field, development cooperation or international relations or the implementation of international projects;

At least 2 years of experience in economic and financial management of projects and accounting in NGOs ;

Mastery of the French language and the Italian language , spoken and written;

Mastery of common software (Word, Excel, Power Point);

Experience in using accounting databases;

Experience in financial reporting and internal control management;

Sense of organization and teamwork;

Ability to work under pressure, independently and in an often uncomfortable environment;

Ability to work in a sensitive and complex political and security context and in a multicultural environment;

Interest and motivation to work in an NGO while respecting its values ​​and principles.

Desirable

Experiences working in French-speaking African countries and/or in conflict/post-conflict contexts;

Previous experience with COOPI and knowledge of its procedures.
